Personnel Practices in Japanese Government
The views expressed in this paper are those of the authors and do not necessarily represent those
of the Federal Communications Commission, the U.S. Nuclear Regulatory Commission, or the U.S.
Government.This paper examines key aspects of Japanese Government personnel practices, and draws
comparisons with the practices in the U.S. civil service and, as appropriate, with other U.S. models.
Particular reference is made to the practices of two major agencies in Japan, the Ministry of
International Trade and Industry (MITI) and the Ministry of Posts and Telecommunications (MPT).

Inhibition in the dynamics of selective attention: an integrative model for negative priming
We introduce a computational model of the negative priming (NP) effect that includes perception, memory, attention, decision making, and action. The model is designed to provide a coherent picture across competing theories of NP. The model is formulated in terms of abstract dynamics for the activations of features, their binding into object entities, their semantic categorization as well as related memories and appropriate reactions. The dynamic variables interact in a connectionist network which is shown to be adaptable to a variety of experimental paradigms. We find that selective attention can be modeled by means of inhibitory processes and by a threshold dynamics. From the necessity of quantifying the experimental paradigms, we conclude that the specificity of the experimental paradigm must be taken into account when predicting the nature of the NP effect
Singlet levels of the NV centre in diamond
The characteristic transition of the NV- centre at 637 nm is between
and triplet states. There are also
intermediate and singlet states, and the
infrared transition at 1042 nm between these singlets is studied here using
uniaxial stress. The stress shift and splitting parameters are determined, and
the physical interaction giving rise to the parameters is considered within the
accepted electronic model of the centre. It is established that this
interaction for the infrared transition is due to a modification of
electron-electron Coulomb repulsion interaction. This is in contrast to the
visible 637 nm transition where shifts and splittings arise from modification
to the one-electron Coulomb interaction. It is also established that a dynamic
Jahn-Teller interaction is associated with the singlet state,
which gives rise to a vibronic level 115 above the
electronic state. Arguments associated with this level are
used to provide experimental confirmation that the is the
upper singlet level and is the lower singlet level.Comment: 19 pages, 6 figure
Advances in the Treatment of Primary Brain Tumors: The Realm of Immunotherapy
Central nervous system (CNS) tumors, although rare, represent a group of neoplasms that have a disproportionate morbidity and mortality. Despite advances in our understanding of tumor pathogenesis coupled with improvements in therapeutic options, overall survival for primary brain tumors remains dismal. Although challenging, newer approaches such as brachytherapy, immunotherapy, and electric field generators are currently being evaluated in the clinical setting with promising results. The field of immunotherapy in neurooncology is still in its infancy, but several advances have already been made, including the development of tumor vaccines, utilization of immune checkpoint inhibitors, and activation of tumor dendritic cells to stimulate the host’s immune system. Recent advances in noninvasive electric fields have been applied to the treatment of glioblastoma multiforme (GBM) with encouraging clinical outcome.
