    Branchline Abandonment: A study of the Impact on Selected Communities in Rural South Dakota

    Several factors are responsible for the increased rate of railroad branchline abandonment in South Dakota in recent years. The construction of a statewide highway system paved the way for a trucking industry in South Dakota which today threatens the economic viability of the once-monopolistic rail industry. Some regulations and other factors inherent to South Dakota’s rail and truck industries are also responsible for increasing prominence of the trucking industry. The movement of unprocessed agricultural commodities by truck is not subject to rate or route regulation by the ICC. There are no institutional barriers to industry exit or entry. By contrast, railroad entry and exist is subject to regulation and large investment. Other factors which help explain the rate of branchline abandonment are drought, inflation, subsidization of competing transportation modes, and increased on-farm storage

    Universal geometric approach to uncertainty, entropy and information

    It is shown that for any ensemble, whether classical or quantum, continuous or discrete, there is only one measure of the "volume" of the ensemble that is compatible with several basic geometric postulates. This volume measure is thus a preferred and universal choice for characterising the inherent spread, dispersion, localisation, etc, of the ensemble. Remarkably, this unique "ensemble volume" is a simple function of the ensemble entropy, and hence provides a new geometric characterisation of the latter quantity. Applications include unified, volume-based derivations of the Holevo and Shannon bounds in quantum and classical information theory; a precise geometric interpretation of thermodynamic entropy for equilibrium ensembles; a geometric derivation of semi-classical uncertainty relations; a new means for defining classical and quantum localization for arbitrary evolution processes; a geometric interpretation of relative entropy; and a new proposed definition for the spot-size of an optical beam.     Universal quantum computation and simulation using any entangling Hamiltonian and local unitaries

    What interactions are sufficient to simulate arbitrary quantum dynamics in a composite quantum system? We provide an efficient algorithm to simulate any desired two-body Hamiltonian evolution using any fixed two-body entangling n-qubit Hamiltonian and local unitaries.     Responding to Mass, Computer-Generated, and Malattributed Comments

    A number of technological and political forces have transformed the once staid and insider dominated notice-and-comment process into a forum for large scale, sometimes messy, participation in regulatory decisionmaking. It is not unheard of for agencies to receive millions of comments on rulemakings; often these comments are received as part of organized mass comment campaigns. In some rulemakings, questions have been raised about whether public comments were submitted under false names, or were automatically generated by computer “bot” programs. In this Article, we examine whether and to what extent such submissions are problematic and make recommendations for how rulemaking agencies should respond as a matter of law, policy, and technology.Our overarching conclusion is that agencies should adopt both low- and high-tech measures to limit the negative impact of these sorts of comments. Mass, malattributed, and computer-generated comments, however, do not represent a crisis for the regulatory state at this time. They have not been found to violate federal law and do not generally undermine the integrity of notice-and-comment rulemaking, and we are not aware of evidence of widespread substantive harms in particular rulemaking efforts or to the rulemaking system overall. However, appropriate responses, especially those that take advantage of new technology, could reduce the cost and negative impacts of technology-enabled comments. Adopting such techniques could, for example, improve the opportunity for a diverse public to participate in the federal rulemaking process meaningfully and augment current practices with new forms of citizen engagement. Indeed, in addition to exploring how new technologies—the very same technologies that enable mass, malattributed, and computer-generated comments—can help with analyzing those comments, we also explore throughout how technology can help regulatory officials make sense of public input and draw greater insights from public comments of all kinds. Finally, other jurisdictions at the state and local level and internationally are turning to new technology to enable innovative forms of public participation, thus improving the quality of rule and policymaking.     A Large Skull Defect Due to Gorham-Stout Disease: Case Report and Literature Review on Pathogenesis, Diagnosis, and Treatment

    A 24-year old man was referred to the Erasmus MC Bone Center because of an asymptomatic increasing skull defect of the left parietal bone. The defect was first noticed at the age of six, and gradually increased over the years. His medical history was unremarkable, without any known trauma and a negative family history for bone diseases. Laboratory tests showed a low vitamin D level without other abnormalities. Particularly, there was no increase in markers of inflammation or bone turnover. CT-scans of the skull showed an osteolytic region of the parietal skull bone, with a two-centimeter increase in diameter over 9 years. Contrast enhanced MRI showed lymphangiogenic invasion, which was compatible with our suspicion of Gorham-Stout disease. The patient was referred to the neurosurgeon for treatment with a bone graft while considering additional drug treatment. Gorham-Stout or vanishing bone disease is a rare entity characterized by progressive osteolysis with lymphangiogenic bone invasion. Although already reported in 1838, currently the diagnosis and treatment of Gorham-Stout disease is still challenging. The underlying pathophysiology is not clarified yet and several theories exist. The disease usually affects persons younger than 40 years and the majority present with bone disease of the maxillofacial region, the upper extremities or the torso. The clinical presentation includes most frequently pain, swelling, and functional impairment of the affected region, but the disease can also be asymptomatic. Laboratory investigations are usually normal, and diagnosis is based upon imaging and sometimes pathology examination of affected bone tissue. Treatment is experimental and there is no general consensus about the best option due to lack of randomized controlled trials. Case reports showed patients treated with bisphosphonates, interferon-alpha, anti-VEGF therapy, mTOR inhibitors, and radiotherapy. There are some reports of surgery with prosthetic or bone grafts but no long-term follow-up data exist. This paper describes a unique case of Gorham-Stout disease of the parietal skull bone and discusses the current state of knowledge about this rare bone disease

