Le « retour » du tramway en France, origines et controverses
Depuis le printemps 2013, un nouveau sĂ©minaire intitulĂ© « RĂ©inventer le tramway ? Quarante annĂ©es de TCSP, tramways et transports guidĂ©s en France : controverses et rĂ©alisations » est organisĂ© par lâAssociation pour lâhistoire des chemins de fer (AHICF) et lâUMR AUSser (CNRS et Ăcole nationale supĂ©rieure dâarchitecture de Paris-Belleville). Lâobjectif de ce sĂ©minaire est de mettre en lumiĂšre les processus qui ont participĂ© au « retour » du tramway dans les grandes villes françaises et Ă lâexportation du « tramway français standard » dans nombre dâautres mĂ©tropoles.Since the spring of 2013, a new seminar entitled âreinventing the tramway? Altered networks in bothersome tinnitus: a functional connectivity study
<p>Abstract</p> <p>Background</p> <p>The objective was to examine functional connectivity linked to the auditory system in patients with bothersome tinnitus. Activity was low frequency (< 0.1 Hz), spontaneous blood oxygenation level-dependent (BOLD) responses at rest. The question was whether the experience of chronic bothersome tinnitus induced changes in synaptic efficacy between co-activated components. Functional connectivity for seed regions in auditory, visual, attention, and control networks was computed across all 2 mm<sup>3 </sup>brain volumes in 17 patients with moderate-severe bothersome tinnitus (<it>Tinnitus Handicap Index: average </it>53.5 ± 3.6 (range 38-76)) and 17 age-matched controls.</p> <p>Results</p> <p>In bothersome tinnitus, negative correlations reciprocally characterized functional connectivity between auditory and occipital/visual cortex. Negative correlations indicate that when BOLD response magnitudes increased in auditory or visual cortex they decreased in the linked visual or auditory cortex, suggesting reciprocally phase reversed activity between functionally connected locations in tinnitus. Both groups showed similar connectivity with positive correlations within the auditory network. Connectivity for primary visual cortex in tinnitus included extensive negative correlations in the ventral attention temporoparietal junction and in the inferior frontal gyrus and rostral insula - executive control network components. Rostral insula and inferior frontal gyrus connectivity in tinnitus also showed greater negative correlations in occipital cortex.</p> <p>Conclusions</p> <p>These results imply that in bothersome tinnitus there is dissociation between activity in auditory cortex and visual, attention and control networks. The reciprocal negative correlations in connectivity between these networks might be maladaptive or reflect adaptations to reduce phantom noise salience and conflict with attention to non-auditory tasks.</p
New insights into the genetic etiology of Alzheimer's disease and related dementias
Characterization of the genetic landscape of Alzheimer's disease (AD) and related dementias (ADD) provides a unique opportunity for a better understanding of the associated pathophysiological processes. We performed a two-stage genome-wide association study totaling 111,326 clinically diagnosed/'proxy' AD cases and 677,663 controls. We found 75 risk loci, of which 42 were new at the time of analysis. Pathway enrichment analyses confirmed the involvement of amyloid/tau pathways and highlighted microglia implication. Gene prioritization in the new loci identified 31 genes that were suggestive of new genetically associated processes, including the tumor necrosis factor alpha pathway through the linear ubiquitin chain assembly complex. We also built a new genetic risk score associated with the risk of future AD/dementia or progression from mild cognitive impairment to AD/dementia. The improvement in prediction led to a 1.6- to 1.9-fold increase in AD risk from the lowest to the highest decile, in addition to effects of age and the APOE Δ4 allele

Resorting to economists, and their knowledge, in public policy decisions progressively became a social necessity. The research presented here seeks to understand the phenomena underlying this process. It endeavours, more generally, to grasp the origin and the nature of the authority bestowed upon them in a field of public action. In order to do so, it first looks at the services of the central administration where engineers/economists began to be seen as influential ''advisors to the prince'', before imposing themselves as the leading actors in the attempt to reform the administration. The dissertation also studies the development of scholarly expertise in the academic field. Finally, the investigation analyses the processes of expertise and decision-making in a particular project, the Lyon Subway, in order to understand how economists intervened in the relationship between central and local governments. This analysis of the institutionalisation of a science of governing focuses on