Future DCS objectives in communication network timing and synchronization
The Defense Communication System will be moving rapidly toward providing switched digital service to it's users within the next ten years. The principal driving force in the transition to a digital system is the requirement for high performance secure voice service. Additionally, the anticipated data requirements in this time frame can be handled most effectively by a digital network. The characteristics of a switched digital network which impose timing and synchronization requirements on the system design are presented. Several alternative approaches to implementing a timing subsystem suitable for a switched digital communications system have been considered. These include pulse stuffing, independent stable clocks, and clock correction techniques. The advantages and disadvantages of each approach are discussed relative to both the strategic and tactical communication system requirements
Introducing adolescent livelihoods training in the slums of Allahabad, India
While all adolescents in India face a rapidly changing economic environment, girlsâ life choices are very different from boysâ. Girls are much less likely to be engaged in economic activities, and when young women do participate in income-generating activities, it is often in unremunerated home-based work. Even when young women are paid for their labor, they may not retain control of their income. The Population Council and its partners are promoting a âlivelihoods approachâ that aims to expand the decision-making power of young women by building social networks and developing financial and income-generating capacities. This approach attempts to provide technical and life skills and to transform the ways girls view themselves and are perceived by the community. In 2001, the Council teamed with CARE-India to develop a pilot project for adolescent girls in the urban slums of Allahabad, Uttar Pradesh. The pilot integrated livelihoods activities for adolescent girls into CAREâs reproductive health program for slum dwellers. Despite enormous progress in expanding school enrollment globally, improvements in health have not always followed, raising important questions: Does education, in fact, enable women, men and their families to be healthier? And if so, how? To fill this gap in knowledge, the GIRL Center conducted a systematic review of the evidence for the effects of education on health in low- and middle-income countries
Structure and giant magnetoresistance of granular Co-Cu nanolayers prepared by cross-beam PLD
A series of Co_xCu_{100-x} (x = 0, 40...75, 100) layers with thicknesses
in-between 13 nm and 55 nm were prepared on silicon substrates using cross-beam
pulsed laser deposition. Wide-angle X-ray diffraction (WAXRD), transmission
electron microscopy (TEM) and electrical transport measurements revealed a
structure consisting of decomposed cobalt and copper grains with grain sizes of
about 10 nm. The influence of cobalt content and layer thickness on the grain
size is discussed. Electron diffraction (ED) indicates the presence of an
intermetallic Co-Cu phase of Cu3Au structure-type. Thermal treatment at
temperatures between 525 K and 750 K results in the progressive decomposition
of Co and Cu, with an increase of the grain sizes up to about 100 nm. This is
tunable by controlling the temperature and duration of the anneal, and is
directly observable in WAXRD patterns and TEM images. A careful analysis of
grain size and the coherence length of the radiation used allows for an
accurate interpretation of the X-ray diffraction patterns, by taking into
account coherent and non-coherent scattering. The alloy films show a giant
magnetoresistance of 1...2.3 % with the maximum obtained after annealing at

They are compiling a collection of 18th-century philosophical and scientific texts that helped shape the way people saw race across the Western world, and were used to justify colonisation. They believe that by exposing these historical roots of racism, opportunities to improve societal attitudes to race will become easier to identify.

The effect of a livelihoods intervention in an urban slum in India: Do vocational counseling and training alter the attitudes and behavior of adolescent girls?
This Population Council working paper examines whether an experimental intervention for girls aged 14â19 that provided reproductive health information, vocational counseling and training, and assistance with opening savings accounts in slum areas of Allahabad in Uttar Pradesh, India had an effect on their attitudes and behaviors. Although the livelihoods program was acceptable to parents and feasible to implement, the project had only a minimal impact on the behavior and attitudes of adolescent girls in the experimental slums. The greatest changes between the baseline and the endline surveys were found in those outcomes that most closely reflected the content of the intervention. Girls exposed to the intervention were significantly more likely to have knowledge of safe spaces, be a member of a group, score higher on the social skills index, be informed about reproductive health, and spend time on leisure activities than were the matched control respondents. No effect was found on gender-role attitudes, mobility, self-esteem, work expectations, or on number of hours visiting friends, performing domestic chores, or engaging in labor-market work

Development and Utility of Quality Metrics for Ambulatory Pediatric Cardiology in Kawasaki Disease.
The Adult Congenital and Pediatric Cardiology (ACPC) Section of the American College of Cardiology sought to develop quality indicators/metrics for ambulatory pediatric cardiology practice. The objective of this study was to report the creation of metrics for patients with Kawasaki disease. Over a period of 5 months, 12 pediatric cardiologists developed 24 quality metrics based on the most relevant statements, guidelines, and research studies pertaining to Kawasaki disease. Of the 24 metrics, the 8 metrics deemed the most important, feasible, and valid were sent on to the ACPC for consideration. Seven of the 8 metrics were approved using the RAND method by an expert panel. All 7 metrics approved by the ACPC council were accepted by ACPC membership after an "open comments" process. They have been disseminated to the pediatric cardiology community for implementation by the ACPC Quality Network
