FINANCIAL CRISIS IN THE DEVELOPING WORLD - POST THE US "ASSET PRICE BUBBLE DEBACLE" - A NEW WAY FORWARD
This paper analyze how we should respond to possible asset price bubbles, especially in view of the various conceptual frameworks proposed based on a core set of scientific principles for monetary policy. Further, efforts have also been made at my end to establish as to how Monetary policy should not react to asset price bubbles per se, but rather to changes in the outlook for inflation and aggregate demand resulting from asset price movements. However, regulatory policies and supervisory practices should respond to possible asset price bubbles and help prevent feedback loops between asset price bubbles and credit provision, thereby minimizing the damaging effects of bubbles on the economy.The general massage of this paper is that credit conditions influence economies enormously and emergency steps to restructure balance sheets through policy revamping are crucial for fixing problems of excessive leverage. This stands in sharp contrast to the view from conventional models - that 'the effects of a worsening of financial intermediation are likely to be limited' and can be handled by interest rate cuts alone.In the alternative regulatory policy approach, we have strived to examine three possible regulatory responses to managing bubbles: portfolio restrictions; adjustments in capital requirements; and adjustments in provisioning requirements.JEL Classification: E58, E63, G15Keywords:financial crisis, asset price bubble
EVALUATING THE RESEARCH FUNDING OPPORTUNITIES FOR LIBRARY & INFORMATION SCIENCE PROFESSIONALS: AN EVALUATIVE STUDY
This research paper highlights the top twenty research funding agencies of the world in the discipline of Information Science and Library Information Science. The citation analysis method has been adopted for the present study and used the database Web of Science and InCites. The aim of this research paper is to make aware research scholars, faculty members, LIS professional and Practitioners, and policymakers about the various National and International top-level funding agencies available to fund their research proposals. The research and academic fraternity and particularly the library professionals who always face problems to get funds to work on any project will able to start new research with innovative ideas with the help of research grant. The finding of the study gives the insight of top-level research funding data with publication ratio of funded research publications in both Open and Closed access journals covered by WoS and InCites bibliographic Database. Role of LIS Professionals to provide authentic information sources during COVID-19 a Pandemic crisis
During the national crisis, caused by a novel pandemic such as COVID-19 virus infections, people need authentic information to face such a virus. Libraries need to come forward in such a situation as primary sources of trustworthy information by providing rapid and easy access to those seeking authentic information sources. In this crisis, giving Remote Access, Virtual Library, e-resources, Ask the Librarian reference services to the user in real-time and at scale for a range of scientific- and policy-related responses can be very significant to the academic and research community. The present study has collected data from authentic information sources, mainly Government official portals of Indian states such as the MyGov COVID-19, UTs, and National/International agencies, etc. After analyzing and studying the data, the authentic information sources served to the research community are listed out. This paper also highlights the ratio of COVID-19 publications and highly cited publication of the same, using the Scopus abstracting databases. This study is an original research work focused on the roles and responsibilities and actions taken by the Library and librarians in crisis situations. Hence this study will help Librarians, Information Providers, Practitioners, Policy Makers, Researchers, and development activity in this field
Novel smart composite materials for industrial wastewater treatment and reuse
Abstract: With the current levels of industrial development it is very difficult to prevent organic pollutants and toxic heavy metals from contaminating water. Thus purification of contaminated industrial water and its reuse is a global concern. The present study highlights application of a novel standalone technology in the form of polymers that efficiently extract a range of organic and inorganic impurities simultaneously for reuse of industrial effluent. Previous studies have focused on water soluble synthetic polymers for removal of organic contaminants, while biodegradable polymers are being used for extraction of toxic metals from water. Our earlier reports already describe a combination of synthetic and natural polymers with the ability to eliminate organic and