    China Maritime Report No. 25: More Chinese Ferry Tales: China\u27s Use of Civilian Shipping in Military Activities, 2021-2022

    This report provides a comprehensive assessment of Chinese civilian shipping support to the People’s Liberation Army (PLA), examining civil maritime-military activities from October 2021 through September 2022. As of 2022, the PLA and its reserve civilian merchant fleet are still probably unable to provide significant amphibious landing capabilities or the maritime logistics in austere or challenging environments necessary to support a major cross-strait invasion of Taiwan. However, large volume lift exercises conducted in 2022 suggest that the PLA has made significant progress in the use of civilian vessels for the large-scale lift of PLA troops and equipment into undefended ports, a capability that may be leveraged in a military assault on Taiwan. This report also discusses other civil maritime-military activities not previously observed, including the use of civilian vessels and infrastructure to conceal PLA troop movements, operations from austere ports, use of ocean-going vessels to transport PLA forces along inland waterways, and logistics support for China’s South China Sea outposts.https://digital-commons.usnwc.edu/cmsi-maritime-reports/1024/thumbnail.jp

    China Maritime Report No. 28: Bitterness Ends, Sweetness Begins: Organizational Changes to the PLAN Submarine Force Since 2015

    “Above-the-neck” reforms in the People’s Liberation Army (PLA) that began in 2015 directed the development of a new joint operational command system that resulted in commensurate changes to PLA Navy submarine force command and control. Additional changes to tactical submarine command and control were driven by the evolution and expansion of PLA Navy surface and airborne capabilities and the introduction of new longer-range submarine weapons. Follow-on “below-theneck” reforms inspired significant organizational change across most of China’s military services. However, the PLA Navy submarine force, for its part, did not reorganize its command structure but instead focused on significant improvements to the composition and quality of its force. Between 2017 and 2023, the PLA Navy submarine force engaged in a notable transformation, shuffling personnel and crews among twenty-six submarines—eleven newly commissioned and fifteen since retired—relocating in-service submarines to ensure an equitable distribution of newer, more capable submarines across the fleet.     Challenges Facing the Sacramento–San Joaquin Delta: Complex, Chaotic, or Simply Cantankerous?

    Freshwater is a scarce and precious resource in California; its overall value is being made clear by the current severe drought. The Sacramento–San Joaquin Delta is a critical node in a complex water supply system that extends throughout much of the western U.S. wherein demand is exceeding supply. The Delta also underpins a major component of the U.S. economy, helps feed a substantial part of the country, is a unique and valuable ecological resource, and is a place with a rich cultural heritage. Sustaining the Delta is a problem that manifests itself in many dimensions including the physical structure of the Delta, the conflicting demands for water, changing water quality, rapidly evolving ecological character, and high institutional complexity. The problems of the California Delta are increasingly complex, sometimes chaotic, and always contentious. There is general agreement that current management will sustain neither the Delta ecosystem nor high-quality water exports, as required under the Delta Reform Act, so there is a renewed urgency to address all dimensions of the problem aggressively. Sustainable management of the Delta ecosystem and California’s highly variable water supply, in the face of global climate change, will require bold political decisions that include adjustments to the infrastructure but give equal emphasis to chronic overuse and misuse of water, promote enhanced efficiency of water use, and facilitate new initiatives for ecosystem recovery. This new approach will need to be underpinned by collaborative science that supports ongoing evaluation and re-adjustment of actions. Problems like the Delta are formally “wicked" problems that cannot be “solved” in the traditional sense, but they can be managed with appropriate knowledge and flexible institutions. Where possible, it is advisable to approach major actions incrementally, with an eye toward avoiding catastrophic unexpected outcomes. Collaborative analyses of risks and benefits that consider all dimensions of the problem are essential. Difficult as the problems are, California has the tools and the intellectual resources to manage the Delta problem and achieve the twin goals of a reliable water supply and an ecologically diverse Delta ecosystem

    Pure spin current devices based on ferromagnetic topological insulators

SCIENTIFIC REPORTS. 2016;6(1): 36070.Two-dimensional topological insulators possess two counter propagating edge channels with opposite spin direction. Recent experimental progress allowed to create ferromagnetic topological insulators realizing a quantum anomalous Hall (QAH) state. In the QAH state one of the two edge channels disappears due to the strong ferromagnetic exchange field. We investigate heterostructures of topological insulators and ferromagnetic topological insulators by means of numerical transport calculations. We show that spin current flow in such heterostructures can be controlled with high fidelity. Specifically, we propose spintronic devices that are capable of creating, switching and detecting pure spin currents using the same technology. In these devices electrical currents are directly converted into spin currents, allowing a high conversion efficiency. Energy independent transport properties in combination with large bulk gaps in some topological insulator materials may allow operation even at room temperature

    Astrometry and Photometry for \approx1000 L, T, and Y Dwarfs from the UKIRT Hemisphere Survey

    We present positions, proper motions, and near-infrared photometry for 966 known objects with spectral types later than M observed as part of the the UKIRT Hemisphere Survey (UHS). We augment the photometry and astrometry from UHS with information from Gaia DR3, Pan-STARRS DR2, and CatWISE 2020 to produce a database of homogeneous photometry and astrometry for this sample. The multi-epoch survey strategy of UHS allows us to determine proper motions for most sources, with a median proper motion uncertainty of \sim3.6 mas yr1^{-1}. Our UHS proper motion measurements are generally in good agreement with those from Gaia DR3, Pan-STARRS, and CatWISE 2020, with UHS proper motions typically more precise than those from CatWISE 2020 and Pan-STARRS but not Gaia DR3. We critically analyze publicly available spectra for 406 members of this sample and provide updated near-infrared spectral types for \sim100 objects. We determine typical colors as a function of spectral type and provide absolute magnitude vs. spectral type relations for UHS JJ- and KK-band photometry. Using newly determined proper motions, we highlight several objects of interest, such as objects with large tangential velocities, widely separated co-moving companions, and potential members of young nearby associations.Comment: Accepted to A

    Effect of a single dose of pregabalin on herpes zoster pain

    <p>Abstract</p> <p>Background</p> <p>The effect of pregabalin on acute herpes zoster pain has not been previously evaluated.</p> <p>Methods</p> <p>In a randomized, double-blind, placebo-controlled, two-session crossover study the effect of a single oral dose of pregabalin (150 mg) on pain and allodynia was evaluated in 8 subjects with herpes zoster.</p> <p>Results</p> <p>Over 6 hours of observation, pain decreased by a mean of 33% with pregabalin and 14% with placebo (p < 0.10). Effects on allodynia and SF-MPQ were not significant.</p> <p>Conclusions</p> <p>Compared to an earlier study of gabapentin 900 mg for acute zoster pain and allodynia that followed a nearly identical protocol, pregabalin had a similar effect on pain and was well tolerated, with no difference from placebo on sleepiness. Common side effects of light-headedness, unsteady gait, and slowed thinking were almost identical to that observed in the earlier study of gabapentin. Subject recruitment proved difficult in part due to the widespread off-label use of gabapentin and pregabalin for acute zoster pain in our region of the USA.</p> <p>Trial Registration</p> <p>ClinicalTrials.gov Identifier: <a href="http://www.clinicaltrials.gov/ct2/show/NCT00352651">NCT00352651</a></p
