Liquidity management operations at the National Bank of Hungary
Central banks’ liquidity management plays a crucial role in the implementation of monetary policy. In most countries central banks influence short term interest rates through determining the equilibrium conditions of supply and demand in the market for bank reserves (liquidity). This article describes the liquidity management practice of the National Bank of Hungary in the period of 1998-2001. This period is characterized by two particular circumstances. First, there is a substantial liquidity surplus, therefore the Bank influences market interest rates using the liabilities side instruments of its balance sheet. Second, as a result of the narrow-band exchange rate regime and the fact that the Treasury Account is held with the Bank, the amount of liquidity is highly volatile and hard to forecast. The article explains how the Bank forecasts liquidity and the movements of overnight interest rate in these circumstances, and it describes the development of monetary policy instruments applied by the bank.monetary policy instruments, central bank liquidity management, interbank markets.

A kutatás során a rĂ©sztvevĹ‘k szemĂ©lyĂ©ben változás nem volt. | An intensive description of the theory of the tools suitable for soil cultivation of forest areas full of stumps has never been carried out. The remedy of that particular issue is indispensable to provide information to the machinery developers and operators. To describe the theory of the tools and so as to model soil cultivation, the parameters influencing forest soil mechanization requires some basic data. That is why our tender was designed to carry out that sort of examination. First we carried out an intensive analysis and findings of the technical literature of agriculture and forest management available regarding this particular issue, -Hungarian and foreign as well- Later it was systematized by a computer from the point of view of mechanization. Soil resistance, compactness and humidity are the most significant factors of soil cultivation, besides being aware of the decisive factors of the soil cultivation; the numerical impact of the root system is also indispensable to decide the correlation between the forest soil and the tools for cultivation. Trial testing was launched to define the methodology of testing. It was followed by the measurements of 3-3 species of the most significant forest stand tree species in different conditions such as sandy-adobe, adobe, clay - adobe and clay. Findings of the measurements were evaluated to establish the necessary database to design machinery and to support further development

Using irreducible polynomials for random number generation
A method is presented for generating random numbers with uniform distribution using linear recurrence sequences with very large period
lengths. This method requires an irreducible polynomial modulo 2 to define
the sequence. A suitable method for generating an infinite number of such
polynomials is presented. The polynomials generated in this way can have
an arbitrarily large degree, and a large enough order to make them suitable
for practical applications
