KINERJA KOMISI PENYIARAN INDONESIA DAERAH PROVINSI KEPULAUAN RIAU

The purpose of this study is to describe and analyze the performance of the Regional Indonesian Broadcasting Commission (KPID) of the Riau Islands Province (Kepulauan Riau) using a balanced scorecard, with a qualitative method. Collecting data by in-depth interviews, literature study, documentation study, observation. Test the validity of the data by triangulation. The research focus includes performance analysis from a financial perspective, a customer perspective, an internal business process perspective and a learning and growth perspective. From the research results it can be concluded that the performance of KPID as a whole shows poor results. Factors that influence the poor performance of KPID, especially the financial aspect, are the lack of budget support for the provincial government budget grants in the Riau Islands.Keywords: Performance, Regional Indonesian Broadcasting Commission, Balanced Scorecar

Performance Measurement of Human Resources PT. Pulau Bintan Jaya Based on the Human Resource Scorecard Model

PT Pulau Bintan Jaya is one of the foreign investment companies producing crumb rubber in Riau Islands Province. The company had been in operation since 1969, producing rubber with a few measures which were Standard Indonesian Rubber (SIR) 5, SIR 10, and SIR 20 per customer request. Companies have conducted employee performance measurements but have not specifically measured employee performance by linking it to company strategic functions. Current performance assessments are not yet focused on human resource development efforts. There were still poorly educated employees who served as team leaders and as supervisors. As a result, work-related communication became difficult and led to multiple obstacles under which employment resources became inadequate, and the targets of corporate performance unattainable. There are issues relating to the quality of human resources, and companies have been declining demand and declining production rates for several months. The decline in demand from customers has become one of the issues to evaluate in the company's performance measurement, due to its inadequate strategic resource management. It requires alightnment of the work systems to capture the role of human resources, while in this regard some current case work accident are still faund annually in the production section, even though for the past three consecutive years the accident rate has declined, it needs to be figured out by performing performance measurements. A human resource scorecard measures the performance of human resources by finding solutions to the weaknesses of human managerial resources in PT. Pulau Bintan Jaya, and assist in linking mission vision and strategic objectives. In this study, the design results were obtained as follows: there are 15 strategic goals and 32 Key Performance Indicators, special elements of the human resource system can be driven by 16 performance drivers (called Lagging Indicators), and 16 performance outputs to be achieved (called Leading Indicators), while the results Measurement of employee performance in PT Pulau Bintan Jaya using the Human Resource Scorecard method obtained good results

KUALITAS PENYELENGGARAAN PELAYANAN PUBLIK SURAT KETERANGAN IMPOR (SKI) PANGAN OLAHAN (Studi Kasus Direktorat Pengawasan Peredaran Pangan Olahan BPOM)

Badan Pengawas Obat dan Makanan (BPOM) adalah Lembaga Pemerintah Non Kementerian kelembagaannya diatur dalam Peraturan Presiden Republik Indonesia Nomor 80 Tahun 2017 tentang Badan Pengawas Obat dan Makanan. Salah satu bidang yang memiliki tugas dalam mengawasi pangan olahan adalah Deputi Bidang Pengawasan Pangan Olahan. Produk layanan yang diberikan pada Deputi Bidang Pengawasan Pangan Olahan adalah Permohonan Penerbitan Surat Keterangan Impor (SKI) Pangan Olahan. Berdasarkan dokumen sumber SKM yang dikeluarkan oleh Inspektorat Utama BPOM diketahui bahwa untuk Direktorat Pengawasan Peredaran Pangan olahan mengalami penurunan SKM untuk tahun 2022 jika dibandingkan dengan nilai SKM tahun 2021. Pemerintah membentuk regulasi Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik tanggal 18 Juli 2009 yang menyatakan bahwa Pelayanan publik adalah kegiatan atau rangkaian kegiatan dalam rangka pemenuhan kebutuan pelayanan seseuai dengan peraturan perundang-undangan bagi setiap warga negara dan penduduk atas barang, jasa dan/atau pelayanan administratif yang disediakan oleh penyelenggara pelayanan publik. Dalam mengukur kualitas pelayanan publik maka menurut Zeithaml 1990 dalam buku Kualitas Pelayanan Publik oleh (Hardiyansyah 2018) menyatakan bahwa terdapat variabel yang digunakan untuk mengukur kualitas pelayanan publik yakni Tangibel, Reliability, Responsiviness, Assurance dan Empaty. Penelitian ini menggunakan Metode Penelitian Kualitatif sehingga yang menjadi instrumen penelitian adalah peneliti itu sendiri. Hasil penelitian menunjukkan bahwa kualitas pelayanan publik pada Direktorat Pengawasan Peredaran Pangan Olahan pengaruh dimensi Tangible, Reliability, Assurance dan Emphaty sudah baik, sedangkan untuk Dimensi Responsiveness yakni terkait dengan “Petugas layanan menyelesaikan proses penyelenggaraan layanan tepat waktu” masih belum baik

