    Compared to private firms, government agencies are more likely to violate regulations and less likely to be punished

    Recent events such as the Volkswagen emissions scandal have reminded us that the private sector often break government regulations. But what about government agencies? In new research, that examines compliance with the Clean Air Act and Safe Drinking Water Act, David M. Konisky and Manuel P. Teodoro find that, facing higher compliance costs, government agencies are more likely than private firms to violate such regulations. They also argue that these agencies are less likely to be penalized by government for their infractions compared to private firms

    Gendered Ambition: Career Advancement in Public Schools

    We explore the relationships between gender, career ambition, and the emergence of executive leadership. In Bureaucratic Ambition, Teodoro (2011) shows that public administration career systems shape bureaucrats’ ambitions, political behavior, and management strategies. But career systems are not neutral conduits of talent: administrators are more likely to pursue advancement when career systems favor them. This research proposes that women and men respond to gendered public career systems. Using national and state-level data on public school managers, we find marked gender disparities in the career paths that lead educators from the classroom to the superintendent post. Specifically, we find that female and elementary school teachers take longer to advance than male and secondary school teachers. We also find gender disparities in certification and experiences among school principals. Accordingly, female and elementary principals report lower levels of ambition. Such gendered career systems may lead to biases in policy agendas and management styles

    Environmental Regulation: Can government regulate itself?

    Leading theories of regulation assume that governments regulate profit-maximizing firms: governments set rules, to which firms respond rationally in ways that constrain their behavior. However, often the entities that governments regulate are other government agencies, which face very different compliance costs. US environmental policy provides an ideal example to illustrate differences in public and private regulation outcomes because public agencies and private firms provide similar services, confront similar regulatory obligations, and are sufficiently numerous to provide statistical traction. The authors studied two prominent US environmental programs, the Clean Air Act (CAA) and the Safe Drinking Water Act (SDWA), and found evidence that publicly-owned facilities are more likely than similar privately-owned facilities to violate regulatory requirements under the CAA and SDWA

Are these traits related to plant size and seed mass? Location: Mediterranean forests and shrublands, Sierra Morena mountains, Córdoba, southern Spain. Methods: We selected nine woody plant communities along a natural local gradient of soil water and nutrient availability. We measured key leaf, stem, root and whole-plant traits for 38 dominant woody plant species. The variation across species of 15 functional traits (of the leaf, stem and root) was analysed and coordination among them was tested. We explored the relationships between these traits (hereafter 'resource-use traits' due to their close association with the acquisition-conservation trade-off) and plant height and seed mass. Finally, we compared results at species level with those calculated at community level, considering community-weighted means (CWMs). Results: We found a significant coordination between traits belonging to different plant organs, and propose the existence of a plant economics spectrum in Mediterranean forests along the environmental gradient. However, weaker relationships were found within groups of species under similar environmental conditions. We did not find the expected orthogonal relationships between plant height, seed mass and resource-use traits. Relationships among functional traits were stronger at the community level than at the species level. Conclusions: This study reveals a high degree of functional coordination between traits belonging to different plant organs at both species and community level, and suggests the existence of a plant economics spectrum across 38 Mediterranean woody plant species. However, this general trend of functional coordination between organs became weaker or disappeared when considering restricted groups of species belonging to environmentally similar sites (e.g. dry vs wet sites), suggesting that the diversification of strategies within communities is not related to the economics spectrum at a lower spatial scale. Interestingly, the high degree of coordination between resource-use traits and seed mass at the community level seems to support the tolerance-fecundity model, which predicts an inverse relationship between fecundity and stress tolerance. © 2015 International Association for Vegetation Science.We thank Miguel Verdú for help with the phylogenetic tree and analyses and Jose Rafael Vera for plant trait analyses.     Cruise Summary Report - MEDWAVES survey. MEDiterranean out flow WAter and Vulnerable EcosystemS (MEDWAVES)

