Prader-Willi syndrome: are there population differences?
A 15 1/2-year-old black female with features consistent with the Prader-Willi syndrome is reported. This is the second case report of a black individual and the first case of a black female with the Prader-Willi syndrome. There is an apparent paucity of blacks reported with this condition. Whether this difference is a true difference or represents under-reporting is not known. We urge reporting of individuals representing other racial groups with this disorder and suggest population studies to determine the incidence as well as the true population difference in the Prader-Willi syndrome
Study of ISM tracers in galaxies
We collected data for two samples of normal and interacting galaxies for a
total of 2953 galaxies having fluxes in one or more of the following wavebands:
FIR, 21 cm line, CO(1-0) lines and soft X-ray. The large set of data obtained
allowed us to revisit some of the already known relations between the different
tracers of the interstellar medium (ISM), such as the link between the FIR flux
and the CO line emission, the relation between X-ray emission and the blue or
FIR luminosity. The relation lacking from observations for early-type galaxies
has been discussed and explained in detail in the frame of a suitable
theoretical model, obtained by coupling chemo-dynamical N-body simulations with

Sister-chromatid exchange in 4 human races
The frequencies of sister-chromatid exchanges (SCE) were investigated in lymphocytes in 32 normal adult individuals of both sexes with no interracial familial backgrounds from Caucasian, American black, oriental and native American races. There was no significant difference in the average frequency of SCEs in the 4 races

A key to future economic health is the reduction of federal expenditures. If these cannot be curtailed, the combined effect of expenditures and reduced tax revenues on inflation will be disastrous. If expenditures cannot be controlled, then taxes will have to be increased substantially in the not too distant future

The sovereign power in Florida from March 15, 1867, to July 4, 1868, was the military arm of the United States government. Many interpreters have viewed military reconstruction as an illustration of man’s inhumanity to man; it was, they say, a revenge mechanism to punish the vanquished for losing the war. Most members of democratic societies are so vehement in their condemnation of military rule that they admit no shades of difference in assessing the achievements of armies of occupation. If this blanket indictment were valid, Hitler’s armies of occupation in Western Europe and American occupation armies in Japan were comparable in their roles as avengers and destroyers. Despite this popular view, historians of the Civil War and Reconstruction era have glimpsed shades of grey in military as well as civilian regimes. Energy Aware Router Placements Using Fuzzy Differential Evolution
The increasing demand of communication services have led to the increase in energy consumption. Energy sustainability is important and challenging research in current world. An energy aware nearest cell association algorithm is proposed to make the mesh routers (MRs) to sleep if they are in idle state. If the MRs have no associated clients, then the MR is considered to be idle. Any network device in idle state consumes power hence a sleep mechanism is introduced to place energy aware routers. A fuzzy differential evolution (FDE) is introduced to dynamically decide the state of the MR by gaining the knowledge from the fuzzy table for parameters like traffic load, minimum distance and transmission power. Transmission cost and failure rate of the deployed network is evaluated and their performance is analyzed
