    New Perspectives on Transforming States' Health and Human Services: Practical Commentaries on the First Year of the Work Support Strategies Initiative

    Millions of low-income working families in America today are struggling to make ends meet. While working hard, often in low-wage jobs, many of these families are living close to the edge of hardship and have little or no resources to fall back on in case of emergencies. Public benefit programs can make a huge difference in the well-being of these working families, providing help with food, child care, and health insurance expenses. These programs help families address immediate needs and weather short-term crises, such as repairing a car needed to get to work or dealing with an unexpected health problem. They can make it possible for families to hold onto their jobs in these emergencies, stabilizing employment and keeping families from falling further into poverty. Yet many families that are eligible for public benefit programs do not participate. Although the recession and its aftermath led to unprecedented increases in receipt of nutrition assistance through the federal Supplemental Nutrition Assistance Program (SNAP), the latest data (from 2010) show that only 65 percent of the eligible working poor are participating. Similarly, of all children eligible for public health insurance coverage through Medicaid or the Children's Health Insurance Program, only 86 percent are participating. The participation rate for public health insurance for parents is only 66 percent. And, these participation rates vary widely across states.The Work Support Strategies, or WSS, Initiative is motivated by the value public benefit programs can provide to working families and the belief that the states and localities administering these programs can improve how eligible families access and retain these benefits. In the first year of the demonstration, nine states took on the challenge of streamlining, integrating, and improving the provision of work support benefits through their SNAP, Medicaid, and child care programs (and, in some states, additional programs such as heating assistance and cash welfare). While most states hope their efforts will also reduce burden on caseworkers and administrative costs in these systems, all are motivated to improve the lives of the families they serve

    SRAO CO Observation of 11 Supernova Remnants in l = 70 to 190 deg

    We present the results of 12CO J = 1-0 line observations of eleven Galactic supernova remnants (SNRs) obtained using the Seoul Radio Astronomy Observatory (SRAO) 6-m radio telescope. The observation was made as a part of the SRAO CO survey of SNRs between l = 70 and 190 deg, which is intended to identify SNRs interacting with molecular clouds. The mapping areas for the individual SNRs are determined to cover their full extent in the radio continuum. We used halfbeam grid spacing (60") for 9 SNRs and full-beam grid spacing (120") for the rest. We detected CO emission towards most of the remnants. In six SNRs, molecular clouds showed a good spatial relation with their radio morphology, although no direct evidence for the interaction was detected. Two SNRs are particularly interesting: G85.4+0.7, where there is a filamentary molecular cloud along the radio shell, and 3C434.1, where a large molecular cloud appears to block the western half of the remnant.     The emergence of a new source of X-rays from the binary neutron star merger GW170817

    The binary neutron-star (BNS) merger GW170817 is the first celestial object from which both gravitational waves (GWs) and light have been detected enabling critical insight on the pre-merger (GWs) and post-merger (light) physical properties of these phenomena. For the first 3\sim 3 years after the merger the detected radio and X-ray radiation has been dominated by emission from a structured relativistic jet initially pointing 1525\sim 15-25 degrees away from our line of sight and propagating into a low-density medium. Here we report on observational evidence for the emergence of a new X-ray emission component at δt>900\delta t>900 days after the merger. The new component has luminosity Lx5×1038ergs1L_x \approx 5\times 10^{38}\rm{erg s^{-1}} at 1234 days, and represents a 3.5σ\sim 3.5\sigma - 4.3σ4.3\sigma excess compared to the expectations from the off-axis jet model that best fits the multi-wavelength afterglow of GW170817 at earlier times. A lack of detectable radio emission at 3 GHz around the same time suggests a harder broadband spectrum than the jet afterglow. These properties are consistent with synchrotron emission from a mildly relativistic shock generated by the expanding merger ejecta, i.e. a kilonova afterglow. In this context our simulations show that the X-ray excess supports the presence of a high-velocity tail in the merger ejecta, and argues against the prompt collapse of the merger remnant into a black hole. However, radiation from accretion processes on the compact-object remnant represents a viable alternative to the kilonova afterglow.     Stateful Contracts for Affine Types

    Abstract. Affine type systems manage resources by preventing some values from being used more than once. This offers expressiveness and performance benefits, but difficulty arises in interacting with components written in a conventional language whose type system provides no way to maintain the affine type system’s aliasing invariants. We propose and implement a technique that uses behavioral contracts to mediate between code written in an affine language and code in a conventional typed language. We formalize our approach via a typed calculus with both affine-typed and conventionally-typed modules. We show how to preserve the guarantees of both type systems despite both languages being able to call into each other and exchange higher-order values.

    Glutamine dipeptide supplementation improves clinical responses in patients with diabetic foot syndrome

    ABSTRACT The effect of glutamine dipeptide (GDP) supplementation in patients with diabetic foot syndrome was evaluated. A total of 22 patients took part in the study. GDP was supplied in 10 g sachets, and was dissolved in water immediately before use, with ingestion once a day, after lunch or after dinner (20 g/day) over a period of 30 days. Quantification of foot insensitive areas, oxidative stress, blood cytokines, and biochemical, hematological and toxicological parameters was performed before and after GDP supplementation. We observed an increase in blood levels of interferon-&#945; (P=0.023), interferon-&#947; (P=0.038), interleukin-4 (P=0.003), interleukin-6 (P=0.0025), interleukin-7 (P=0.028), interleukin-12 p40 (P=0.017), interleukin-13 (P=0.001), leukocytes (P=0.037), eosinophils (P=0.049), and typical lymphocytes (P<0.001) due to GDP administration. In addition, we observed a reduced number (P=0.048) of insensitive areas on the foot, and reduction (P=0.047) of fasting hyperglycemia. Patients also showed increased blood high density lipoprotein (P<0.01) and protein thiol groups (P=0.004). These favorable results were associated with the absence of renal and hepatic toxicity. These results are of clinical relevance, since supplementation with GDP over 30 days improved clinical responses in patients with diabetic foot syndrome
