    Evolution in Economic Geography: Institutions, Regional Adaptation and Political Economy

    Economic geography has, over the last decade or so, drawn upon ideas from evolutionary economics in trying to understand processes of regional growth and change, with the concept of path dependence assuming particular prominence. Recently, some prominent researchers have sought to delimit and develop an evolutionary economic geography (EEG) as a distinct approach, aiming to create a more coherent and systematic theoretical framework for research. This paper contributes to debates on the nature and development of EEG. It has two main aims. First, we seek to restore a broader conception of social institutions and agency to EEG, informed by the recent writings of institutional economists like Geoffrey Hodgson. Second, we link evolutionary concepts to political economy approaches, arguing that the evolution of the economic landscape must be related to the broader dynamics of capital accumulation, centred upon the creation, realisation and geographical transfer of value. As such, we favour the utilisation of evolutionary and institutional concepts within a geographical political economy approach rather than the construction of a separate and theoretically ‘pure’ EEG; evolution in economic geography, not an evolutionary economic geography

    Rethinking path creation: a geographical political economy approach

    A burgeoning strand of evolutionary economic geography (EEG) research is addressing questions of regional path creation, based on the idea that place-specific legacies and conditions play a critical role in supporting the emergence of new economic activities. Yet there has been little effort thus far to take stock of this emerging body of research. In response, the aims of this article are to offer a fresh synthesis of recent work and to develop a broader theoretical framework to inform future research. First, it presents a critical appraisal of the state of the art in path creation research. In an effort to address identified gaps in EEG research, this incorporates insights from sociological perspectives, the global production networks approach, and transition studies. Second, the article’s development of a systematic theoretical framework is based on the identification of key dimensions of path creation and their constitutive interrelations. This contribution is underpinned by a geographical political economy (GPE) approach that provides the ontological basis for the integration of the five key dimensions of path creation within an overarching framework and the positioning of regional processes in relation to the broader dynamics of uneven development. Informed by GPE, the argument is that knowledgeable actors, operating within multiscalar institutional environments, create paths through the strategic coupling of regional and extraregional assets to mechanisms of path creation and associated markets. To inform further research, the article outlines four concrete propositions regarding the operation of path creation processes in different types of regions and explores these through case studies of Berlin and Pittsburgh

    Reframing urban and regional 'development' for 'left behind' places

    The recent wave of populism has focused attention on ‘left behind’ places as hotspots of discontent. Seeking to remedy their neglect in urban and regional studies, the aim of this paper is to engage with the problems of ‘left behind’ places and to stimulate fresh thinking about alternative approaches. Reflecting the complex and inter-connected issues facing such places, it argues that a new conception is required to address issues of belonging and attachment. The paper outlines the basis of an expanded neo-endogenous development approach, identifying the foundational economy, income and livelihoods, social infrastructures and social innovation as key policy concerns

    ‘Beyond GDP’ in cities: Assessing alternative approaches to urban economic development.

    Crises spur reflection and re-evaluation of what matters and what is valued. The impacts of the 2008 global financial crisis, COVID-19 pandemic and climate emergency are reigniting debates about the nature of economic development approaches and what they aim to achieve in urban settings. Addressing a substantive gap in contemporary debates by helping to navigate a burgeoning and diverse field, this paper provides a critical and comparative assessment of five leading agendas that have been positioned as alternative and progressive policy responses to urban economic change: inclusive growth; the wellbeing economy; community wealth building; doughnut economics; and the foundational economy. Taking an international perspective, the paper provides a comparative review of their stated visions, mechanisms for change, and the spatial scales through which they are led and implemented. Our argument is that these alternative approaches to urban economic development are shaping creative, innovative and progressive responses to longstanding urban problems within policy and practice communities but require on-going scrutiny and evaluation to realise their potential to meaningfully achieve transformative change

    Three-Dimensional Double-Ridge Internal Tide Resonance in Luzon Strait

    The three-dimensional (3D) double-ridge internal tide interference in the Luzon Strait in the South China Sea is examined by comparing 3D and two-dimensional (2D) realistic simulations. Both the 3D simulations and observations indicate the presence of 3D first-mode (semi)diurnal standing waves in the 3.6-km-deep trench in the strait. As in an earlier 2D study, barotropic-to-baroclinic energy conversion, flux divergence, and dissipation are greatly enhanced when semidiurnal tides dominate relative to periods dominated by diurnal tides. The resonance in the 3D simulation is several times stronger than in the 2D simulations for the central strait. Idealized experiments indicate that, in addition to ridge height, the resonance is only a function of separation distance and not of the along-ridge length; that is, the enhanced resonance in 3D is not caused by 3D standing waves or basin modes. Instead, the difference in resonance between the 2D and 3D simulations is attributed to the topographic blocking of the barotropic flow by the 3D ridges, affecting wave generation, and a more constructive phasing between the remotely generated internal waves, arriving under oblique angles, and the barotropic tide. Most of the resonance occurs for the first mode. The contribution of the higher modes is reduced because of 3D radiation, multiple generation sites, scattering, and a rapid decay in amplitude away from the ridge