    The MEDWAVES (MEDiterranean out flow WAter and Vulnerable EcosystemS) cruise targeted areas under the potential influence of the MOW within the Mediterranean and Atlantic realms. These include seamounts where Cold-water corals (CWCs) have been reported but that are still poorly known, and which may act as essential “stepping stones” connecting fauna of seamounts in the Mediterranean with those of the continental shelf of Portugal, the Azores and the Mid-Atlantic Ridge. During MEDWAVES sampling has been conducted in two of the case studies of ATLAS: Case study 7 (Gulf of Cádiz-Strait of Gibraltar-Alboran Sea) and Case study 8 (Azores). The initially targeted areas in the Atlantic were: the Gazul Mud volcano, in the Gulf of Cádiz (GoC) area, included in the case study 7, and the Atlantic seamounts Ormonde (Portuguese shelf) and Formigas (by Azores), both part of the case study 8. In the Mediterranean the targeted areas were The Guadiaro submarine canyon and the Seco de los Olivos (also known as Chella Bank) seamount. Unfortunately it was not possible to sample in Guadiaro due to time constraints originated by adverse meteorological conditions which obligate us to reduce the time at sea focusing only in 4 of the 5 initially planned areas. MEDWAVES was structured in two legs; the first leg took place from the 21st September (departure from Cádiz harbour in Spain) to the 13th October 2016 (arrival in Ponta Delgada, São Miguel, Azores, Portugal took place the 8th of October due to the meteorological conditions that obligated to conclude the first leg earlier as planned). during the Leg 1 sampling was carried out in Gazul, Ormonde and Formigas. The second leg started the 14th October (departure from Ponta Delgada) and finished the 26th October (arrival in Málaga harbour, Spain). MEDWAVES had a total of 30 effective sampling days, being 6 days not operative due to the adverse meteorological conditions experienced during the first leg which forced us to stay in Ponta Delgada from the 08th to the 13th October. During MEDWAVES the daily routine followed a similar scheme, depending of course on the weather and sea conditions. The main activity during the day, starting early in the morning (around 08:00 AM, once the night activities were finished), was the ROV deployment. Generally a single ROV dive of around 8 hours was performed, however in several occasions two dives were carried out in the same day (see General station list, Appendix II). After the ROV (and sometimes between two dives) the Box Corer and/or Van Veen Grab and/or Multicore was deployed. After these activities, during the night CTD-Rosette deployments and MB was conducted. Accordingly to this schema the scientific personnel worked in the day or in the night watch. A total of 215 sampling stations have been covered in MEDWAVES, using the following sampling gears: Multibeam echosounder, CTD-Rosette, LADCP, Box Corer, Van Veen Grab, Multicorer and a Remotely Operated Vehicle (ROV). O controle burocrático centralizado reteve as dimensões do controle político-administrativo. De certo modo, protegeu a esfera educativa das influências modernizantes, do capitalismo industrial e das lógicas mercantis e gerencialistas. Defendeu a educação do domínio político, da intervenção de movimentos sociais, das propagandas de ideais democráticos e da cidadania. A utilização da designação "Administração educacional" ilustra as dificuldades sentidas, ao longo dos últimos anos, em termos da construção acadêmica de uma área, seja pela falta de tradição, seja pelos antecedentes históricos.In Portugal, studies about the evolution of disciplines teaching in the teachers formation are recent. The centralized bureaucratic control has held back the dimensions of politic administrative control. In a certain way, it has protected the education against the new-fashioned influences, manufacturing capitalism, and mercantile and managerial logics.     Estudio de los Ecosistemas Marinos Vulnerables en aguas internacionales del Atlántico Sudoccidental

