    Research policy and practice - commitment, complexity and uncertainty: a case study of a government research council funded project, engineering the future

    Evidence based policy formation, both at EU and national level, built upon close linkage of research, policy and practice is regarded by many as an optimum solution. However, while there are many examples in European education of any two of these communities collaborating in development, the realisation of meaningful inter-relationships among all three communities is complex (Ball 1997). Evidence is often contested, while policy is determined not only by explicit political philosophies but also by deeply embedded assumptions. This paper examines this complexity through the lens of a case study in one country, Scotland, which illuminates relationships among the policy, research and practitioner communities at national and local levels and the nature of their contributions to national curriculum development. The paper explores potential tensions between the development of participative ways of working and the existing structures and ways of thinking within an education system, and examines limitations on what can be effected within existing governance systems. Since 1999 the Scottish Parliament sets the legal framework for education in Scotland; within this the Scottish government has full responsibility for education policy and provision. Following the outcomes of a government initiated National Debate on the purposes and practices of school education, Scotland?s school system has for the last six years been the locus of an extensive and radical development programme in curriculum, assessment and pedagogy (Curriculum for Excellence)

    Engineering the Future (EtF) aims to develop a sustainable model of activities and interactions among researchers, policy makers and practitioners that develops pupils’ understanding of the nature of engineering, embeds experiences of engineering within the school classroom and curriculum and promotes engineering as a career.One barrier to young people entering engineering is inadequate awareness of the nature ofengineering and its diverse career paths. Many pupils in the participating schools had no awareness of engineering or very limited awareness. 65% had never considered engineering as a career choice.1st year electronic and electrial engineering students at the universities of Strathclyde and Glasgow identified family links as a key factor in encouraging them to study engineering. They also traced interest in engineering to particular school classroom experiences. Discussions with careers guidance staff revealed that careers guidance is almost entirely responsive to pupil requests: only occasionally will pupils who are good at science and mathematics be directed towards engineering.The current situation leaves almost all school pupils uninformed about the nature of engineering.The paper describes how the EtF project seeks to redress the situation by developing classroom engineering experiences, working to embed engineering formally in the curriculum and providing resources for active careers advice

    Engineering - young people want to be informed

    Young people in developed nations recognise the contribution that science and technology make to society and acknowledge their importance now and in the future, yet few view their study as leading to interesting careers. Some countries are taking action to raise interest in science, technologies, engineering and mathematics and increase the number of students studying these subjects. One of the barriers to young people pursuing engineering is their limited or distorted perception of it - they associate it only with building and fixing things. Young people rarely encounter engineers, unlike other professionals, engineering has little or no advocacy in the media and there are few opportunities to experience engineering. Many of the pupils surveyed at the start of Engineering the Future, a three year EPSRC-funded project, wrote “don’t know what engineering is” and/or “would like more information”. This paper reports on work with researchers, policy makers and practitioners in Scotland to develop a sustainable model of activities and interactions that develops pupils’ understanding of the nature of engineering, embeds experiences of engineering within the school classroom and curriculum and promotes engineering as a career. After learning about engineering through the activities the pupils’ perceptions had improved. Almost all considered it important that young people know about engineering, because it is an essential part of everyday life and, in the words of one pupil - “If we know more about it, our minds wouldn’t stay closed to it. We would maybe take it up.

    Towards an Ontological Modelling of Preference Relations

    Preference relations are intensively studied in Economics, but they are also approached in AI, Knowledge Representation, and Conceptual Modelling, as they provide a key concept in a variety of domains of application. In this paper, we propose an ontological foundation of preference relations to formalise their essential aspects across domains. Firstly, we shall discuss what is the ontological status of the relata of a preference relation. Secondly, we investigate the place of preference relations within a rich taxonomy of relations (e.g. we ask whether they are internal or external, essential or contingent, descriptive or nondescriptive relations). Finally, we provide an ontological modelling of preference relation as a module of a foundational (or upper) ontology (viz. OntoUML). The aim of this paper is to provide a sharable foundational theory of preference relation that foster interoperability across the heterogeneous domains of application of preference relations

    Spectropolarimetric Fluctuations in a Sunspot Chromosphere

    The instrumental advances made in this new era of 4-meter class solar telescopes with unmatched spectropolarimetric accuracy and sensitivity, will enable the study of chromospheric magnetic fields and their dynamics with unprecedented detail. In this regard, spectropolarimetric diagnostics can provide invaluable insight into magneto-hydrodynamic (MHD) wave processes. MHD waves and, in particular, Alfv\'enic fluctuations associated to particular wave modes, were recently recognized as important mechanisms not only for the heating of the outer layers of the Sun's atmosphere and the acceleration of the solar wind, but also for the elemental abundance anomaly observed in the corona of the Sun and other Sun-like stars (also known as first ionisation potential; FIP) effect. Here, we take advantage of state-of-the-art and unique spectropolarimetric IBIS observations to investigate the relation between intensity and circular polarisation (CP) fluctuations in a sunspot chromosphere. Our results show a clear link between the intensity and CP fluctuations in a patch which corresponds to a narrow range of magnetic field inclinations.     Roles of Fast-Cyclotron and Alfven-Cyclotron Waves for the Multi-Ion Solar Wind

