Carrots, Sticks, and Insurgent Targeting of Civilians
How do conciliatory and coercive counterinsurgency tactics affect militant group violence against civilians? Scholars of civil war increasingly seek to understand intentional civilian targeting, often referred to as terrorism. Extant research emphasizes group weakness, or general state attributes such as regime type. We focus on terrorism as violent communication and as a response to government actions. State tactics toward groups, carrots and sticks, should be important for explaining insurgent terror. We test the argument using new data on terrorism by insurgent groups, with many time-varying variables, covering 1998 through 2012. Results suggest government coercion against a group is associated with subsequent terrorism by that group. However, this is only the case for larger insurgent groups, which raises questions about the notion of terrorism as a weapon of the weak. Carrots are often negatively related to group terrorism. Other factors associated with insurgent terrorism include holding territory, ethnic motivation, and social service provision
(Re-)Emergent Orders: Understanding the Negotiation(s) of Rebel Governance
The concept of order is often neglected in the study of conflict – seemingly such a ‘disordering’ process. With the recent increase in the examination of rebel governance however, bringing order back into our understanding of rebel and insurgent groups has much to offer in exploring the everyday politics which connect authorities, rebel movements and the population itself, in a complex mass of intersubjective and power-based interactions and negotiations. Rebels both shape and are shaped by existing forms of order in complex and ongoing ways. This article explores how varying elements interact in the negotiation, framing and enforcement of order and develops an original analytical framework to examine the perpetual negotiations of rebel movements in their attempts to cement their control
Roads to Rule, Roads to Rebel: Relational State Capacity and Conflict in Africa
Weak state capacity is one of the most important explanations of civil conflict. Yet, current conceptualizations of state capacity typically focus only on the state while ignoring the relational nature of armed conflict. We argue that opportunities for conflict arise where relational state capacity is low, that is, where the state has less control over its subjects than its potential challengers. This occurs in ethnic groups that are poorly accessible from the state capital, but are internally highly interconnected. To test this argument, we digitize detailed African road maps and convert them into a road atlas akin to Google Maps. We measure the accessibility and internal connectedness of groups via travel times obtained from this atlas and simulate road networks for an instrumental variable design. Our findings suggest that low relational state capacity increases the risk of armed conflict in Africa
De Facto States in International Politics (1945-2011): A New Dataset
Sovereign states remain the primary units of analysis in conflict research. Yet, the empirical record suggests that the international system includes a wider range of actors whose behavior is relevant for conflict outcomes. This article introduces De Facto States in International Politics (1945–2011), a new data set dedicated to understanding the behavior of de facto states—separatist statelike entities such as Abkhazia. I begin by explaining why de facto states deserve attention. Further, I provide a definition of the de facto state that separates it from cognate phenomena. Thereafter, I offer an overview of the data set and illustrate its utility by demonstrating how it contributes to the literatures on war and state making, civil war, and rebel governance

Eyes wide shut?: persistent conflict and liberal peace interventions in Nepal and Sri Lanka
The decisive, albeit different, endings of armed conflict in Sri Lanka and Nepal and subsequent post-war developments challenge key assumptions about conflict that have informed post-Cold War international efforts to produce peace in such conflict zones. International intervention—including in Sri Lanka and Nepal—characterises armed conflict as sustained by specific political economies that can only be stably resolved by establishing liberal democracy and market economics. This paper examines liberal peace engagement in Sri Lanka and Nepal to challenge a crucial assumption of the persistent conflict thesis, namely the separation between political contestation and armed conflict. It argues that the divergent post-conflict outcomes of continuing ethnic polarisation in Sri Lanka and constitutional reform in Nepal reveal strong continuities in the dynamics of pre-war, war and post-war politics. This continuity challenges the presumed separation of politics and violence that drove international engagement to produce liberal peace and suggests that such engagement, far from encouraging reform, may have (inadvertently) sustained conflict in both cases
