    Deliberative Television: Encouraging Substantive, Citizen-Driven News

    With Americans’ confidence in the news media dwindling, the quality of programming declining, and audiences turning elsewhere, the American news media is at a crossroads. We argue that news outlets should consider a new form of deliberation-based programming for local news coverage as a means of responding to these problems. As a basis for the programming, we build on public journalism (Rosen & Merritt, 1994) and deliberative citizen panels (Knobloch, Gastil, Reedy, & Walsh, 2013). By engaging citizens in the production of news, media outlets not only stand to gain viewers by increasing the quality of their issue coverage, but they also could secure their claim as a public institution providing a valuable public good. We urge media outlets to consider turning to citizen panels to determine which issues are salient and to engage in structured deliberations about those issues, which can be captured and built into content packages for use in news programming. In so doing, news outlets can help activate viewers by positioning them not as passive consumers but as engaged citizens prepared for public deliberation

Published by SAGE.This paper examines poverty and hardship in Europe after the 2008 crisis, using household interviews in nine European countries. A number of findings deserve highlighting. First, making a distinction between ‘the old poor’ (those who lived in poverty before as well as after the crisis) and ‘the new poor’ (thosewho fell into hardship after the crisis), we show that hardship is experienced quite differently by these groups. Second, the household narratives showed that while material deprivations constitute an important aspect of hardship, the themes of insecurity and dependency also emerged as fundamental dimensions. In contrast to popular political discourse in countries such as the UK, dependency on welfare or family was experienced as a source of distress and manifested as a form of hardship by participants in all countries covered in this study.Peer reviewedFinal Accepted Versio

    Imaging Carbon Monoxide Emission in the Starburst Galaxy NGC 6000

    We present measurements of carbon monoxide emission in the central region of the nearby starburst NGC 6000 taken with the Submillimeter Array. The J=2-1 transition of 12CO, 13CO, and C18O were imaged at a resolution of ~3''x2'' (450x300 pc). We accurately determine the dynamical center of NGC 6000 at R.A(J2000.0)=15h49m49.5s and dec(J2000.0)=-29d23'13'' which agrees with the peak of molecular emission position. The observed CO dynamics could be explained in the context of the presence of a bar potential affecting the molecular material, likely responsible for the strong nuclear concentration where more than 85% of the gas is located. We detect a kinematically detached component of dense molecular gas at relatively high velocity which might be fueling the star formation. A total nuclear dynamical mass of 7x10^9 Msun is derived and a total mass of gas of 4.6x10^8 Msun, yielding a Mgas/Mdyn~6%, similar to other previously studied barred galaxies with central starbursts. We determined the mass of molecular gas with the optically thin isotopologue C18O and we estimate a CO-to-H2 conversion factor X(CO)=0.4x10^20 cm-2/(K km s-1) in agreement with that determined in other starburst galaxies.Comment: 31 pages, 7 figures.     Climatic and Resource Determinants of Forest Elephant Movements

    As a keystone megafaunal species, African forest elephants (Loxodonta cyclotis) influence the structure and composition of tropical forests. Determining the links between food resources, environmental conditions and elephant movement behavior is crucial to understanding their habitat requirements and their effects on the ecosystem, particularly in the face of poaching and global change. We investigate whether fruit abundance or climate most strongly influence forest elephant movement behavior at the landscape scale in Gabon. Trained teams of “elephant trackers” performed daily fruit availability and dietary composition surveys over a year within two relatively pristine and intact protected areas. With data from 100 in-depth field follows of 28 satellite-collared elephants and remotely sensed environmental layers, we use linear mixed-effects models to assess the effects of sites, seasons, focal elephant identification, elephant diet, and fruit availability on elephant movement behavior at monthly and 3-day time scales. At the month-level, rainfall, and to a lesser extent fruit availability, most strongly predicted the proportion of time elephants spent in long, directionally persistent movements. Thus, even elephants in moist tropical rainforests show seasonal behavioral phenotypes linked to rainfall. At the follow-level (2–4 day intervals), relative support for both rainfall and fruit availability decreased markedly, suggesting that at finer spatial scales forest elephants make foraging decisions largely based on other factors not directly assessed here. Focal elephant identity explained the majority of the variance in the data, and there was strong support for interindividual variation in behavioral responses to rainfall. Taken together, this highlights the importance of approaches which follow individuals through space and time. The links between climate, resource availability and movement behavior provide important insights into the behavioral ecology of forest elephants that can contribute to understanding their role as seed dispersers, improving management of populations, and informing development of solutions to human-elephant conflict

    Cluster M Mycobacteriophages Bongo, PegLeg, and Rey with Unusually Large Repertoires of tRNA Isotopes

    Genomic analysis of a large set of phages infecting the common hostMycobacterium smegmatis mc2155 shows that they span considerable genetic diversity. There are more than 20 distinct types that lack nucleotide similarity with each other, and there is considerable diversity within most of the groups. Three newly isolated temperate mycobacteriophages, Bongo, PegLeg, and Rey, constitute a new group (cluster M), with the closely related phages Bongo and PegLeg forming subcluster M1 and the more distantly related Rey forming subcluster M2. The cluster M mycobacteriophages have siphoviral morphologies with unusually long tails, are homoimmune, and have larger than average genomes (80.2 to 83.7 kbp). They exhibit a variety of features not previously described in other mycobacteriophages, including noncanonical genome architectures and several unusual sets of conserved repeated sequences suggesting novel regulatory systems for both transcription and translation. In addition to containing transfer-messenger RNA and RtcB-like RNA ligase genes, their genomes encode 21 to 24 tRNA genes encompassing complete or nearly complete sets of isotypes. We predict that these tRNAs are used in late lytic growth, likely compensating for the degradation or inadequacy of host tRNAs. They may represent a complete set of tRNAs necessary for late lytic growth, especially when taken together with the apparent lack of codons in the same late genes that correspond to tRNAs that the genomes of the phages do not obviously encode

    Organic farming provides reliable environmental benefits but increases variability in crop yields: a global meta-analysis

    To promote food security and sustainability, ecologically intensive farming systems should reliably produce adequate yields of high-quality food, enhance the environment, be profitable, and promote social wellbeing. Yet, while many studies address the mean effects of ecologically intensive farming systems on sustainability metrics, few have considered variability. This represents a knowledge gap because producers depend on reliable provisioning of yields, profits, and environmental services to enhance the sustainability of their production systems over time. Further, stable crop yields are necessary to ensure reliable access to nutritious foods. Here we address this by conducting a global meta-analysis to assess the average magnitude and variability of seven sustainability metrics in organic compared to conventional systems. Specifically, we explored the effects of these systems on (i) biotic abundance, (ii) biotic richness, (iii) soil organic carbon, (iv) soil carbon stocks, (v) crop yield, (vi) total production costs, and (vii) profitability. Organic farms promoted biotic abundance, biotic richness, soil carbon, and profitability, but conventional farms produced higher yields. Compared to conventional farms, organic farms had lower variability in abundance and richness but greater yield variability. Organic farms thus provided a “win-win” (high means and low variability) for environmental sustainability, while conventional farms provided a “win-win” for production by promoting high crop yields with low variability. Despite lower yields, and greater yield variability, organic systems had similar costs to conventional systems and were more profitable due to organic premiums. Our results suggest certification guidelines for organic farms successfully promote reliable environmental benefits, but greater reliance on ecological processes may reduce predictability of crop production
