    Development of a 3-Pronged Approach to Evaluation for the iCook-4H Project

    Most nutrition education programs are created without adequate forethought to planning evaluation strategies. The goal of this study was to develop and implement a comprehensive 3-pronged approach to evaluate iCook 4-H, a six- session, biweekly program for 9-10 year old youth and their adult main food preparer. It was used to evaluate the curriculum for the intervention of a 2-year childhood obesity prevention study. Forty iCook 4-H classes were implemented for 150 dyads by 16 leaders between September and December, 2013, in Maine, Nebraska, South Dakota, Tennessee, and West Virginia. The evaluation included measures of fidelity of implementation, process evaluation, and program outcomes. The Fidelity of Implementation instrument, composed of 6-tool, was developed to determine if the program was implemented as intended. Based on evaluation of 23% of 240 total sessions, evaluators reported session objectives were met 96% of the time; youth (3.86±0.34] and adults (3.75±0.33] were almost very engaged in thesessions and leaders were almost very effective (3.70±0.69) (scale range, l=not engaged/effective to 4=very engaged/effective). During process evaluation—a 5- minute online survey at the end of each session—youth consistently selected preparing” and tasting” new recipes as learning experiences for the day over each of the six sessions. They increased selecting learning about new and fun ways of being physically active from Session 1 to 6 (p=0.01). Through Word Cloud methodology, the importance of family meals was documented by both youth and adults. The strong positive trend in increasing family meals (p=0.75) and significant increase (p=0.05) in physical activity reported among youth were promising evidence of changing behavior among youth. The program outcome instruments, developed through confirmatory factor analyses, were internally consistent (youth a=0.80; adult a=0.73) and reliable (youth 0- to 4-month r=0.81, 0-to 12-month r=0.75; adult 0- 4-month r=0.83; 0- to 12-month r=0.73). A scoring mechanism was established, and results were reported as part of the intervention study findings. While incorporating a comprehensive evaluation into community-based programming can be time-intensive, measuring program evaluation in a manner that allows for reliable results and comparison across groups and over time can provide the types of data that are needed to demonstrate program effectiveness and receive recognition for program outcomes from administrators

    Erosion and Repair of Unlined Spillway Chute Excavated in Rock

    Discharges up to 60,000 cfs that lasted 21 days caused extensive erosion of the unlined spillway chute excavated in alternating layers of limestone and shale. An empirical model allowed to evaluate the extent of erosion anticipated for future events. Parametric calculations showed that relatively low discharges a long period of time are critical for the induced damage. It was determined that the spillway can safely pass the design discharge if weathering of rock exposed by erosion is prevented. Accordingly, the interim repair was designed to protect the rock units, especially the critical limestone layers, from weathering. Although it is expected much of the repair to be eroded during future spillway flows, it will ensure the spillway can safely pass the next discharge event

    Objective: To develop and test the validity of program outcome evaluation instruments for cooking, eating, and playing together for obesity prevention during iCook 4-H. Design: Instrument development for both youth and adults through pre-post testing of items newly constructed and compiled to address key curriculum constructs. Testing occurred throughout program intervention and dissemination to determine dimensionality, internal consistency and test-retest reliability, and validity. Setting: A 5-state out-of-school program in cooperative extension and other community sites. Participants: Youths aged 9−10 years; adults were main food preparers; the first phase involved 214 dyads and the second phase, 74 dyads. Main Outcome Measure(s): Youth measures were cooking skills, culinary self-efficacy, physical activity, and openness to new foods. Adult measures were cooking together, physical activity, and eating together. Analysis: Exploratory factor analysis to determine initial scale structure and confirmatory factor analysis to confirm factor structures. Longitudinal invariance tests to see whether the factor structure held over time. Test-retest reliability was determined by Pearson r and internal consistency was determined by coefficient V and Cronbach a. Validity testing was determined by Pearson r correlations. Results: Youth cooking skills, openness to new foods, and adult eating together and cooking together showed strong evidence for dimensionality, reliability, and validity. Youth physical activity and adult physical activity measures showed strong evidence for dimensionality and validity but not reliability. The youth culinary selfefficacy measure showed strong evidence for reliability and validity but weaker evidence for dimensionality. Conclusions and Implications: Program outcome evaluation instruments for youths and adults were developed and tested to accompany the iCook 4-H curriculum. Program leaders, stakeholders, and administrators may monitor outcomes within and across programs and generate consistent reporting