Partisipasi Masyarakat dalam Pengembangan Desa Wisata Gurun Telaga Biru

This study aims to study how community participation in the development of the Telaga Biru Desert Tourism Village program. This study uses a qualitative method. The results of the study show that participation in the development of the Telaga Biru Desert Tourism Village is not comprehensive for all levels of society because the development of the Tourism Village is managed by a group of people who work together or are coordinated by BUMDes of Busung Village, Bintan Regency. The form of working relationship among group members is not top-down in nature but provides an opportunity for group members to participate in the form of ideas or suggestions for the development of the tourism village. The conclusion of this research is that it is hoped that BUMDes will be more intense in encouraging participation, especially group members in the development of the Telaga Biru Desert Tourism Village so that the income of community members can be further increased because the impact of the Covid-19 outbreak has caused the development activities of the Telaga Biru Desert Tourism Village to be less than optimal. Implementasi Program Permukiman Transmigrasi Pola Restorasi di Desa Kahingai Kawasan Transmigrasi Belantikan Raya, Kabupaten Lamandau

The implementation of the pugar pattern transmigration housing development program is expected to provide a sense of justice for local residents because of the equal treatment between TPA and TPS. The purpose of this study is to describe and analyze the implementation program, describe and analyze the roles of government officials in implementing the implementation program, and describe and analyze the factors that influence the implementation program. This study uses a qualitative method with a descriptive approach. The results of the study describe (1) the process of building transmigration residential housing in the village of Kahingai starting from the planning stage, proposing programs, development based on transmigration and placement of transmigrants (2) The role of government officials in the construction of transmigration housing, namely facilitating residents of Kahingai village to obtain the transmigration program pugar, helping to reconcile and find a middle way to problems that arise in the development process and build understanding between stakeholders (3) Factors that influence the Implementation of the Pugar Kahinga Transmigration Settlement Development Program in the Belantikan Raya Area, Lamandau Regency (1) Land Consolidation regulations and SOPs Transmigration for the Development of Transmigration Settlements Pattern of Land Claim Pugar and (3) RTJK that are not inhabited by their owners

Proses Penilaian Prestasi Kerja Pegawai Negeri Sipil Pada Kantor Unit Penyelenggara Bandar Udara

The purpose of the study was to analyze the identification of the process in the SWOT strategy which was carried out in improving employee performance appraisal, at the Karel Sadsuitubun Airport Organizing Unit office. This research is qualitative research with a focused case study approach. Data was collected through in-depth open interviews, observation, and documentation. The data analysis technique is limited by using SWOT analysis (Strength, Weaknesses, Opportunities, and Threats Analysis) so that the structure and strategic level of these factors can be known. From the results of data presentation and data analysis, it can be concluded that the performance appraisal of officers at Karel Sadsuitubun Airport has referred to the applicable regulations and in terms of improving Leadership Competence in carrying out the assessment, it is carried out through training or workshops.Keywords: Evaluation, Process, Assessment, Task Achievemen

Efektifitas Belajar melalui Tutorial Online bagi Mahasiswa Universitas Terbuka Masa Registrasi 2013.1

Universitas Terbuka merupakan salah satu perguruan tinggi yang meerapkan sistim belajar jarak jauh, istilah Jarak jauh berarti proses pembelajaran tidak dilakukan secara tatap muka melaikan mengunakan media, baik media cetak maupun non cetak. Bantuan Belajar yang diberikan Universitas Terbuka adalah dengan melaksanakan tutorial tatap muka dan tutorial Online.Mahasiswa Universitas Terbuka pada masa registrasi 2011.2 yang mengambil tutorial online sebanyak 118 orang mahasiswa sedangkan yang aktif sebanyak 38 orang mahasiswa dan yang tidak aktif 80. Pada masa registrasi 2012.2 bahasiswa yang tidak aktif mengalami peningkatan sebesar 75 %. Dari masalah tersebut maka tujuan penelitian ini (1) untuk mengetahui efektifitas tutorial online dalam proses pembelajaran di UPBJJ-UT Batam, (2) untuk mengetahui faktor-faktor yang mempengaruhi efektifitas tutorial online di UPBJJ-UT Batam. Information Technology Adoption by Internal Auditors in Public Sector: Antesedents and Consequences

