Financial Administration and Accounting as Institutional Development in an African University - Learning from Research Organisation at Eduardo Mondlane University, in Mozambique
This thesis describes an institutional development history of a university coming out of colonial rule, through the days when-it had full national support for its central role for national development, leading to a period when the university had increasing difficulties claiming support for it. It examines the successes and failures of drawing up and implementing a strategic plan for university institutional development at Eduardo Mondlane University (UEM), Mozambique. The most positive result was to draw up the university's first strategic plan to transform the institution and to implement and build on it. The most difficult problem was the internal organisational weaknesses that constrained the institution in its implementation of the plan as scheduled, including those of finance and accountancy. The plan was well received by government and the donor community and became a model in the region, with other African universities following it. However, the implementation of the plan was not as successful at least in part because it was critically naive about the level of resources the universities could claim. This lack of realism about accountability was deep-rooted: organisational development was unbalanced with specialists trained - but little training of integrators/managers. Examples of research funding and project planning demonstrate that the sense.of realism and accountability can be learned, but may best be learned through establishing systems of financial control. The thesis suggests more consistent management systems. The expanded use of a simple financial tool illustrated the need to change and improve the financial and accounting systems of the university. The thesis argues that the development of African universities should take into account not only strategic decisions at the macro and leadership level, but also the implementation capacity of academic and administrative staff, including the appropriate functioning financial management and accounting systems

A formação profissional e o desenvolvimento regional. O programa Pessoa: estudo do caso dos centros de gestão directa de Vila Real e Bragança
O Programa Operacional Formação Profissional Emprego-Pessoa é, no âmbito do Segundo Quadro comunitário de Apoio, a maior intervenção operacional do Fundo Social Europeu, dirigida prioritariamente ao financiamento de acções no domínio das políticas de Emprego e Formação Profissional (Gomes, 1998).
Este programa assume particular interesse, não só pela sua dimensão física, mas, sobretudo, pela relevância social e económica da sua intervenção regional. Por outro lado, na opinião de Gomes (1998), o Programa também se caracteriza por possuir uma gestão multidimensional, já que objectiva dar resposta à multiplicidade de cenários regionais, bem como se destina a apoiar acções de natureza diversificada, que vão desde intervenções do domínio da formação profissional e emprego, à elaboração de estudos, edificação e equipamento de infra-estruturas de apoio ao desenvolvimento das acções formativas
Total quality management and public administration: the case of Vila Real town hall
The quality movement is based on a main idea: every good and service must have the maximum
quality. To get to the bottom of this movement one has to understand in the first place the implications
of its assumptions and how they reflect themselves upon the institutions (Connor, 1997).
In most countries, public administration is the economic sector which weights more heavily on
employment and also the one which produces more goods and creates more services. Naturally one
cannot remain indifferent to this Total Quality Management (TQM) movement in public
administration. The Government is aware that "quality is now recognized and accepted worldwide as
the client’s satisfaction at an adequate cost and an imperative for all public organizations (…) in view
of the public’s and consumers’ growing awareness of their rights.” (DL n.º 166-A/99 de 13 de Maio).
In Portugal, public administration faces new and more complex challenges everyday as a result of
economic, social and technologic changes the country is going through.
Thus it is the aim of the present paper to try and answer some questions, namely: how can the town
hall of Vila Real cope with the TQM implementation in a context of change? Are there any obstacles
or else favourable conditions to that implementation

As emoções são formas de expressão resultantes da interação com o mundo, e segundo Darwin (1872), teriam evoluído e se fixado por serem adaptativas, (vantajosas). Expressões faciais humanas são capazes de expressar as emoções, e seis delas foram consideras inatas, as emoções básicas Alegria, Medo, Nojo, Raiva, Surpresa e Tristeza. Medo é uma destas emoções, cujas expressões facial e comportamental revelam que é uma experiência complexa, subjetiva, resultante de mudanças biológicas e fisiológico-comportamentais provocadas pela presença de algo que a provoca. Interações e sentimentos cotidianos, ameaças concretas e pensamentos imaginários ativam o sistema nervoso central resultando nos comportamentos que propiciam melhor interação com o ambiente. O medo tem função biológica, é adaptativo, pode aumentar as chances de sobrevivência a inimigos (predadores ou competidores, por exemplo). O agente seletivo, neste caso, não é a temperatura, a umidade ou a pressão do ambiente, mas o outro, que pode ser de outra espécie, no caso da predação, ou da mesma espécie, um competidor por mesmo recurso, o outro pode ser o agente de estresse ambiental, a ameaça. O processo é mediado pelo sistema nervoso central em animais, que permite a interação e entendimento do ambiente externo
Entrepreneurial potential of Portuguese agriculture higher education students: a case from Alto Trás-os-Montes region, Portugal
Ascertaining students' entrepreneurial intention and looking into their perception of the obstacles surrounding the entrepreneurial process are the objectives of this research. To achieve these objectives, a cross-sectional, quantitative, observational and analytical study was developed. To carry out this study, a random sample constituted by 269 students from Braganza School of Agriculture was collected. Descriptive statistics and statistical tests, namely, Mann-Whitney-Wilcoxon test, Kolmogorov-Smirnov with Lilliefors correction test and Levene test were computed using SPSS 16.0.