    Major airports in the world's air transportation systems face a serious problem in providing greater capacity to meet the ever increasing demands of air travel. This problem could be relieved if airports are allowed to increase their operating time, now restricted by curfews and by relaxing present limits on takeoffs and landings. The key operational issue in extending the present curfews is noise. In response to these increasing restrictive noise regulations, NASA has launched a program to validate through engine testing, noise reduction concepts and technologies that have evolved from the Advanced Subsonic Technologies (AST) Noise Reduction Program. The goal of this AST program was to develop and validate technology that reduces engine noise and improves nacelle suppression effectiveness relative to 1992 technology. Contract NAS3-97144 titled "Engine Validation of Noise Reduction Concepts" (EVNRC) was awarded to P&W on August 12, 1997 to conduct full scale noise reduction tests in two Phases on a PW4098 engine.     The iCook 4-HStudy: Report on Physical Activity and Sedentary Time in Youth Participating in a Multicomponent Program Promoting Family Cooking, Eating, and Playing Together

    Objective: To report physical activity and sedentary time outcomes of youth in iCook 4-H. Study Design and Setting: iCook 4-H was a 5-state, randomized, control−treatment, family-based childhood obesity prevention intervention promoting cooking, eating, and playing together. Participants and Intervention: Youth aged 9−10 years and the main preparer of their meals participated in the 12-week program followed by monthly newsletters and biyearly booster sessions until 24 months. Main Outcome Measure(s): A total of 155 youth were fitted with an Actigraph GT3X+ accelerometer, which they wore for 7 days at baseline and 4, 12, and 24 months to measure mean daily minutes per hour of waking wear time for sedentary time (ST), light physical activity (PA) (LPA), moderate PA, vigorous PA, and moderate to vigorous PA. Self-reported PA was assessed using the Block Kids Physical Activity Screener and additional questions querying for the program goal of the frequency of family actively playing together. Linear mixed models were used to determine differences from baseline to 24 months. Significance was set at P ≤ .05. Results: There was a significant (P \u3c .05) group £ time interaction for LPA (adjusted interaction B estimate, 95% confidence interval; 0.18 [0.05, 0.30]) and ST (-0.15 [-0.26, -0.04]); ST increased and LPA decreased in the treatment group. There were no differences in other accelerometer-derived PA measures, self-report Block Kids Physical Activity Screener measures, or frequency of family actively playing together at any time point. Conclusions and Implications: iCook 4-H was a multicomponent program observing youth aged 9−10 years for 24 months that focused on enhancing cooking skills, mealtime behavior and conversation, and PA through daily family activities. Greater emphasis on developing PA skills, changing environmental factors, and increasing PA both in and after school may be needed

Analysis: Linear mixed models, group, time, and group £ time interaction for BMI z-score and program outcomes changes. Significance levels = P ≤ .05; interaction term significance = P ≤ .10. Results: In intervention, treatment BMI z-scores increased compared with controls based on significant interaction (P = .04). For odds of being overweight or obese at 24 months, there was no significant interaction (P = .18). In dissemination, based on significant interaction, treatment youths increased cooking skills (P = .03) and treatment adults increased cooking together (P = .08) and eating together (P = .08) compared with controls. Conclusions and Implications: iCook 4-H program outcomes were positive for mealtime activities of cooking and eating together. The program can be successfully implemented by community educators. The increase in BMI z-scores needs further evaluation for youths in cooking programs