    Spotlight on avian pathology: fowlpox virus

    Fowlpox virus is the type species of an extensive and poorly-defined group of viruses isolated from more than 200 species of birds, together comprising the avipoxvirus genus of the poxvirus family. Long known as a significant poultry pathogen, vaccines developed in the early and middle years of the 20th century led to its effective eradication as a problem to commercial production in temperate climes in developed western countries (such that vaccination there is now far less common). Transmitted mechanically by biting insects, it remains problematic, causing significant losses to all forms of production (from back-yard, through extensive to intensive commercial flocks), in tropical climes where control of biting insects is difficult. In these regions, vaccination (via intra-dermal or subcutaneous, and increasingly in ovo, routes) remains necessary. Although there is no evidence that more than a single serotype exists, there are poorly-described reports of outbreaks in vaccinated flocks. Whether this is due to inadequate vaccination or penetrance of novel variants remains unclear. Some such outbreaks have been associated with strains carrying endogenous, infectious proviral copies of the retrovirus, reticulo-endotheliosis virus (REV), which might represent a pathotypic (if not newly emerging) variant in the field. Until more is known about the phylogenetic structure of the avipoxvirus genus (by more widespread genome sequencing of isolates from different species of birds) it remains difficult to ascertain the risk of novel avipoxviruses emerging from wild birds (and/or by recombination/mutation) to infect farmed poultry

    Effective Field Theories on Non-Commutative Space-Time

    We consider Yang-Mills theories formulated on a non-commutative space-time described by a space-time dependent anti-symmetric field ΞΌΜ(x)\theta^{\mu\nu}(x). Using Seiberg-Witten map techniques we derive the leading order operators for the effective field theories that take into account the effects of such a background field. These effective theories are valid for a weakly non-commutative space-time. It is remarkable to note that already simple models for ΞΌΜ(x)\theta^{\mu\nu}(x) can help to loosen the bounds on space-time non-commutativity coming from low energy physics. Non-commutative geometry formulated in our framework is a potential candidate for new physics beyond the standard model.Comment: 22 pages, 1 figur

    The seasonal cycle of carbonate system processes in Ryder Bay, West Antarctic Peninsula

    The carbon cycle in seasonally sea-ice covered waters remains poorly understood due to both a lack of observational data and the complexity of the system. Here we present three consecutive seasonal cycles of upper ocean dissolved inorganic carbon (DIC) and total alkalinity measurements from Ryder Bay on the West Antarctic Peninsula. We attribute the observed changes in DIC to four processes: mixing of water masses, air–sea CO2 flux, calcium carbonate precipitation/dissolution and photosynthesis/respiration. This approach enables us to resolve the main drivers of the seasonal DIC cycle and also investigate the mechanisms behind interannual variability in the carbonate system. We observe a strong, asymmetric seasonal cycle in the carbonate system, driven by physical processes and primary production. In summer, melting glacial ice and sea ice and a reduction in mixing with deeper water reduce the concentration of DIC in surface waters. The dominant process affecting the carbonate system is net photosynthesis which reduces DIC and the fugacity of CO2, making the ocean a net sink of atmospheric CO2. In winter, mixing with deeper, carbon-rich water and net heterotrophy increase surface DIC concentrations, resulting in pH as low as 7.95 and aragonite saturation states close to 1. We observe no clear seasonal cycle of calcium carbonate precipitation/dissolution but some short-lived features of the carbonate time series strongly suggest that significant precipitation of calcium carbonate does occur in the Bay. The variability observed in this study demonstrates that changes in mixing and sea-ice cover significantly affect carbon cycling in this dynamic environment. Maintaining this unique time series will allow the carbonate system in seasonally sea-ice covered waters to be better understood

    Multisite gynecologic endometrioid adenocarcinomas: Can mutation profiling be used to distinguish synchronous primary cancers from metastases?

    It is well recognized that some patients with endometrioid gynecological cancers have tumors arising in multiple sites (ovary, endometrium, and endometriosis) at the time of diagnosis. Molecular analysis has helped discern whether these multisite cancers represent synchronous primary tumors or alternatively metastatic disease. We present a complex case of a patient with endometrioid carcinomas arising in multiple sites. We discuss the use of mutation profiling to discern clonality and highlight how this information may inform the clinical management of such cases
