    Flexible Strategies for Centralized Public Procurement

    oai:ojs.www.rei.unipg.it:article/17When designing a national public procurement system, the degree of centralization (or, equivalently, the degree of demand aggregation) is one of the most crucial as well as puzzling policy choices. Centralized procurement has been traditionally considered as an instrument to reduce public spending. In more recent years, though, and particularly after the 2008 global financial turmoil, a growing interest has arisen among both policy makers and researchers in government procurement as a lever to pursue broader policy goals, such as competitive markets structure, sustainable development and innovation. This paper reviews and discusses several issues related both to the rationales and to the practical implementation of centralized procurement strategies, with a particular focus on the procurement of goods and services

    Ultra-low-voltage self-body biasing scheme and its application to basic arithmetic circuits

    The gate level body biasing (GLBB) is assessed in the context of ultra-low-voltage logic designs. To this purpose, a GLBB mirror full adder is implemented by using a commercial 45 nm bulk CMOS triple-well technology and compared to equivalent conventional zero body-biased CMOS and dynamic threshold voltage MOSFET (DTMOS) circuits under different running conditions. Postlayout simulations demonstrate that, at the parity of leakage power consumption, the GLBB technique exhibits a significant concurrent reduction of the energy per operation and the delay in comparison to the conventional CMOS and DTMOS approaches. The silicon area required by the GLBB full adder is halved with respect to the equivalent DTMOS implementation, but it is higher in comparison to conventional CMOS design. Performed analysis also proves that the GLBB solution exhibits a high level of robustness against temperature fluctuations and process variations

    Curaua Fiber Reinforced High-density Polyethylene Composites: Effect Of Impact Modifier And Fiber Loading

Composites with short vegetal fibers are not an exception to this behavior. The purpose of this work is to produce a vegetal fiber reinforced composite with improved tensile and impact resistance in relation to the polymer matrix. We used poly(ethylene-co-vinyl acetate), EVA, to recover the impact resistance of high density polyethylene, HDPE, reinforced with Curaua fibers, CF. Blends and composites were processed in a corotating twin screw extruder. The pure polymers, blends and composites were characterized by differential scanning calorimetry, thermogravimetry, infrared spectroscopy, scanning electron microscopy, tensile mechanical properties and Izod impact resistance. EVA used as impact modifier in the HDPE matrix exhibited a co-continuous phase and in the composites the fibers were homogeneously dispersed. The best combination of mechanical properties, tensile, flexural and impact, were obtained for the formulations of composites with 20 wt. % of CF and 20 to 40 wt. % of EVA.     Scoring rules in experimental procurement

    We report the results of an experiment where subjects compete for procurement contracts to be awarded by means of a scoring auction. Two experimental conditions are considered, depending on the relative weight of quality vs price in the scoring rule. We show that different quality-price weights dramatically alter the strategic environment and affect efficiency. Our evidence shows that each weighting better delivers against a matching objective function than using a scoring rule which misrepresents the buyer's objective function. Nonetheless, there are large deviations in how each performs, with the higher weight on quality delivering much greater efficiency evaluated against its own objective function than a low weight on quality evaluated against its own objective function, despite the higher quality weight inducing higher deviations from equilibrium. We propose a “mediation analysis” to show that the “direct effect” (due to the different strategic properties of the induced game-forms) outweighs the “indirect” one (how the different game-forms affect out-of-equilibrium behaviour). We also perform a structural estimation of the Quantal Response Equilibrium induced by subjects’ behavior, where we find that subjects are risk averse and noisy play affects behavior in the direction of underbidding.Financial support from the Spanish Ministry of Science and Innovation (Grant PID2022-142356NB-I00) and Generalitat Valenciana (Prometeo/2021/073 and Research Groups 3/086) is gratefully acknowledged

    Contribuições das ações de educação ambiental do NURFSs/CETAS-UFPEL na preservação da fauna silvestre

    Trabalho apresentado no 31º SEURS - Seminário de Extensão Universitária da Região Sul, realizado em Florianópolis, SC, no período de 04 a 07 de agosto de 2013 - Universidade Federal de Santa Catarina.O NURFS/CETAS-UFPEL existe desde 1998 atuando no recebimento, identificação, manejo, clínica, cirurgia e destinação dos animais silvestres oriundos de cativeiro ilegal, tráfico, atropelamentos, órfãos e demandas encaminhadas por cidadãos e órgãos de fiscalização ambiental. Segundo a Política Nacional de Extensão, os programas extensionistas devem promover a renovação e ampliação de conceitos, garantindo a aprendizagem recíproca da comunidade acadêmica e da sociedade e oportunizar e estimular a comunidade universitária à realização de ações sociais, políticas e profissionais. Nesse sentido, o Programa de Educação Ambiental (PEA) do NURFS/CETAS é um projeto de extensão que teve início no ano de 2009 com a finalidade de realizar atividades variadas de Educação Ambiental (EA) para sensibilizar e formar a consciência crítica dos indivíduos com relação à preservação da fauna silvestre, demanda ainda não atendida nas ações do grupo de trabalho. O programa atua em escolas, comunidades, eventos, dentre outros, abrangendo diversas faixas etárias, pois a problemática permeia a sociedade como um todo, e atende a região de influência da UFPEL, desenvolvendo ações práticas de sensibilização e a construção de conhecimento. Dentre as ações educativas destacam-se palestras, visitas à sede do NURFS/CETAS, solturas, teatro de fantoches, participação em eventos e publicações. Conclui-se que as ações desenvolvidas pelo PEA do NURFS/CETAS-UFPEL tem impactado na conscientização da população, principalmente em crianças, adolescentes e educadores, representado uma importante contribuição no combate ao tráfico e cativeiro ilegal de animais silvestres

    “I Cantieri del Suono” project: a public-private cooperation for the valorization of the violin “Piccolo” by Lorenzo Storioni (1793)

    The Cultural District of Violin Making is a network of Cremona municipality that keeps the search for quality violinmaking alive and constantly strives to defend traditional craftsmanship. It coordinates various groups in the city involved in education, teaching and research in the field of music and violinmaking. The Bracco Foundation, one of the leading arts patrons in Italy, has chosen to finance the “I Cantieri del Suono” project, dealing with this highly promising area. One of the projects aims consists in the acquisition and valorisation of a rare violin made by Lorenzo Storioni (Cremona, 1744-1816), involving all the main organisations in the District, plus the violin makers that work in the city of Cremona. This small-size violin, known as “Piccolo”, was probably made for a child. The instrument was played in the decades following its construction (1793), but then it has not been used for a significant period. It provides an extraordinary piece of evidence when it comes to construction techniques, the materials used and the composition of varnishes in late eighteenth century Cremona. The analytical protocol developed at the Laboratorio Arvedi di Diagnostica non Invasiva allowed collecting new data on the instrument through a non-invasive approach (XRF and FTIR spectroscopy, X-ray radiography, VIS-UVIFL photography, 3D laser scanning, OCT, NMR). The obtained results were discussed with the students of the Master’s degree in Conservation and Restoration of Cultural Heritage, aiming at identifying the best procedures to preserve the instrument and its materials. Meanwhile, the students of the International School of Violin Making took advantage from 3D model, making a playable copy of the instrument. The violin and its copy will soon enrich the Civic Collections and will be exhibited at the Museo del Violino in Cremona. Up to now different strategies of communications have been put in place (publication of a monography, social network notifications, congress for experts in the field). During the exhibition, attention will be given to the diagnostic results, accompanying visitors through different levels of technical insights