A likely bankruptcy was identified as a critical factor in starting up a business. Lack of financial support was pointed as the major difficulty concerning business development. However, according to the results, 35.2% of the respondents would like to create their own business and contribute to the development of the regional economy, specifically, in the agriculture, food, biotechnological and environmental sectors
Satisfaction level of human resources of portuguese pharmacies: the case of Bragança district
O trabalho é um dos aspetos mais relevantes na vida de um indivíduo. Para
além de permitir a produção de bens e serviços para a satisfação das
necessidades da sociedade, é de extrema importância, quer para as
organizações, quer para a saúde e bem-estar dos trabalhadores. A literatura
tem evidenciado as relações positivas existentes entre a satisfação dos
trabalhadores com os níveis de produtividade, a qualidade dos produtos e
serviços oferecidos e a própria imagem das organizações. Este estudo avalia o nível de satisfação com o trabalho, na perspetiva dos profissionais de
farmácia, em seis dimensões, nomeadamente, Segurança com o futuro da
profissão; Apoio da Hierarquia; Reconhecimento pelos outros do trabalho
realizado; Condições físicas do trabalho; Relação com os colegas; e
Satisfação com a profissão. Na recolha de dados, que decorreu de fevereiro
de 2012 a fevereiro de 2013, foi utilizada a Escala da satisfação com o
trabalho validada para Portugal por Pais-Ribeiro & Maia (2002). Participaram
neste estudo 105 profissionais de Farmácia Comunitária do Distrito de
Bragança, dos quais 41% eram Farmacêuticos, 32,4% eram Técnicos de
Farmácia e 26,7% eram Técnicos Auxiliares de Farmácia. Os profissionais
tinham idades compreendidas entre os 21 e os 65 anos, sendo a maioria do
género feminino (65,%). Registou-se um nível de satisfação global com o
trabalho moderado (Média = 4,3; DP±0,653) numa escala de 1 a 6. Tendo em
conta as várias dimensões da satisfação com o trabalho, verificou-se que o
nível de satisfação variou de moderado a elevado, tendo-se destacado a
Relação com os colegas e o Reconhecimento pelos outros do trabalho
realizado com níveis elevados de satisfação. Este estudo revelou existirem
diferenças, estatisticamente, significativas, quanto à satisfação com o
trabalho, na dimensão, Apoio da hierarquia, entre as categorias
profissionais (Χ2=12,686; p =0,046<0,05) e as classes etárias (Χ2=8,397;
p=0,038<0,05). São os mais novos e os farmacêuticos os que, em maior
número, menos apoio sentem receber da hierarquia. Dada a relevância da
satisfação com o trabalho, quer para o bem-estar dos indivíduos, quer para
o crescimento e desenvolvimento das organizações, a promoção do bemestar
do trabalhador pode conduzir a comportamentos por parte do
trabalhador que afetam positivamente o funcionamento organizacional
refletindo-se este na própria imagem da organização.The work is one of the most important aspects in the life of an individual. It
allows the production of goods and services that satisfy the needs of the society. It is of utmost importance, both for organizations and for the health
and welfare of workers. The literature has shown the existing of positive
relationship between employee satisfaction with the levels of productivity,
quality of products and services offered and the very image of the
organizations. This study evaluates the level of job satisfaction, from the
perspective of pharmacy professionals in six dimensions, namely, security
for the future of the profession; Support of the Hierarchy; Recognition by
others of the work done; Physical conditions of the work; Relationship with
colleagues; and satisfaction with the profession. Data collection was
performed between February 2012 and February 2013. It was used the
satisfaction scale with work validated for Portugal by Pais-Ribeiro & Maia
(2002). The study included 105 Community Pharmacy professionals from
Bragança district, Portugal. From these, 41% were pharmacists, 32.4% were
Pharmacy Technicians and 26.7% were Pharmacy Auxiliary Technicians. The
professionals were aged between 21 and 65 years old, the majority was
female (65%). Overall, there was a moderate satisfaction level with work
(Mean = 4.3; SD ± 0.653) on a scale of 1 to 6. Taking into account the various
dimensions of job satisfaction, it was found that the level of satisfaction
ranged from moderate to high, having highlighted the relationship with
colleagues and recognition by others of the work done that registered high
levels of satisfaction. This study revealed there are differences statistically
significant, about job satisfaction in the dimension of hierarchy support
when professional categories (Χ2 = 12.686; p = 0.046 < 0.05) and age groups
(Χ2 = 8,397; p = 0.038 <0.05) were considered. In fact, the younger and the
pharmacists are those who feel less hierarchy support. Given the importance
of job satisfaction, both for the individual well-being and for the growth and
development of organizations, to promote workers' welfare can lead the
employee to behavior in a way that positively affects the organizational