The understanding of Information Technology (IT) adopted by internal government auditors is related to developments in the IT sector in the public sector, such as e-government applications. The purpose of this study is to provide an argument for the motivation for IT adoption when the internal auditors and to identify the factors that influence IT adoption and the influence of IT adoption on the performance of internal auditors in the public sector. This research used quantitative methods and data analysis using Structural Equation Modeling (SEM) with 79 auditors from the Inspectorate within the scope of Central Kalimantan Province. Findings. The results showed that only the perceived benefits variable had a positive and significant effect on IT adoption, while the compatibility variables, top management support, organizational readiness, the external force had a positive but insignificant effect on IT adoption as an antecedent part, while IT adoption had an effect, positive and significant impact on government performance as a consequence of IT adoption. This study provides a practical understanding for government auditors that in carrying out their duties, especially in the new normal order conditions, that the adoption of IT is important to do to produce a good performance

Bureaucracy Reform In Purworejo District Attorney

Bureaucratic reform is needed to make the government more efficient and effective. Purworejo District Attorney has implemented this bureaucratic reform since 2008. This study aims to describe the process of implementing Bureaucratic Reform at the Purworejo District Attorney in five aspects, institutional and organizational effectiveness, management, human resources, accountability and service. The method used is descriptive research with a qualitative approach. Interview data through interviews. The implementation of Bureaucratic Reform at the Purworejo District Prosecutor's Office was carried out in several stages, namely Phase I (2008-2009), Phase II (2010-2014), Phase III (2015-2019) and current conditions. Bureaucratic Reform at the Purworejo District Attorney has implemented the Integrity Zone to restore public trust, empower functional prosecutors to improve law enforcement, provide contact for public complaints, implement one stop sevices, use Information Technology to support their duties and functions. However, there are still some weaknesses, namely organizational organizations, organizations consisting of a combination of control functions and functions, responsible organization, and unsuitable employee placement

PEMBERDAYAAN MASYARAKAT DALAM UPAYA PENCEGAHAN PENYEBARAN COVID-19 DENGAN PENERAPAN TEKNOLOGI TEPAT GUNA DI AREA BERMAIN BALITA LINGKUNGAN RW 014 KELURAHAN SERUA, CIPUTAT

Memasuki era Kebiasaan Baru (New normal) ini, aktivitas masyarakat perlahan kembali seperti sebelum pandemi dengan syarat protokol kesehatan harus selalu diperhatikan, dijalankan, dan ditaati. Para balita yang sudah mulai bosan bermain di dalam rumah, ingin bermain di luar rumah. Namun lingkungan pemukiman rumah belum mendukung dikarenaka tidak tersedia arena bermain yang dapat menjadi wahana bagi balita untuk bermain sambil belajar, belajar bergaul dengan kawan sebaya, belajar berinteraksi dengan kawan sebaya sambil menggunakan sarana/alat permainan, dan belajar mandiri dalam bermain sambil diawasi Ayah, Bunda, atau Pengasuh. Melalui Program Pengabdian Masyarakat ini, tim mencoba untuk membantu masyarakat mewujudkan kebutuhan akan ruang bermain anak yang dilengkapi dengan fasilitas penunjang protokol Kesehatan untuk mencegah Penyebaran Covid-19 yang ramah lingkungan dan ramah penyandang disabilitas berupa tempat cuci tangan otomatis (Touch less) bertenaga surya. Selain membantu dalam menyediakan alat teknologi  tepat guna tersebut, Pengabdian kepada Masyarakat ini juga akan melakukan sosialisasi mengenai protokol kesehatan dan pentingnya waktu bermain kepada anak-anak dan orang tua di lingkungan RW 014 Bukit Nusa Indah, Kelurahan Serua, Ciputat, Kota Tangerang Selatan