inorganic spiked impurities from water on a lab scale. In the present work a series of novel smart composite materials have been synthesized and fully characterized. The avant-garde novelty of these materials for simultaneous removal of organic impurities such as phenols, anhydrides, textile dyes, pesticides, herbicides, antibiotics and inorganic heavy metals has been demonstrated and the novel polymers have shown a removal efficiency of more than 90% for each of the contaminants. Furthermore, the established 4-cycle reusability and an extensive reduction in levels of chemical oxygen demand suggests these materials would act as an improvement to the current methods for treating effluent water. The high reproducibility in synthesis, properties and elimination spectrum brands them as promising materials for industrial water remediation and reuse
Potentials of Plasma NGAL and MIC-1 as Biomarker(s) in the Diagnosis of Lethal Pancreatic Cancer
Pancreatic cancer (PC) is lethal malignancy with very high mortality rate. Absence of sensitive and specific marker(s) is one of the major factors for poor prognosis of PC patients. In pilot studies using small set of patients, secreted acute phase proteins neutrophil gelatinase associated lipocalin (NGAL) and TGF-β family member macrophage inhibitory cytokine-1 (MIC-1) are proposed as most potential biomarkers specifically elevated in the blood of PC patients. However, their performance as diagnostic markers for PC, particularly in pre-treatment patients, remains unknown. In order to evaluate the diagnostic efficacy of NGAL and MIC-1, their levels were measured in plasma samples from patients with pre-treatment PC patients (n = 91) and compared it with those in healthy control (HC) individuals (n = 24) and patients with chronic pancreatitis (CP, n = 23). The diagnostic performance of these two proteins was further compared with that of CA19-9, a tumor marker commonly used to follow PC progression. The levels of all three biomarkers were significantly higher in PC compared to HCs. The mean (± standard deviation, SD) plasma NGAL, CA19-9 and MIC-1 levels in PC patients was 111.1 ng/mL (2.2), 219.2 U/mL (7.8) and 4.5 ng/mL (4.1), respectively. In comparing resectable PC to healthy patients, all three biomarkers were found to have comparable sensitivities (between 64%-81%) but CA19-9 and NGAL had a higher specificity (92% and 88%, respectively). For distinguishing resectable PC from CP patients, CA19-9 and MIC-1 were most specific (74% and 78% respectively). CA19-9 at an optimal cut-off of 54.1 U/ml is highly specific in differentiating resectable (stage 1/2) pancreatic cancer patients from controls in comparison to its clinical cut-off (37.1 U/ml). Notably, the addition of MIC-1 to CA19-9 significantly improved the ability to distinguish resectable PC cases from CP (p = 0.029). Overall, MIC-1 in combination with CA19-9 improved the diagnostic accuracy of differentiating PC from CP and HCs
Evaluation of annealed titanium oxide nanotubes on titanium: From surface characterization to in vivo assays
The entire route from anodic oxidation and surface characterization, including in vitro experiments and finally in vivo osseointegration assays were performed with the aim to evaluate nanotubular and crystalline annealed titanium oxides as a suitable surface for grade 2 titanium permanent implants. Polished titanium (T0) was compared with anodized surfaces obtained in acidic media with fluoride, leading to an ordered nanotubular structure of titanium oxide on the metal surface, characterized by tube diameter of 89 ± 24 nm (Tnts). Samples were thermally treated in air (TntsTT) to increase the anatase crystalline phase on nanotubes, with minor alteration of the structure. Corrosion tests were performed to evaluate the electrochemical response after 1, 14, and 28 days of immersion in simulated body fluid. Based on the in vitro results, heat-treated titanium nanotubes (TntsTT) were selected as a promissory candidate to continue with the osseointegration in vivo assays. The in vivo results showed no major improvement in the osseointegration process when compared with untreated Ti after 30 days of implantation and there also was a lower increase in the development of new osseous tissue.Fil: Gomez Sanchez, Andrea Valeria. Impacts of climate change on plant diseases – opinions and trends
