Assessing health risk using regional mappings based on local perceptions: A comparative study of three different hazards
International audienceUsually risk assessment falls within the competence of “hard sciences”through environmental and epidemiological measurements, evaluations, and modeling. Even if these approaches bring accurate assessment and evaluation of environmental processes, the perception of local inhabitants is often excluded or at least relegated to second place. Evaluation of human vulnerabilities and capacities to face such hazards requires us to understand the perceptions of the population exposed. Three case studies (Lao, Tunisia, and Ecuador) are presented where we applied a perception-based regional mapping, a mapping tool based on local perceptions, for assessing the connection between land uses and health issues. A selection of the results collected on these three study areas show that the perception of local inhabitants provides a good spatial representation of the different contaminations observed locally, with a good consistency with external data. It also indicates for a certain number of cases that the contamination extends far beyond the simulated radius and impacts peripheral areas. Beyond the analysis of such a method (methodological bias, spatial representation bias, etc.), the objective is to combine our results with epidemiological measurement
Usage de modèles dynamiques et spatialement explicites pour la spatialisation de scénarios prospectifs normatifs. Application à la dynamique des plantations forestières industrielles dans le sud chilien

Caractéristiques de la géoprospective, la simulation et la spatialisation des scénarios prospectifs permettent aux sociétés d'anticiper et de réduire leurs incertitudes face aux changements futurs d'occupation et d'utilisation du sol. Malgré une diversité d'approches et de techniques, la construction des scénarios prospectifs suit deux cheminements temporels (exploratoire et normatif). Cet article s'intéresse spécifiquement à la spatialisation des scénarios normatifs et à la pertinence d'une approche exploratoire (dynamique) face à l'application systématique d'une démarche rétrospective (synchronique).Ces scénarios sont appliqués dans un contexte de gestion forestière dans le sud chilien. Ils mettent en évidence deux images contrastées du futur, avec, d'un côté, la préservation de la forêt native et, de l'autre, l'invasion de plantations industrielles exotiques
Dynamiques spatio-temporelles des plantations forestières industrielles dans le sud chilien : de l'analyse diachronique à la modélisation prospective
Southern Chile forest cover represents a major environmental issue. The native forest, integrated into the Valvidian Ecoregion (35°S-48°S), belongs to ecosystems with the highest conservation priority in the world. The application of the Decree Law 701 in 1974 generated the expansion of pines and eucalyptus monocultures in Southern Chile. The intensification of silvicultural practices, combined with the substitution of native forested ecosystems, reappraises their sustainability on both short and mid-term. This study wishes to apprehend and anticipate timber plantation dynamics on several spatial and temporal scales to identify tomorrow's land occupation issues. In a first phase, the use of MODIS medium-resolution remotely sensed data enables the detection and quantification of timber cutting and stable forests from the 8th region of the Bio-Bio to the continental south of the 10th region of Los Lagos. In a second phase, turning to LANDSAT images enables to specify the rotation cycle of industrial plantations on a scale of two regions. Finally, a multi-date classification is used to build a data base in order to study land use and cover changes in the municipality of San Juan de la Costa. Between 1986 and 2008, the spread of monoculture at the expense of native forest and other types of land occupation reaches respectively 3 366 ha and 6 132 ha. Even though the identification of the explanatory factors together with retrospective analysis highlights the complexity of the system, four prospective scenarios are offered. They give us a panoramic vision of the timber plantations future dynamics, as well as those of the native forest. If the predictive and intensive scenarios express an expansion of the monospecific plantations in 2017 and 2026, the exploratory and “eco-centered” scenarios bring a vision that goes against the grain, with a resurgence of native forest and a decline in plantations by 2035. The crossing of the scenarios establishes a degree of spatial congruence and brings information that can help decision-making.La cubierta forestal en el sur de Chile representa un desafĂo medio ambiental mayor. El bosque nativo, ubicado en la EcorregiĂłn Valdiviana (35°S–48°S), forma parte de ecosistemas que tienen una alta prioridad de conservaciĂłn en el mundo. La aplicaciĂłn del Decreto Ley 701 en 1974 provocĂł la expansiĂłn de monocultivos de pinos y eucaliptos en el sur chileno. La intensificaciĂłn de las prácticas silvĂcolas, junto con la sustituciĂłn de ecosistemas forestales nativos, pone en cuestiĂłn su sustentabilidad