Circle-based Eye Center Localization (CECL)

We propose an improved eye center localization method based on the Hough transform, called Circle-based Eye Center Localization (CECL) that is simple, robust, and achieves accuracy on a par with typically more complex state-of-the-art methods. The CECL method relies on color and shape cues that distinguish the iris from other facial structures. The accuracy of the CECL method is demonstrated through a comparison with 15 state-of-the-art eye center localization methods against five error thresholds, as reported in the literature. The CECL method achieved an accuracy of 80.8% to 99.4% and ranked first for 2 of the 5 thresholds. Exit gevangenis? De werking van de strafuitvoeringsrechtbanken en de wet op de externe rechtspositie van veroordeelden tot een vrijheidsstraf

Sinds de zaak-Dutroux in 1996 is de vervroegde invrijheidstelling van gedetineerden regelmatig voorwerp van emotionele discussies in de media, waarbij de belangen van slachtoffers en gedetineerden vaak tegen elkaar worden uitgespeeld. De zaak-Dutroux heeft de hervorming van het invrijheidstellingstraject van gedetineerden echter in een stroomversnelling gebracht. Het resultaat is een compleet vernieuwde regelgeving, beslissingsprocedure en -praktijk, met als kers op de taart de oprichting van multidisciplinaire strafuitvoeringsrechtbanken. In dit boek blikken criminologen en juristen terug op dit belangrijke hervormingsproces, dat wordt gesitueerd in zijn historische, maatschappelijke, juridische en beleidsmatige context. Het boek presenteert verder resultaten van de belangrijkste empirische onderzoeken over de toepassing van de nieuwe regelgeving en de aanpassing hieraan door het werkveld. Er wordt afgesloten met een kritische beschouwing van de recente ontwikkelingen, tegen het licht van de oorspronkelijke hervormingsvoorstellen van de zogenaamde commissie Holsters

Hoe punitief is België? De gevangenispopulatie stijgt al jaren, de gemeenschapsgerichte straffen kennen een sterke opmars en er worden gemeentelijke administratieve sancties ingevoerd. Het lijkt wel alsof we méér en harder straffen. Tegelijk spreekt men over straffeloosheid: er zou geen eenduidig vervolgingsbeleid zijn, de korte vrijheidsstraffen worden niet uitgevoerd, voorlopige invrijheidstellingen worden misbruikt om de overbevolking op te lossen, het softe karakter van elektronisch toezicht wordt aangeklaagd, enzovoort. De aandacht voor slachtoffers zou dan weer een strenger beleid in de hand werken. Hoe moeten we deze paradoxale tendensen begrijpen? Is er sprake van een verharding van het strafbeleid en waaruit zou dit dan blijken? Hoe verhoudt de bestraffingspraktijk zich tegenover de evoluerende criminaliteit? Wat is de visie van de burger over het straffen? Wordt er selectief opgetreden tegen bepaalde groepen in de samenleving? Hoe moeten we de samenhang zien met bredere maatschappelijke ontwikkelingen? Academici en bevoorrechte getuigen uit het bestraffingsveld geven in dit boek een eerste aanzet tot antwoord op deze vragen

A better fit between decision-makers : reflecting on recent changes in deciding over prison leave in Belgium

In this presentation, we sketch the role and place of two actors involved in decision-making: the prison director and the Service for the Management of Imprisonment (SMI). After a prisoner applies for a type of prison leave, the prison director provides a formal advice to the SMI, and the SMI takes the final decision. Research conducted in 2012 had laid bare differences in decision-making by prison directors and the SMI, resulting in a poor degree of agreement in decisions on prison leave (e.g. for an extended type of prison leave, in less than 50% of the cases in which prison directors gave a positive advice, the SMI decided to grant the leave). Since then, internal changes in decision-making by the SMI have led to a shift in the relationship between prison directors and the SMI, resulting in a better fit between both decision-makers. After reiterating these changes, we reflect on what is to happen next. Improving upon the criteria to decide of prison leave have not been followed by substantially higher levels of granting 335 leave. In light of the very low level of absconding and recidivism, further steps can be taken in improving decision-making

Linkage and continuity of care after release from prison : an evaluation of Central Registration Points for drug users in Belgium

Purpose This paper aims to report the findings of an evaluation study concerning the Central Registration Points (CRPs) for drug users in Belgian prisons. CRPs support drug users to link with community-based services. Design/methodology/approach The study applied a multi-method approach that involved an exploratory literature review; a secondary analysis of the CRPs' databases; a qualitative study of the perceptions of a diverse sample of stakeholders with regard to the functioning of CRPs; and a prospective registration study. Findings One-third of the clients never attended an outpatient or residential substance abuse service before prison entry. This illustrates that the CRPs managed to reach clients who were not previously reached by (substance abuse) treatment services. All interviewed actors emphasized the added value of the CRPs in terms of informing, contacting, motivating and referring prisoners with a substance abuse problem. Practical implications Based on the research findings, two issues seem to be of paramount importance in the successful practice of CRPs: the confidentiality and specific expertise on (substance abuse) treatment. Given the complex situation of drug users in prison, an independent positioning and categorical assistance with drug-specific expertise seem to be essential. Originality/value CRPs can be considered to be one of the "building blocks" that contribute to high-quality care and continuity of care for drugs users in detention

"Silver" mode for the heavy Higgs search in the presence of a fourth SM family

We investigate the possible enhancement to the discovery of the heavy Higgs boson through the possible fourth SM family heavy neutrino. Using the channel h-> v4 v4->mu W mu W, it is found that for certain ranges of Higgs boson and v4 masses LHC could discover both of them simultaneously with 1 fb^-1 integrated luminosity
