    School Finance Reform: Assessing General Equilibrium Effects

    In 1994 the state of Michigan implemented one of the most comprehensive school finance reforms undertaken to date in any of the states. Understanding the effects of the reform is thus of value in informing other potential reform initiatives. In addition, the reform and associated changes in the economic environment provide an opportunity to assess whether a simple general equilibrium model can be of value in framing the study of such reform initiatives. In this paper, we present and use such a model to derive predictions about the effects of the reform on housing prices and neighborhood demographic compositions. Broadly, our analysis implies that the effects of the reform and changes in the economic environment are likely to have been reflected primarily in housing prices and only modestly on neighborhood demographics. We find that evidence for the Detroit metropolitan area from the decade encompassing the reform is largely consistent with the predictions of the model.

    Estimating the Effects of Private School Vouchers in Multi-District Economies

    This paper estimates a general equilibrium model of school quality and household residential and school choice for economies with multiple public school districts and private (religious and non-sectarian) schools. The estimates, obtained through full-solution methods, are used to simulate two large-scale private school voucher programs in the Chicago metropolitan area: universal vouchers and vouchers restricted to non-sectarian schools. In the simulations, both programs increase private school enrollment and affect household residential choice. However, under non-sectarian vouchers private school enrollment expands less than under universal vouchers and religious school enrollment declines for large vouchers. Fewer households benefit from non-sectarian vouchers.

    An Empirical Framework for Large-Scale Policy Analysis, with an Application to School Finance Reform in Michigan

    In this paper I develop an empirical framework for the analysis of large-scale policies, and apply it to study the effects of school finance reform on the Detroit metropolitan area. Exploiting the school finance reform in Michigan 1994, I estimate a general equilibrium model of multiple jurisdictions with 1990 data from Detroit, predict the 2000 equilibrium, and compare this prediction with 2000 data to validate the model. I conduct counterfactual simulations using the estimates. According to my analysis, revenue-based reforms that ensure spending equity or adequacy have little impact on household demographics or school quality in Detroit.

    Mineral Phosphate Solubilization in Burkholderia tropica Involves an Inducible PQQ-Glucose Dehydrogenase

    Aims: The objective of this work was to provide knowledgement about the mechanism and regulation of the mineral phosphate solubilization in Burkholderia. tropica. To this end, the expression of the direct extracellular oxidative pathway in B. tropica was studied using different culture approaches.Study Design: Plate assays and batch cultures in flasks and bioreactor were carried out in this study with B. tropica Mto-293 like target organism. The experiments were achieved at least three times with two repetitions per time.Place and Duration of Study: Departamento de Química, Centro de Investigación y Desarrollo en Fermentaciones Industriales, UNLP, CCT-La Plata-CONICET, between November 2014-2015.Methodology: Qualitative plate assays with different Carbon sources were carried out for the evaluation of Mineral Phosphate Solubilization phenotype. Batch cultures in flasks were carried out with different Carbon, Phosphorus and Nitrogen sources to determine quantitatively soluble phosphorus, gluconic acid and other ketoacids in the supernatants, and also PQQ-linked glucose and gluconate dehydrogenase activities in whole cells. Cultures with some of the conditions mentioned before were carried out in bioreactor specifically to control pH.Results: This organism was able to produce significant amounts of gluconic acid via the expression of a PQQ-GDH and also showed a significant activity of GaDH. However, the direct oxidative pathway was only observed under conditions of Phosphorus starvation and/or Nitrogen fixation.Conclusion: The Mineral Phosphate Solubilization phenotype for B. tropica can be ascribed to the expression of the direct oxidative pathway which involves the expression of an active PQQ- linked glucose dehydrogenase. Nevertheless, this pathway is not expressed constitutively in this bacterium. Environmental conditions, like low P and N availability, led to an active extracellular glucose oxidation. Therefore, mineral phosphate solubilization in B. tropica involves an inducible pyrroloquinoline quinone-linked glucose dehydrogenase. These findings may contribute to the use of this bacterium as plant growth promoting bacteria reducing the dependence on chemical fertilizer.Fil: Bernabeu, Pamela Romina.     Expansão agrícola e impactos territoriais na bacia superior do Arroio Langueyú (partido de Tandil, província de Buenos Aires, Argentina)

    En la región pampeana, Argentina, estudios antecedentes demuestran la existencia del proceso de agriculturización y de los problemas ambientales generados por el mismo. Ello motivó evaluar la expansión agrícola y sus impactos territoriales en un caso testigo: la Cuenca Superior del Arroyo Langueyú (partido de Tandil, provincia de Buenos Aires). Se realizó una clasificación supervisada sobre imágenes Landsat con ajustes realizados a campo en tres cortes temporales (1988, 2002 y 2010) y se aplicaron indicadores de sustentabilidad para dimensionar los impactos. Los resultados muestran que en 1988-2002, los usos agrícolas aumentaron significativamente en la Cuenca (7,8% anual), mientras que los ganaderos disminuyeron. En el período 2002-2010, el incremento anual de la agricultura fue de 3%, también a expensas de la ganadería. Esta desaceleración en la tasa de expansión del segundo período se explica por la mayor intensificación agrícola cuyos efectos se manifiestan para los indicadores de riesgo de contaminación por plaguicidas, riesgo de intervención de hábitat e impacto sobre el ecosistema. Los resultados obtenidos sugieren la necesidad fortalecer el análisis integrado de la Cuenca mediante el uso de imágenes satelitales e indicadores de sustentabilidad, a fin de generar bases para el ordenamiento territorial de cuencas agropecuarias en la región pampeana.Na região pampeana, na Argentina, estudos anteriores mostram a existência do processo de agriculturização e dos problemas ambientais por ele gerados. Esses estudos têm motivado a avaliação da expansão agrícola e seus impactos territoriais num caso particular: a Bacia Superior do Arroio Langueyú (partido de Tandil, Provincia de Buenos Aires). Foi realizada uma classificação supervisada por imagens Landsat ajustadas no campo, em três cortes temporais (1988, 2002 e 2010).     Male infertility can have different causes, one of which may be the presence of etiologic agents that cause sexually transmitted infections. Among the most important sexually transmitted infections are human papillomavirus and Chlamydia trachomatis, which are as‐ sociated with infertility in females – whether they cause infertility in men is controversial. The purpose of the chapter is to review the effect of these two pathogens on male fertility, the evidence suggests that the most important infertility effect is linked to the condition of the sperm.     Innate immunity is the first defense in the host and is crucial to prevent Human Papillomavirus (HPV) infection and subse - quent development to neoplasia. HPV is involved in the squamous intraepithelial lesions and cervical cancer development. Fortunately, not everyone infected with HPV develop cervical cancer as the immune system can control the virus infection. Innate immunity is the first defense in the host and is crucial to prevent HPV infection and subsequent development to neoplasia. This type of immunity has different antiviral defense pathways, among which are: physical barriers (skin and mucous membranes), keratinocytes and immune cells such as Langerhans cells, dendritic cells, and natural killer cells, which may secrete interferons and cytokines that activate signaling cascades that may prevent HPV infection. However, HPV has also developed various strategies to evade this immune response, which could allow the squamous intraepithelial lesions and cervical cancer development.