a corto y mediano plazo. Este estudio trata de comprender y anticipar la dinámica de las plantaciones forestales en diversas escalas espaciales y temporales para asĂ identificar desafĂos de ocupaciĂłn futuros. En primer lugar, el uso de datos satelitales a resoluciĂłn media con MODIS ha permitido la detecciĂłn y la cuantificaciĂłn tanto de las cortas como de las cubiertas forestales estables desde la Octava RegiĂłn del BĂo-BĂo al sur continental de la DĂ©cima RegiĂłn de Los Lagos. El uso de imágenes LANDSAT ha permitido reconocer el ciclo de rotaciones de las plantaciones industriales a la escala de dos regiones. Finalmente, se ha establecido una clasificaciĂłn multi-temporal como base para el estudio de los cambios de ocupaciĂłn y de utilizaciĂłn de los suelos (LUCC) en la comuna de San Juan de la Costa. AsĂ, entre 1986 y 2008, la progresiĂłn de los monocultivos en detrimento del bosque nativo y de otros tipos de ocupaciĂłn del suelo alcanza 3366 ha y 6132 ha respectivamente. A pesar que la identificaciĂłn de factores explicativos relacionados con el análisis retrospectivo posee una gran complejidad dentro del sistema, cuatros escenarios prospectivos han podido ser propuestos. Estos, permiten obtener una visiĂłn panorámica de la dinámica futura de las plantaciones forestales, y tambiĂ©n del bosque nativo. Mientras que los escenarios predictivo e intensivo reflejan una expansiĂłn de las plantaciones monoespecĂficas en 2017 y 2026, los escenarios exploratorio y “eco-centrado” revelan un comportamiento contrario, con una recuperaciĂłn del bosque nativo y un decrecimiento de las plantaciones en 2035. El cruce de los escenarios muestra un grado de congruencia espacial capaces de proponer, en una perspectiva de gestiĂłn, informaciones complementarias de ayuda a la decisiĂłn.Le couvert forestier dans le sud chilien reprĂ©sente un enjeu environnemental majeur. Dans un premier temps, l’utilisation de donnĂ©es satellitales Ă moyenne rĂ©solution MODIS a permis de dĂ©tecter et de quantifier les coupes forestières et les forĂŞts stables de la 8ème RĂ©gion du BĂo-BĂo au sud continental de la 10ème RĂ©gion de Los Lagos. Le recours aux images LANDSAT a, dans un second temps, fourni des Ă©lĂ©ments de prĂ©cision sur le cycle de rotations des plantations industrielles Ă l’échelle de deux rĂ©gions. Enfin, une classification multi-dates a constituĂ© une base d’étude pour aborder les changements d’occupation et d’utilisation du sol (LUCC) dans la commune de San Juan de la Costa. Aussi, entre 1986 et 2008, la progression des monocultures au dĂ©triment de la forĂŞt native et des autres types d’occupation du sol atteint respectivement 3 366 ha et 6 132 ha. Bien que l’identification des facteurs explicatifs combinĂ©e Ă l’analyse rĂ©trospective mette en Ă©vidence une grande complexitĂ© au sein de ce système, quatre scĂ©narii prospectifs ont pu ĂŞtre proposĂ©s. Monitoring, modelling and predicting timber plantations dynamics. The case of San Juan de la Costa (Chile)
International audienceIntensive forestry is a notable manifestation of land use/cover changes (LUCC) characterized by its well-known environmental and socio-economic impacts at multiple scales. The Chilean industrial forestry is focused on the intensification of the pulp and cellulose production, in order to improve its place into the world pulp market. The DL 701 (1974 - and its repeated updating) covering up to 75% the costs of plantations, was the keystone of the forest expansion of pine and eucalyptus species. With the weakest national HDI, the municipality of San Juan de la Costa is particularly exposed to develop a spatially explicit model of land cover change. The goal is to develop future and contrasted scenarios in order to implement sustainable policies
Comprendre un paysage et un territoire au travers d'un outil de spatialisation participatif : Cas de la zone de Mornag-Jebel Ressas
International audienceLe paysage est envisagé comme la manifestation visible du territoire, perçu et évalué par les collectivités locales. Le paysage ne renseigne pas seulement sur lui-même, mais traduit aussi plus largement les caractéristiques et les dynamiques territoriales, fonction pour laquelle il semble présenter un certain nombre de qualités opérationnelles, notamment dans le cas d'espaces– mal renseignés au plan statistique, et celui de territoires en mutation accélérée. Objet commun, partagé par tous les acteurs d'un territoire bien qu'ils s'en fassent des représentations différentes, le paysage représente de surcroît, par sa trivialité même, un support intéressant de médiation et de mobilisation des acteurs, dans le cadre des démarches participatives que prônent un nombre croissant de textes législatifs qui relèvent souvent, plus ou moins directement, du droit de l'environnement, sans que la place, le statut et les objectifs de cette participation soient toutefois toujours cernés avec précision. Cette étude vise à déterminer et à localiser les impacts du site minier sur l'environnement et le paysage de la zone Mornag-Jebel Ressas et à les confronter aux perceptions et aux croyances de la collectivité locale. Elle traduit spatialement les préférences paysagères des acteurs, telles qu'elles sont identifiées par la méthode de zonage à dires d'acteurs .Cette méthode de cartographie participative présente les résultats de perceptions subjectives. L'observation du paysage, dans cette perspective, apparaît alors comme un moyen de susciter des discours d’acteurs sur le territoire concerné en vue de construire un diagnostic ou encore de déterminer les enjeux et de tracer les grandes lignes d’un projet éco-paysager