There has been a remarkable scientific output on the topic of how climate change is likely to affect plant diseases in the coming decades. This review addresses the need for review of this burgeoning literature by summarizing opinions of previous reviews and trends in recent studies on the impacts of climate change on plant health. Sudden Oak Death is used as an introductory case study: Californian forests could become even more susceptible to this emerging plant disease, if spring precipitations will be accompanied by warmer temperatures, although climate shifts may also affect the current synchronicity between host cambium activity and pathogen colonization rate. A summary of observed and predicted climate changes, as well as of direct effects of climate change on pathosystems, is provided. Prediction and management of climate change effects on plant health are complicated by indirect effects and the interactions with global change drivers. Uncertainty in models of plant disease development under climate change calls for a diversity of management strategies, from more participatory approaches to interdisciplinary science. Involvement of stakeholders and scientists from outside plant pathology shows the importance of trade-offs, for example in the land-sharing vs. sparing debate. Further research is needed on climate change and plant health in mountain, boreal, Mediterranean and tropical regions, with multiple climate change factors and scenarios (including our responses to it, e.g. the assisted migration of plants), in relation to endophytes, viruses and mycorrhiza, using long-term and large-scale datasets and considering various plant disease control methods
Alpha-particle-induced complex chromosome exchanges transmitted through extra-thymic lymphopoiesis in vitro show evidence of emerging genomic instability
Human exposure to high-linear energy transfer α-particles includes environmental (e.g. radon gas and its decay progeny), medical (e.g. radiopharmaceuticals) and occupational (nuclear industry) sources. The associated health risks of α-particle exposure for lung cancer are well documented however the risk estimates for leukaemia remain uncertain. To further our understanding of α-particle effects in target cells for leukaemogenesis and also to seek general markers of individual exposure to α-particles, this study assessed the transmission of chromosomal damage initially-induced in human haemopoietic stem and progenitor cells after exposure to high-LET α-particles. Cells surviving exposure were differentiated into mature T-cells by extra-thymic T-cell differentiation in vitro. Multiplex fluorescence in situ hybridisation (M-FISH) analysis of naïve T-cell populations showed the occurrence of stable (clonal) complex chromosome aberrations consistent with those that are characteristically induced in spherical cells by the traversal of a single α-particle track. Additionally, complex chromosome exchanges were observed in the progeny of irradiated mature T-cell populations. In addition to this, newly arising de novo chromosome aberrations were detected in cells which possessed clonal markers of α-particle exposure and also in cells which did not show any evidence of previous exposure, suggesting ongoing genomic instability in these populations. Our findings support the usefulness and reliability of employing complex chromosome exchanges as indicators of past or ongoing exposure to high-LET radiation and demonstrate the potential applicability to evaluate health risks associated with α-particle exposure.This work was supported by the Department of Health, UK. Care of older people and people requiring palliative care with COVID-19: guidance from the Australian National COVID-19 Clinical Evidence Taskforce.
INTRODUCTION: Older people living with frailty and/or cognitive impairment who have coronavirus disease 2019 (COVID-19) experience higher rates of critical illness. There are also people who become critically ill with COVID-19 for whom a decision is made to take a palliative approach to their care. The need for clinical guidance in these two populations resulted in the formation of the Care of Older People and Palliative Care Panel of the National COVID-19 Clinical Evidence Taskforce in June 2020. This specialist panel consists of nursing, medical, pharmacy and allied health experts in geriatrics and palliative care from across Australia. MAIN RECOMMENDATIONS: The panel was tasked with developing two clinical flow charts for the management of people with COVID-19 who are i) older and living with frailty and/or cognitive impairment, and ii) receiving palliative care for COVID-19 or other underlying illnesses. The flow charts focus on goals of care, communication, medication management, escalation of care, active disease-directed care, and managing symptoms such as delirium, anxiety, agitation, breathlessness or cough. The Taskforce also developed living guideline recommendations for the care of adults with COVID-19, including a commentary to discuss special considerations when caring for older people and those requiring palliative care. CHANGES IN MANAGEMENT AS RESULT OF THE GUIDELINE: The practice points in the flow charts emphasise quality clinical care, with a focus on addressing the most important challenges when caring for older individuals and people with COVID-19 requiring palliative care. The adult recommendations contain additional considerations for the care of older people and those requiring palliative care
