    This article applies a method rarely explored in the studies of hermeneutics in our country: storytelling as a means of unveiling the meaning of legal norms. The experience of a concrete subject, the author of this essay, serves as a reference for a consideration of the relevance of race in the interpretative process. It claims that the social place of the interpreter and the relations of power that defines its position in the social hierarchies determine to a large extent the way in which he understands the role and purposes of law in a democratic society. This means that the experiences of minority groups can be an important reference for the debate about the ways in which the legal system can promote social emancipation. Thus, instead of the traditional theoretical discussions about equality, the article formulates a counter-hegemonic narrative based on an understanding of law from the perspective of a subaltern subject.Este artigo examina um método pouco explorado nos estudos sobre hermenêutica no nosso país: o storytelling como meio de desvelamento do sentido das normas jurídicas. A experiência de um sujeito concreto, o autor deste texto, serve como ponto de partida para uma reflexão sobre a relevância da raça no processo interpretativo. Parte-se do pressuposto de que o lugar social do intérprete e as relações de poder que o definem determinam em grande parte a forma como ele compreende as funções do direito. Isso significa que a análise da experiência de grupos minoritários pode ser uma referência importante para o debate sobre os meios a partir dos quais o sistema jurídico pode promover a emancipação social. Assim, no lugar das tradicionais reflexões teóricas sobre a igualdade, o artigo formula uma narrativa de caráter contra-hegemônico ao propor uma compreensão do direito a partir da voz de um sujeito subalterno

    Intelligent control of a single-link flexible manipulator using sliding modes and artificial neural networks

    This letter presents a new intelligent control scheme for the accurate trajectory tracking of flexible link manipulators. The proposed approach is mainly based on a sliding mode controller for underactuated systems with an embedded artificial neural network to deal with modelling inaccuracies. The adopted neural network only needs a single input and one hidden layer, which drastically reduces the computational complexity of the control law and allows its implementation in low-power microcontrollers. Online learning, rather than supervised offline training, is chosen to allow the weights of the neural network to be adjusted in real time during the tracking. Therefore, the resulting controller is able to cope with the underactuating issues and to adapt itself by learning from experience, which grants the capacity to deal with plant dynamics properly. The boundedness and convergence properties of the tracking error are proved by evoking Barbalat's lemma in a Lyapunov-like stability analysis. Experimental results obtained with a small single-link flexible manipulator show the efficacy of the proposed control scheme, even in the presence of a high level of uncertainty and noisy signals

    Updates on malaria epidemiology and profile in Cabo Verde from 2010 to 2019: the goal of elimination.

    BACKGROUND: Located in West Africa, Cabo Verde is an archipelago consisting of nine inhabited islands. Malaria has been endemic since the settlement of the islands during the sixteenth century and is poised to achieve malaria elimination in January 2021. The aim of this research is to characterize the trends in malaria cases from 2010 to 2019 in Cabo Verde as the country transitions from endemic transmission to elimination and prevention of reintroduction phases. METHODS: All confirmed malaria cases reported to the Ministry of Health between 2010 and 2019 were extracted from the passive malaria surveillance system. Individual-level data available included age, gender, municipality of residence, and the self-reported countries visited if travelled within the past 30 days, therby classified as imported. Trends in reported cases were visualized and multivariable logistic regression used to assess risk factors associated with a malaria case being imported and differences over time. RESULTS: A total of 814 incident malaria cases were reported in the country between 2010 and 2019, the majority of which were Plasmodium falciparum. Overall, prior to 2017, when the epidemic occurred, 58.1% (95% CI 53.6-64.6) of infections were classified as imported, whereas during the post-epidemic period, 93.3% (95% CI 86.9-99.7) were imported. The last locally acquired case was reported in January 2018. Imported malaria cases were more likely to be 25-40 years old (AOR: 15.1, 95% CI 5.9-39.2) compared to those under 15 years of age and more likely during the post-epidemic period (AOR: 56.1; 95% CI 13.9-225.5) and most likely to be reported on Sao Vicente Island (AOR = 4256.9, 95% CI = 260-6.9e+4) compared to Boavista. CONCLUSIONS: Cabo Verde has made substantial gains in reducing malaria burden in the country over the past decade and are poised to achieve elimination in 2021. However, the high mobility between the islands and continental Africa, where malaria is still highly endemic, means there is a constant risk of malaria reintroduction. Characterization of imported cases provides useful insight for programme and enables better evidence-based decision-making to ensure malaria elimination can be sustained

    Caracterização de uma liga de magnésio processada via laminação assimétrica / Characterization of a magnesium alloy processed by asymmetric rolling

    Este estudo teve como objetivo avaliar a influência da assimetria durante o processo de laminação com reduções de 10% e 20% na espessura empregada à liga de magnésio AZ31, do ponto de vista microestrutural e propriedade mecânica. Diversos estudos têm sido realizados nas ligas de magnésio visando adquirir melhores propriedades mecânicas, sobretudo conformabilidade, pois esta é uma das principais limitações encontradas na liga. Neste trabalho são apresentados os resultados microestruturais e mecânicos para amostras processadas por laminação simétrica e assimétrica nas reduções de 10% e 20% nas temperaturas ambiente, 100 °C, 200 °C, 300 °C e 400 °C. Foi observado que todas as amostras submetidas ao processo de laminação assimétrica apresentaram um valor maior de dureza em relação àquelas laminadas simetricamente. Também, observou-se que as amostras laminadas a 400°C apresentaram grãos refinados, podendo ser um indício de que tenha ocorrido a recristalização. Uma vez que este efeito também pôde ser observado a 300 °C, porém exclusivamente para a amostra laminada assimetricamente, este resultado pode estar relacionado ao processo assimétrico promover uma maior deformação no material