    Using linear Vlasov theory of plasma waves and quasi-linear theory of resonant wave-particle interaction, the dispersion relations and the electromagnetic field fluctuations of fast and Alfven waves are studied for a low-beta multi-ion plasma in the inner corona. Their probable roles in heating and accelerating the solar wind via Landau and cyclotron resonances are quantified. We assume that (1) low-frequency Alfven and fast waves have the same spectral shape and the same amplitude of power spectral density; (2) these waves eventually reach ion cyclotron frequencies due to a turbulence cascade; (3) kinetic wave-particle interaction powers the solar wind. The existence of alpha particles in a dominant proton/electron plasma can trigger linear mode conversion between oblique fast-whistler and hybrid alpha-proton cyclotron waves. The fast-cyclotron waves undergo both alpha and proton cyclotron resonances. The alpha cyclotron resonance in fast-cyclotron waves is much stronger than that in Alfven-cyclotron waves. For alpha cyclotron resonance, an oblique fast-cyclotron wave has a larger left-handed electric field fluctuation, a smaller wave number, a larger local wave amplitude, and a greater energization capability than a corresponding Alfven-cyclotron wave at the same wave propagation angle \theta, particularly at 8080^\circ < \theta < 9090^\circ. When Alfven-cyclotron or fast-cyclotron waves are present, alpha particles are the chief energy recipient. The transition of preferential energization from alpha particles to protons may be self-modulated by differential speed and temperature anisotropy of alpha particles via the self-consistently evolving wave-particle interaction. Therefore, fast-cyclotron waves as a result of linear mode coupling is a potentially important mechanism for preferential energization of minor ions in the main acceleration region of the solar wind.Comment: 29 pages, 10 figures, 3 tables.     Utilisation of specialist epilepsy services and antiseizure medication adherence rates in a cohort of people with epilepsy (PWE) accessing emergency care

    Background: An epilepsy-related attendance at A&amp;E is associated an increased risk of subsequent death within 6 months. Although further work is required to provide a definitive explanation to account for these findings, in the interim it would seem reasonable that services are designed to ensure timely access and provide support at a time of greatest risk. We aim to determine the frequency of patients accessing specialist neurology services following an epilepsy-related admission/unscheduled care episode and consider ASM adherence at the point of attendance. Methods: Patients were identified retrospectively via the NHS Greater Glasgow and Clyde live integrated epilepsy Dashboard following an unscheduled epilepsy-related admission or A&amp;E attendance between 1st January 2022 and 30th June 2022. We calculated adherence to anti-seizure medication for a period of 6 months prior to admission and defined poor medication adherence as a medication possession ratio of less than 80%. We evaluated the rate of any outpatient neurology clinic attendance in the subsequent 3, 6 and 12 months following an epilepsy-related unscheduled care episode. Additional clinical information was identified via the electronic patient records. Results: Between 1st Jan 2022 and 30th June 2022, there were 266 emergency care seizure-related attendances. The mean age at attendance was 46 years (range: 16-91). Most of PWE were males (63%) and 37% were females. Epilepsy classification-29.3% had GGE, 41.7 % had focal epilepsy, and in 29% of cases the epilepsy was unclassified. Of the admissions, 107/ 266 (40.2%) generated follow-up within 6 months of attendance. Poor medication adherence was noted in 54/266 (20.3%). 28.2% of cases had input from on-call neurology service during admission/ED attendance, and of those 60% had ASM adjusted. 18% of attendances had a background diagnosis of learning disability. One-third of attendances of PWE had a history of mental health disorder 35% (93/266). 25% of ED attendances noted an active history of alcohol consumption misuse or/and recreational drug use. 14 (5.5%) of PWE died during the period of interest (12 months following the last ED visit). In 6/14 (42.3%) death was associated with poor medication adherence. Conclusion: This study demonstrates that a significant proportion of patients who experienced seizure-related admissions/ attendance did not access specialist neurology services in a timely manner. In addition, poor medication adherence remains a problem for a substantial number of people living with epilepsy. Early access to specialist services may go some way to improving care and reducing excessive mortality in PWE by allowing anti-seizure medication to be titrated and poor medication adherence to be addressed in those at greatest risk

    Taxonomic clarification in W-Mediterranean Androcymbium (Colchicaceae): A. wyssianum sunk in the synonymy of A.gramineum and A.europaeum restored

    Capsule dehiscence has been used as a diagnostic character for W Mediterranean species of Androcymbium. Depending on the state of capsule maturity, the character, however, can be ambiguous in herbarium material. Based on morphological, phenological and cpDNA characters it is shown that misinterpretation of the capsule as indehiscent in the type material of A. gramineum has led to serious taxonomic confusion. The combined analyses produced evidence that A. gramineum of the population from the type locality at Essaouira, Morocco, is conspecific with A. wyssianum. A. gramineum is therefore the correct name for the species with dehiscent capsules, whereas the populations with indehiscent capsules at the Atlantic coast north of Essaouira and in SE Spain represent a second species, which is correctly named A. europaeu
