    The Role of Responsive Pricing in the Internet

    The Internet continues to evolve as it reaches out to a wider user population. The recent introduction of user-friendly navigation and retrieval tools for the World Wide Web has triggered an unprecedented level of interest in the Internet among the media and the general public, as well as in the technical community. It seems inevitable that some changes or additions are needed in the control mechanisms used to allocate usage of Internet resources. In this paper, we argue that a feedback signal in the form of a variable price for network service is a workable tool to aid network operators in controlling Internet traffic. We suggest that these prices should vary dynamically based on the current utilization of network resources. We show how this responsive pricing puts control of network service back where it belongs: with the users.Internet, pricing, feedback, networks

    Loss of full-length adenomatous polyposis coli (APC) protein correlates with the development of colon cancers in familial and sporadic cases. In addition to its role in regulating ÎČ-catenin levels in the Wnt signaling pathway, the APC protein is implicated in regulating cytoskeletal organization. The localization of endogenous APC protein is complex: actin- and microtubule-dependent pools of APC have been identified in cultured cells (NĂ€thke et al., 1996; Mimori-Kiyosue et al., 2000; Reinacher-Schick, A., and B.M.     Anti-social behaviour law and policy in the United Kingdom: Assessing the impact of enforcement action in the management of social housing

    Purpose – The purpose of this paper is to investigate the impact of enforcement action on individuals and families living in social housing as a mode of intervention for dealing with anti-social behaviour. Design/methodology/approach – Relevant housing legislation and policy documents are reviewed. The paper then draws on empirical data from Shelter Cymru's case file records of households in social housing who have been subject to enforcement action following an allegation of anti-social behaviour. Evidence obtained from other studies on housing intervention projects is used to contrast the position of the households studied with those in similar situations who have been provided with support as an alternative to enforcement action. Findings – The legislative framework favours enforcement as a means of dealing with anti-social behaviour. A number of remedies utilise the management role of social landlords, and the framework of housing tenure, to introduce the concept of “conditionality” into housing entitlement. This approach to the management of anti-social behaviour compounds the social disadvantage of already vulnerable households by undermining long-term security of tenure and thereby increasing the risk of homelessness and social exclusion. These outcomes contrast with those from studies of similar households in receipt of support within housing intervention projects which have been shown to deliver reductions in anti-social behaviour and sustainable outcomes for families, communities, and landlords. Social implications – The findings provide important lessons for the future direction of anti-social behaviour policy throughout the UK and beyond. In the context of devolved polity in the UK the paper argues for the Welsh Assembly Government to take a lead in developing policies and legal responses which recognize the housing rights of marginalised groups, and for the introduction of support into social housing to counter the trend toward punitive treatment of social tenants as a response to anti-social behaviour. Originality/value – The unique nature of the empirical data set from Shelter Cymru's case file records provides an important insight into the social impact of anti-social behaviour law and policy on some of the most vulnerable members of society

    Prevalence of antibodies to Leptospira interrogans serovar hardjo in bulk tank milk from unvaccinated irish dairy herds

    peer-reviewedBulk tank milk samples, collected from 347 herds throughout the Republic of Ireland using a sampling frame based on seven milk-recording organisations, were tested by ELISA for antibodies to Leptospira interrogans serovar hardjo. These herds, which had not been vaccinated against leptospirosis within the previous five years, were categorised according to their province, milk-recording organisation and size. Two-hundred-and-seventy-three herds (79%) had a positive ELISA titre. Both the probability of a herd being seropositive and the antibody level in the herd milk sample were affected by the province (P < 0.05 and P < 0.01, respectively) and the herd size category (P < 0.05 and P < 0.01, respectively). Larger herds were significantly more likely to have positive reactions and higher mean concentrations of antibody. It was concluded that a high proportion of unvaccinated Irish dairy herds have been exposed to infection with Leptospira hardjo

    Speech and narrative: characterisation techniques in the "Aeneid"

    The thesis provides a comprehensive analysis of the characterisation of two of the major figures in the Aeneid, Aeneas and Turnus. Particular attention is paid to their direct speeches, all of which are examined and, where relevant, compared to Homeric models and parallels. To this purpose considerable use is made of the indices in Knauer's Die Aeneis und Homer. A more general comparison is made between the dramatic (direct speech) role of Aeneas and those of Homer's Achilles (Iliad) and Odysseus (Odyssey). An appraisal is made (from the viewpoint of depiction of character) of the relationship between the direct and indirect speeches in the Aeneid. Reasons are given to suggest that it is not mere chance, or for the sake of variety, that certain speeches of Aeneas and Turnus are expressed in oratio obliqua. In addition, the narrative portrayal of Aeneas and Turnus is considered in apposition to that of the speeches. A distinction is drawn between Vergil's direct method of characterisation (direct speeches) and his indirect methods (narrative/oratio obliqua). Inevitably, the analysis involves major consideration of the Roman values which pervade the work. All speeches, thoughts and actions of Aeneas and Turnus are assessed in terms of pietas, impietas, furor, virtus, ratio, clementia, humanitas (etc.). It is shown that individual concepts (such as pietas and impietas) are reflected in Vergil's direct and indirect methods of characterisation.     Using Biobrane: Techniques to Make Life Easier

    Aims: To facilitate the use of Biobrane for those burn care practitioners not familiar with this material. Methods: Two techniques have been developed through extensive use of Biobrane over many years, in both sheet and glove form. These techniques have been described and illustrated with photographs. Results: The use of these techniques has allowed the corresponding author to markedly reduce operating time and to easily apply the material single-handedly. Conclusion: Biobrane is a biosynthetic skin substitute primarily designed for the definitive treatment of superficial partial-thickness to mid-dermal burn injury. Once experienced with its use, the material is quite ubiquitous. The described techniques will facilitate the use of Biobrane for those not familiar with it

    Electrical conductivity of the Pampean Shallow Subduction Region of Argentina near 33 S: evidence for a slab window

    We present a three-dimensional (3-D) interpretation of 117 long period (20–4096 s) magnetotelluric (MT) sites between 31°S and 35°S in western Argentina. They cover the most horizontal part of the Pampean shallow angle subduction of the Nazca Plate and extend south into the more steeply dipping region. Sixty-two 3-D inversions using various smoothing parameters and data misfit goals were done with a nonlinear conjugate gradient (NLCG) algorithm. A dominant feature of the mantle structure east of the horizontal slab is a conductive plume rising from near the top of the mantle transition zone at 410 km to the probable base of the lithosphere at 100 km depth. The subducted slab is known to descend to 190 km just west of the plume, but the Wadati-Benioff zone cannot be traced deeper. If the slab is extrapolated downdip it slices through the plume at 250 km depth. Removal of portions of the plume or blocking vertical current flow at 250 km depth significantly changes the predicted responses. This argues that the plume is not an artifact and that it is continuous. The simplest explanation is that there is a “wedge”-shaped slab window that has torn laterally and opens down to the east with its apex at the plume location. Stress within the slab and seismic tomography support this shape. Its northern edge likely explains why there is no deep seismicity south of 29°S.Fil: Burd, Aurora I..