    Nicotine patch preloading for smoking cessation (the preloading trial): study protocol for a randomized controlled trial

    Background: The use of nicotine replacement therapy before quitting smoking is called nicotine preloading. Standard smoking cessation protocols suggest commencing nicotine replacement therapy only on the first day of quitting smoking (quit day) aiming to reduce withdrawal symptoms and craving. However, other, more successful smoking cessation pharmacotherapies are used prior to the quit day as well as after. Nicotine preloading could improve quit rates by reducing satisfaction from smoking prior to quitting and breaking the association between smoking and reward. A systematic literature review suggests that evidence for the effectiveness of preloading is inconclusive and further trials are needed. Methods/Design: This is a study protocol for a multicenter, non-blinded, randomized controlled trial based in the United Kingdom, enrolling 1786 smokers who want to quit, funded by the National Institute for Health Research, Health Technology Assessment program, and sponsored by the University of Oxford. Participants will primarily be recruited through general practices and smoking cessation clinics, and randomized (1:1) either to use 21 mg nicotine patches, or not, for four weeks before quitting, whilst smoking as normal. All participants will be referred to receive standard smoking cessation service support. Follow-ups will take place at one week, four weeks, six months and 12 months after quit day. The primary outcome will be prolonged, biochemically verified six-month abstinence. Additional outcomes will include point prevalence abstinence and abstinence of four-week and 12-month duration, side effects, costs of treatment, and markers of potential mediators and moderators of the preloading effect. Discussion: This large trial will add substantially to evidence on the effectiveness of nicotine preloading, but also on its cost effectiveness and potential mediators, which have not been investigated in detail previously. A range of recruitment strategies have been considered to try and compensate for any challenges encountered in recruiting the large sample, and the multicentre design means that knowledge can be shared between recruitment teams. The pragmatic study design means that results will give a realistic estimate of the success of the intervention if it were to be rolled out as part of standard smoking cessation service practice.     Carbon Stocks and Fluxes in Tropical Lowland Dipterocarp Rainforests in Sabah, Malaysian Borneo

    Deforestation in the tropics is an important source of carbon C release to the atmosphere. To provide a sound scientific base for efforts taken to reduce emissions from deforestation and degradation (REDD+) good estimates of C stocks and fluxes are important. We present components of the C balance for selectively logged lowland tropical dipterocarp rainforest in the Malua Forest Reserve of Sabah, Malaysian Borneo. Total organic C in this area was 167.9 Mg C ha−1±3.8 (SD), including: Total aboveground (TAGC: 55%; 91.9 Mg C ha−1±2.9 SEM) and belowground carbon in trees (TBGC: 10%; 16.5 Mg C ha−1±0.5 SEM), deadwood (8%; 13.2 Mg C ha−1±3.5 SEM) and soil organic matter (SOM: 24%; 39.6 Mg C ha−1±0.9 SEM), understory vegetation (3%; 5.1 Mg C ha−1±1.7 SEM), standing litter (<1%; 0.7 Mg C ha−1±0.1 SEM) and fine root biomass (<1%; 0.9 Mg C ha−1±0.1 SEM). Fluxes included litterfall, a proxy for leaf net primary productivity (4.9 Mg C ha−1 yr−1±0.1 SEM), and soil respiration, a measure for heterotrophic ecosystem respiration (28.6 Mg C ha−1 yr−1±1.2 SEM). The missing estimates necessary to close the C balance are wood net primary productivity and autotrophic respiration

    In the fast ignition concept, assembled fuel is ignited through a separate high intensity laser pulse. Fast Ignition targets facilitate this ignition using a reentrant cone. It provides clear access through the overlaying coronal plasma, and controls the laser plasma interaction to optimize hot-electron production and transport into the compressed plasma. Recent results suggest that the cone does not play any role in guiding light or electrons to its tip, and coupling to electrons can be reduced by a small amount of preplasma.