the phenomena participating to the construction and affirmation of the roles of the economist in these three distinct fields. The thesis thus attempts to throw light on the particular processes characterizing each of them but also to understand how they interacted with each other. This approach underlines the success of economists in transport governance as the appropriation of a scheme to reform public policy that was originally carried by « centraliste » elites and institutions. It also shows how local government was a decisive arena which contributed to the development of the expectations placed upon economists. Le rĂŽle des expĂ©riences et mĂ©thodes Ă©trangĂšres dans la fabrication dâune expertise locale des transports collectifs urbains
Cet article porte sur les Ă©tudes du mĂ©tro de Lyon rĂ©alisĂ©es entre 1963 et 1971. Son ambition est de comprendre le rĂŽle jouĂ© par les rĂ©alisations et mĂ©thodes dâanalyse Ă©trangĂšres dans le processus de fabrication et de lĂ©gitimation dâune expertise locale en transports collectifs urbains dans un contexte marquĂ©, notamment, par un fort dĂ©veloppement de lâautomobile. AprĂšs analyse, on remarque que ces rĂ©alisations et outils cognitifs interviennent comme des contraintes (sous la forme de standards mĂ©thodologiques) qui orientent le travail des diffĂ©rents producteurs dâĂ©tudes. Mais, ils apparaissent aussi comme des ressources que ces acteurs mobilisent pour lĂ©gitimer une expertise encore fragile et le projet de mĂ©tro. Ce constat invite, selon nous, Ă prendre plus au sĂ©rieux les savoirs produits ou utilisĂ©s Ă lâĂ©chelon local dans cette pĂ©riode oĂč lâon considĂšre, bien souvent, que lâEtat central monopolise les ressources cognitives lĂ©gitimes.<br>The paper deals with the studies carried out between 1963 and 1971 concerning Lyonâs subway. Its purpose is to understand how foreign experience and cognitive tools contributed to the creation and legitimization of local expertise in public transport in a context characterised by the rapid development of the motorcar. We demonstrate that foreign experience and cognitive tools acted as a restraint (for example methodological standards) on the studies of the local teams. But they were also at the same time a resource to legitimate a still fragile expertise and the subway project. This observation invites us to pay more attention to knowledge developed at a local level in a period where it is usually assumed that the central administration monopolized legitimate cognitive resources

Se mettre Ă lâIDEX ou ĂȘtre mis Ă lâindex : conformations, appropriations et rĂ©sistances aux instruments dâaction publique dans trois sites dâenseignement supĂ©rieur
International audienceEn Ă©tudiant le cas des appels dâoffres Initiatives dâexcellence lancĂ©s par lâĂtat pour transformer les Ă©tablissements dâenseignement supĂ©rieur en « universitĂ©s de classe mondiale », cet article analyse la fabrique dâun nouvel ordre compĂ©titif au sein du monde acadĂ©mique français. Ces appels dâoffres instaurent une compĂ©tition entre les sites et invitent leurs Ă©tablissements Ă transformer leur gouvernance : ils rĂ©forment ainsi les entitĂ©s en compĂ©tition et les critĂšres de hiĂ©rarchisation qui prĂ©valent au sein du systĂšme acadĂ©mique français. Ce nouvel ordre produit de nouvelles inĂ©galitĂ©s qui profitent aux sites qui disposent des capacitĂ©s dâaction collective les plus fortes, mais aussi de caractĂ©ristiques institutionnelles qui rĂ©pondent aux nouveaux critĂšres de hiĂ©rarchisation. Pour ĂȘtre comprises, ces transformations doivent ĂȘtre envisagĂ©es comme le produit de lâarticulation entre diffĂ©rents registres de mobilisation des instruments â la conformation, lâappropriation, la rĂ©sistance â et dâinteractions continues entre gouvernants et gouvernĂ©s
Les grands réseaux en démocratie technique ?
National audienceUne recherche financée par l'Agence nationale de la recherche intitulée « Les grands réseaux techniques en démocratie : innovation, usages et groupes impliqués dans la longue durée (France, années 1880 à nos jours) » a récemment été l'occasion de décloisonner les approches sur les grands réseaux techniques, en posant une question cruciale, et pourtant restée peu étudiée dans ce champ, celle de la démocratie 1. Nous présentons ici les résultats du projet qui contribuent le plus directement à mettre en perspective historique la notion de démocratie technique. Dans un premier temps, nous revenons à grands traits sur la maniÚre dont les grands réseaux techniques sont devenus des objets d'histoire. Ceci campe le contexte historiographique dans lequel s'est formé le projet. Puis nous présentons les deux principales pistes qui ont été ouvertes pour tracer à travers le temps la variété des groupes impliqués dans le gouvernement de ces objets techniques, avant d'en tirer quelques conclusions sur la démocratie technique des années 1880 aux années 1980
