"Without libraries what have we?" Public libraries as nodes for technological empowerment in the era of smart cities, AI and big data
Since 2014, a growing body of critical research has pointed out flaws in smart city development. It has been described as too technology-led and business-oriented, diminishing citizens' agency and causing digital divides. As the agenda keeps spreading, there is an urgent need to develop more participatory, inclusive and bottom-up approaches to balance interests of those currently in strong power positions, such as large corporations. Participatory design (PD) and participatory approaches in general have been suggested as a remedy, but they often tend to be local, small-scale and short-term. Therefore, their impacts are often modest as well. We suggest that we need to start thinking about ways to create scalable approaches that would grow the temporal and spatial impact of actions and practices that intend to increase citizens' understanding and control over new technologies, i.e. their technological agency. Without making sure that more people have adequate knowledge and sufficient control and mastery of technologies, societal discussion and ultimately, political decisions, are left to few experts. We explore the potential of public libraries to act as an ally and cooperation partner in participatory design and technology education in general, with a significant potential to broaden micro-level actions' impact. The paper consists of a broad literature review mapping the central challenges of current smart city development; this is followed with an introduction to the Finnish library system as a democratic project; finally, we present three examples of how libraries are carrying out technological education connected to emerging technologies, particularly to 3D printing, robotics and virtual reality. Our central argument is that there is a need to bridge micro-level actions, such as those connected to participatory design projects, with the macro-level technopolitical development by collaborating with meso-level actors and networks.Peer reviewe
Learning from the UK’s research impact assessment exercise: a case study of a retrospective impact assessment exercise and questions for the future
National governments spend significant amounts of money supporting public research. However, in an era where the international economic climate has led to budget cuts, policymakers increasingly are looking to justify the returns from public investments, including in science and innovation. The so-called ‘impact agenda’ which has emerged in many countries around the world is part of this response; an attempt to understand and articulate for the public what benefits arise from the research that is funded. The United Kingdom is the most progressed in implementing this agenda and in 2014 the national research assessment exercise, the Research Excellence Framework, for the first time included the assessment of research impact as a component. For the first time within a dual funding system, funding would be awarded not only on the basis of the academic quality of research, but also on the wider impacts of that research. In this paper we outline the context and approach taken by the UK government, along with some of the core challenges that exist in implementing such an exercise. We then synthesise, together for the first time, the results of the only two national evaluations of the exercise and offer reflections for future exercises both in the UK and internationally
Genome-wide ChIP-seq analysis of human TOP2B occupancy in MCF7 breast cancer epithelial cells
We report the whole genome ChIP seq for human TOP2B from MCF7 cells. Using three different peak calling methods, regions of binding were identified in the presence or absence of the nuclear hormone estradiol, as TOP2B has been reported to play a role in ligand-induced transcription. TOP2B peaks were found across the whole genome, 50% of the peaks fell either within a gene or within 5 kb of a transcription start site. TOP2B peaks coincident with gene promoters were less frequently associated with epigenetic features marking active promoters in estradiol treated than in untreated cells. Significantly enriched transcription factor motifs within the DNA sequences underlying the peaks were identified. These included SP1, KLF4, TFAP2A, MYF, REST, CTCF, ESR1 and ESR2. Gene ontology analysis of genes associated with TOP2B peaks found neuronal development terms including axonogenesis and axon guidance were significantly enriched. In the absence of functional TOP2B there are errors in axon guidance in the zebrafish eye. Specific heparin sulphate structures are involved in retinal axon targeting. The glycosaminoglycan biosynthesis-heparin sulphate/heparin pathway is significantly enriched in the TOP2B gene ontology analysis, suggesting changes in this pathway in the absence of TOP2B may cause the axon guidance faults

Supported or stressed while being assessed? How motivational climates in UK university workplaces promote or inhibit researcher wellbeing
Academic culture now places high expectations on researchers to demonstrate research productivity alongside teaching, leadership, and knowledge exchange. In two studies of researchers across career stages in UK higher education institutions (HEIs), we examined workplace climate within academic departments as 1) supportive of researchers’ needs for autonomy, competence, and relatedness, 2) publish-or-perish focused, and 3) hyper-competitive. In Study 1 (multiwave from 2018-2020), need support predicted researchers’ lower turnover intention two years later, even when controlling for concurrent need support, and career and economic conditions. In Study 2, need support correlated with academic well-being (lower job strain and turnover intention, greater job satisfaction) in a nationwide sample of 2,951 researchers. Study 2 found that need support related to improved, and a hyper-competitive competitive motivational climate related to undermined, well-being. Results were mixed for publish-or-perish climate. The impact of the National Institute for Health Research Health Technology Assessment programme, 2003–13: a multimethod evaluation
Background: The National Institute for Health Research (NIHR) Health Technology Assessment (HTA) programme supports research tailored to the needs of NHS decision-makers, patients and clinicians. This study reviewed the impact of the programme, from 2003 to 2013, on health, clinical practice, health policy, the economy and academia. It also considered how HTA could maintain and increase its impact. Methods: Interviews (n = 20): senior stakeholders from academia, policy-making organisations and the HTA programme. Bibliometric analysis: citation analysis of publications arising from HTA programme-funded research. Researchfish survey: electronic survey of all HTA grant holders. Payback case studies (n = 12): in-depth case studies of HTA programme-funded research. Results: We make the following observations about the impact, and routes to impact, of the HTA programme: it has had an impact on patients, primarily through changes in guidelines, but also directly (e.g. changing clinical practice); it has had an impact on UK health policy, through providing high-quality scientific evidence – its close relationships with the National Institute for Health and Care Excellence (NICE) and the National Screening Committee (NSC) contributed to the observed impact on health policy, although in some instances other organisations may better facilitate impact; HTA research is used outside the UK by other HTA organisations and systematic reviewers – the programme has an impact on HTA practice internationally as a leader in HTA research methods and the funding of HTA research; the work of the programme is of high academic quality – the Health Technology Assessment journal ensures that the vast majority of HTA programme-funded research is published in full, while the HTA programme still encourages publication in other peer-reviewed journals; academics agree that the programme has played an important role in building and retaining HTA research capacity in the UK; the HTA programme has played a role in increasing the focus on effectiveness and cost-effectiveness in medicine – it has also contributed to increasingly positive attitudes towards HTA research both within the research community and the NHS; and the HTA focuses resources on research that is of value to patients and the UK NHS, which would not otherwise be funded (e.g. where there is no commercial incentive to undertake research). The programme should consider the following to maintain and increase its impact: providing targeted support for dissemination, focusing resources when important results are unlikely to be implemented by other stakeholders, particularly when findings challenge vested interests; maintaining close relationships with NICE and the NSC, but also considering other potential users of HTA research; maintaining flexibility and good relationships with researchers, giving particular consideration to the Technology Assessment Report (TAR) programme and the potential for learning between TAR centres; maintaining the academic quality of the work and the focus on NHS need; considering funding research on the short-term costs of the implementation of new health technologies; improving the monitoring and evaluation of whether or not patient and public involvement influences research; improve the transparency of the priority-setting process; and continuing to monitor the impact and value of the programme to inform its future scientific and administrative development.