Dynamic simulation of forest management normative scenarios : the case of timber plantations in the southern Chile
International audienceAccounting for spatial issues (spatially explicit simulation, geographical amenities and advantages of land use 10 and cover changes, etc.) to build prospective scenarios is a crucial issue for better assessment of possible impacts on the environment. Such spatialized scenarios and their implications allow societies to reduce the uncertainty of the future by exploring various strategies for land use changes. Despite the wide diversity in existing scenario-building techniques, two different approaches can be distinguished (exploratory vs. normative) for their methodological implications. The originality in this study comes from the use of a relevant exploratory 15 (dynamic) approach to map normative scenarios which, in most cases, are represented throughout the combination of narratives and synchronic land use and cover maps. The objective of the article is to apply this dynamic exploratory simulation approach to spatialize normative scenarios within the framework of forest management in southern Chile. In the results, two contrasting images of the future are compared, with the preservation of native forests on one hand and the spread of exotic timber plantations on the other
Backward waters, modern waters: Perception-Based Regional Mapping territory uses and water-related sanitary stakes in Luang Phabang area (Lao PDR)
International audienceThis paper examines the suitability of the PBRM, a mapping tool based on the perceptions of local stakeholders, for assessing the connection between land uses and health issues. The area, rural Laos around Luang Phabang city, between the Mekong River valley and mountains, seems to have overcome the formal territorial organization based on exposure risks towards an organization based on access to health and medical facilities. In addition, differential access to safe drinking water has been quite solved by the implementation of private can distribution networks. However, these rapid changes accentuate the social gap between well-connected lowlands and valleys on one hand, and mountain areas on the other hand, increasingly sidelined from this transition. Methodologically, PBRM method explores broader issues at a broader scale but does not give an easy access to non-spatial criteria. Plus, the limits of the SHUs (Spatial Homogeneous Unit) the PBRM establishes are geographically precise regarding topology but not spatiality. These results are action-oriented towards local and development-oriented issues
Dust Environment Model of the Interstellar Comet 2I/Borisov
2I/Borisov is the first interstellar comet discovered on 2019 August 30, and it soon showed a coma and a dust tail. This study reports the results of images obtained at the Telescopio Nazionale Galileo telescope, on La Palma - Canary Islands, in 2019 November and December. The images have been obtained with the R filter in order to apply our dust tail model. The model has been applied to the comet 67P/Churyumov-Gerasimenko and compared to the Rosetta dust measurements showing a very good agreement. It has been applied to the comet 2I/Borisov, using almost the same parameters, obtaining a dust environment similar to that of 67P/Churyumov-Gerasimenko, suggesting that the activity may be very similar. The dust tail analysis provided a dust-loss rate Qd ≍ 35 kg s-1 in 2019 November and Qd ≍ 30 kg s-1 in 2019 December
Les plantations industrielles dans le sud chilien. Analyse rétrospective et élaboration de scénarios prospectifs spatialisés (commune de San Juan de la Costa – Chili)
National audienceLe Chili connaît depuis les années 1970 une croissance exceptionnelle de son secteur forestier alimenté par des plantations industrielles à haut rendement. L’orientation politico-économique prise par l’Etat chilien, notamment avec la promulgation du Decreto Ley 701 (1974) et ses multiples réactualisations, fut la clé de voute de cette expansion forestière. Il permit aux grands propriétaires et aux industries de pâtes à papier de se construire en quelques années un patrimoine forestier conséquent à l’échelle nationale. La commune de San Juan de la Costa (Région de Los Lagos – Chili) vit apparaître les premières espèces exotiques dans les années 1990. Majoritairement peuplée par des communautés indigènes Mapuche cette commune connaît le plus fort taux de pauvreté du pays. L’arrivée des multinationales du bois généra de nombreux problèmes environnementaux tels que la dégradation des ressources hydriques, la substitution des forêts natives, la perte de biodiversité, accompagnées d’un taux de chômage croissant et d’un exode rural
