Capture of fiscal transfers: a study of Brazilian local governments

O artigo analisa um problema observado nas relações fiscais entre entes de uma federação: a captura, por grupos de interesse, das transferências recebidas por governos locais. Quatro hipóteses estabelecidas pela literatura são testadas: a captura cresce com o aumento do grau de ilusão fiscal, com a redução do poder de barganha do eleitor, nos governos locais sobrefinanciados e com a elevação da pobreza local. Os testes empíricos usam dados dos municípios brasileiros. Os resultados econométricos são coerentes com as hipóteses estabelecidas pela literatura e indicam caminhos para a prevenção da captura quando do dese-nho do sistema de transferências intergovernamentais.This paper deals with a problem observed in federal fiscal relations: the capture of transfers received by local interest groups. Four hypotheses established in the literature are tested: capture is expected to increase with fiscal illusion, low bargaining power of the voter, over-financing of some local governments, and degree of poverty. The empirical tests use data from Brazilian local governments. The econometric results are coherent with the hypotheses and give hints on how to prevent capture when designing an intergovernmental transfer system

FEDERALISMO FISCAL E CRESCIMENTO DO GOVERNO: EVIDÊNCIAS ELEITORAIS PARA O BRASIL

Political economy literature considers fiscal federalism as a mechanism to refrain the growth of government. However, an unbalanced federalism may induce government growth. This paper studies the Brazilian case, in which the municipalities are beneficiaries of a common pool of federal and state fiscal resources. It is shown that an increase in municipal expenditure and the creation of new municipalities, funded by the common pool, are winner electoral strategies for mayors that seek reelection, which induces the growth of government through the years. It is used a probit selection econometric model.

Theory and experiment for single lens fiber optical microphone

Are voters fiscal conservatives? Evidence from Brazilian municipal elections

Some papers in literature show that voters are fiscal conservatives, while others find evidence of a preference for fiscal profligacy. We use a traditional Probit model to analyze the preference of Brazilian municipal voters in the 2000 election. The main result suggests that voters prefer greater expenditure. We present evidence that this result is a consequence of a fiscal federalism model where there is a soft budget constraint for municipalities (institutional context). Moreover, we obtained evidence that voters with different levels of schooling impose a different result on expenditure. The effect of expenditure is more marked in municipalities with a low level of literacy.Alguns artigos na literatura mostram que os eleitores são conservadores em assuntos fiscais enquanto outros encontram evidências de preferência por uma expansão fiscal. Nós usamos um modelo Probit tradicional para analisar a preferência dos eleitores municipais brasileiros na eleição de 2000. Nosso principal resultado sugere que os eleitores preferem mais gastos. Apresentamos algumas evidências de que esse resultado é uma consequência do modelo de federalismo fiscal existente no qual predomina uma restrição orçamentária fraca para os municípios (contexto institucional). Adicionalmente, obtivemos evidências de que os eleitores com diferentes níveis de escolaridade impõem diferente resultado nos gastos. O efeito do gasto é maior nos municípios onde o nível de alfabetização é menor

Exílio e erotismo no Retrato de la Lozana andaluza e em suas recriações

Primeiro há uma análise de duas recriações do Retrato para outros contextos e em diferentes linguagens: o filme La Lozana andaluza (1974), de Vicente Escrivá e a peça teatral La Lozana andaluza (1963) de Rafael Alberti, seguido de um estudo complementar sobre a fragmentação das formas no Retrato e em outros autores, como Pietro Aretino, Bertolt Brecht e Giuseppe Arcimboldo. Na sequência trato da relação entre erotismo, religião, inquisição, feitiçaria, trabalho e prostituição, para estabelecer a relação destes conceitos entre si no Retrato e também o que se percebe presente nas recriações de Escrivá e de Alberti. Finalmente, problematizo o conceito de exílio tomando por base suas manifestações no Retrato, através de uma revisita ao conceito tradicional de exílio.Abstract : This paper addresses some questions about the book Retrato de la Lozana andaluza, by Francisco Delicado. First there is an analysis of two recreations of Retrato to other contexts and in different languages: the film La Lozana Andaluza (1974), by Vicente Escrivá and theater play La Lozana Andaluza (1963) by Rafael Alberti, followed by an additional study on the fragmentation of form in Retrato and other authors like Pietro Aretino, Bertolt Brecht and Giuseppe Arcimboldo. Further on, I work with the relationship between eroticism, religion, inquisition, witchcraft, work and prostitution, to establish the relationship of these concepts with Retrato and also how they can be seen as present in the recreations by Escrivá and Alberti. Finally, I problematize the concept of exile on the basis its manifestations in Retrato, through revisiting the traditional concept of exile
