Quasicoherent sheaves on projective schemes over F_1
Given a graded monoid A with 1, one can construct a projective monoid scheme MProj(A) analogous to Proj(R) of a graded ring R. This paper is concerned with the study of quasicoherent sheaves on MProj(A), and we prove several basic results regarding these. We show that:
1. every quasicoherent sheaf F on MProj(A) can be constructed from a graded A-set in analogy with the construction of quasicoherent sheaves on from graded R-modules
2.
if F is coherent on MProj(A), then F(n) is globally generated for large enough n, and consequently, that F is a quotient of a finite direct sum of invertible sheaves
3.
if F is coherent on MProj(A), then gamma(MProj(A)) is finitely generated over A0 (and hence a finite set if A0 = {0, 1}).
The last part of the paper is devoted to classifying coherent sheaves on P_1 in terms of certain directed graphs and gluing data. Humanitarian intervention and foreign policy in the Conservative-led coalition
This paper examines the role of humanitarian intervention as a tool of foreign policy in the Conservative-led Coalition. The first section of the paper provides historical context and assesses the traditional approaches to humanitarian intervention as an instrument of foreign policy of Conservative governments since the end of the Cold War. This analytical narrative considers the Major Government's response to the Bosnian War. The second section of the paper considers the Conservative-led Coalition's approach to humanitarian intervention in two ways: first by an examination of the influence of Blair's humanitarian intervention and secondly, by an evaluation of British involvement in the Libyan Revolution of 2011. The third and final section of the paper offers an explanatory interpretation of the Conservative-led Coalition's humanitarian intervention. This interpretation is predicated on an English School theoretical framework for understanding international relations and, in particular, advances the argument that the global worldview of David Cameron, William Hague and their liberal Conservative colleagues can be understood as solidarist
An Assessment of Farmer Participation in the United States Department of Agriculture, Natural Resources Conservation Servicesâ Conservation Technical Assistance Program in West Virginia
Food and fiber production on Americaâs farmlands have a major influence on the environment, therefore, soil and water conservation practices are critical. NRCS has provided no-fee technical assistance for nearly 100 years through the Conservation Technical Assistance (CTA) program. The CTA program is essential because it provides technical knowledge directly to farmers for planning and implementing conservation practices that are proven to benefit environmental health and on-farm production. CTA program funds support NRCS staff and training and are thereby the local service delivery vehicle for all NRCS programs. However, in recent years, funding for CTA has remained relatively constant while financial assistance program funds have increased dramatically. Because NRCS relies on federal appropriations, itâs vitally important to make the case for additional CTA funds while also developing strategies to increase program effectiveness. The objectives of this study were to: (1) determine the factors that influence farmersâ decisions to participate in the CTA program; (2) consider NRCSâs organizational capacity to deliver it; and (3) describe how NRCS might increase participation. A theory of change to increase participation was developed based on the Asset-Based Community Development (ABCD) approach and Community Capitals Framework (CCF). This theoretical model was used to develop and test hypotheses through a sequential mixed methods research design. The first method utilized Geographic Information System (GIS) modeling to identify the sample population. Next, asset mapping was used to evaluate a potential causal relationship between participation and organizational assets. Then, interviews were conducted to understand motivations and barriers to participation and inform survey design. Lastly, data from a mailed questionnaire was quantitatively analyzed to assess farmer motivations and barriers to participation. Results showed that additional CTA funds are needed to increase NRCS staff and expand training to build public engagement and community development knowledge and skills. Furthermore, results indicate that the addition of coproduction strategies through partnerships and farmer-to-farmer methods could further increase CTA program participation

Capturing and viewing gigapixel images
We present a system to capture and view "Gigapixel images": very high resolution, high dynamic range, and wide angle imagery consisting of several billion pixels each. A specialized camera mount, in combination with an automated pipeline for alignment, exposure compensation, and stitching, provide the means to acquire Gigapixel images with a standard camera and lens. More importantly, our novel viewer enables exploration of such images at interactive rates over a network, while dynamically and smoothly interpolating the projection between perspective and curved projections, and simultaneously modifying the tone-mapping to ensure an optimal view of the portion of the scene being viewed.publishe
Massively Scalable Inverse Reinforcement Learning in Google Maps
Optimizing for humans' latent preferences is a grand challenge in route
recommendation, where globally-scalable solutions remain an open problem.
Although past work created increasingly general solutions for the application
of inverse reinforcement learning (IRL), these have not been successfully
scaled to world-sized MDPs, large datasets, and highly parameterized models;
respectively hundreds of millions of states, trajectories, and parameters. In
this work, we surpass previous limitations through a series of advancements
focused on graph compression, parallelization, and problem initialization based
on dominant eigenvectors. We introduce Receding Horizon Inverse Planning
(RHIP), which generalizes existing work and enables control of key performance
trade-offs via its planning horizon. Our policy achieves a 16-24% improvement
in global route quality, and, to our knowledge, represents the largest instance
of IRL in a real-world setting to date. Our results show critical benefits to
more sustainable modes of transportation (e.g. two-wheelers), where factors
beyond journey time (e.g. route safety) play a substantial role. We conclude
with ablations of key components, negative results on state-of-the-art
eigenvalue solvers, and identify future opportunities to improve scalability
via IRL-specific batching strategies