    En este libro, basado en la mejor información científica disponible hasta la fecha, se presentan los resultados y conclusiones de una serie de trece campañas de investigación multidisciplinar realizadas entre octubre de 2007 y abril de 2010 por los componentes del Grupo ATLANTIS a bordo del B/O MIGUEL OLIVER, propiedad de la Secretaría General de Pesca (SGP). El estudio surge a raíz de la solicitud por parte de la SGP (anteriormente denominada Secretaría General del Mar) al Instituto Español de Oceanografía (IEO), para la realización de una serie de campañas de investigación multidisciplinar en aguas internacionales del Atlántico Sudoccidental, dirigidas al estudio de los Ecosistemas Marinos Vulnerables (EMVs) y de las posibles interacciones con las actividades pesqueras. El objetivo final de dichas campañas era el estudio y la identificación cuantitativa, cualitativa y geográfica de los EMVs y de los grupos taxonómicos de organismos sensibles que pudieran existir en la zona de estudio, incluyendo la propuesta de posibles zonas marinas a proteger, para una explotación sostenible de los recursos pesqueros en el ámbito del respeto a los EMVs. Los resultados que se presentan en este libro comprenden los obtenidos a través de los trabajos de geología, geomorfología, bentos, pesca, oceanografía física y análisis de contaminantes en la zona de aguas internacionales del Atlántico Sudoccidental comprendida entre los paralelos 42º y 48ºS, y la isobata de los 1500 m de profundidad (Figura 2.2). Entre estos resultados se incluye el cartografiado y una batimetría detallada de la zona, la descripción del substrato geológico y de los aspectos bentónicos, el análisis de la distribución y abundancia de las especies de mayor interés comercial, la huella de la pesquería, la identificación y descripción preliminar de los EMVs, y la propuesta de Zonas de Protección, basada en criterios Geológicos, Geomorfológicos y Biológicos. Toda esta información ha sido incorporada para su tratamiento en una plataforma SIG (Sistema de Información Geográfica) y los resultados obtenidos y presentados en este libro vienen acompañados de abundante información gráfica, como imágenes batimétricas en 3D, fotografías de bentos (infauna y epifauna), imágenes tomadas con un ROV (Remotely Operated Vehicle) y con una cámara digital submarina, así como una serie de mapas de distribución, capturas y densidad de las principales especies de interés pesquero. Se incluye también un mapa con la huella de la pesquería (1989-2010) que permita observar la incidencia de las Zonas de Protección propuestas en el área en la que faena habitualmente la flota española de arrastre de fondo. Como información adicional a la obtenida en las trece campañas de investigación, también se ha utilizado la base de datos creada con la información recogida por el Programa de Observadores del IEO entre los años 1989-2010, referente a datos comerciales, biológicos, oceanográficos y físicos (batimetría, temperatura superficial del mar y temperatura del fondo). Entre octubre de 2007 y abril de 2010 se han realizado un total de trece campañas de investigación multidisciplinar, que se han concretado en los siguientes trabajos: • 347 días efectivos de mar • Prospección de una superficie total de 59.105 km2 • Realización de un total de 91.905 km de perfiles geofísicos • 102 muestreos con draga de roca • 209 muestreos con draga box corer • 519 estaciones de CTD • 413 lances de pesca • 413 muestras de sedimentos con el colector de red • Recogida de varios miles de lotes de muestras de bentos que representan varios centenares de miles de especímenes y/o colonias • Realización de miles de fotografías de especies bentónicas, centenares de imágenes digitales de alta resolución y decenas de horas de vídeo realizadas con el ROV del barco Entre los principales resultados de los trabajos de investigación multidisciplinar presentados en este libro hay que destacar la identificación, descripción y delimitación de los EMVs, siguiendo criterios biológicos, geológicos y mixtos; la identificación de los principales grupos bentónicos indicadores de EMVs; la determinación de los valores que representan una captura significativa de los distintos taxones considerados como vulnerables según criterios de la ONU y OSPAR, y finalmente, la propuesta de áreas marinas que deberían ser consideradas como candidatas a ser protegidas. En total se proponen nueve polígonos de diferente superficie para su valoración como zonas de protección (Figura 7.5) y se hace referencia a la incidencia que el cierre de dichas zonas podría tener sobre la actividad de la flota, es decir, el grado de solapamiento entre las zonas de protección y la huella de la pesquería (Figura 7.6).
