Подано оцінку можливих економічних та соціальних наслідків їх підвищення, виявлено як позитивні, так і негативні тенденції, зроблено висновки щодо доцільності змін. Ключові слова: акцизний збір, ставка акцизного збору, підакцизні товари.Проанализированы основные тенденции изменения ставок акцизного сбора с алкогольной продукции и табачных изделий в Украине и предложена сравнительная характеристика законодательного обеспечения. Дана оценка возможных экономических и социальных последствий их повышения, выявлены как положительные, так и отрицательные тенденции, сделаны выводы о целесообразности изменения. Ключевые слова: акцизный сбор, ставка акцизного сбора, подакцизные товары.The basic tendencies in changing of excise duties’ rate, specifically in alcoholic and tobacco products, in Ukraine were analysed, and was shifted the comparison characteristic of the legislative control. The estimation of possible economic and social outcome of the rate increase was made, both negative and positive its tendencies were revealed, and was drawn the conclusion on the expedience of changes.     Characteristics of the modelled meteoric freshwater budget of the western Antarctic Peninsula

    Rapid climatic changes in the western Antarctic Peninsula (WAP) have led to considerable changes in the meteoric freshwater input into the surrounding ocean, with implications for ocean circulation, the marine ecosystem and sea-level rise. In this study, we use the high-resolution Regional Atmospheric Climate Model RACMO2.3, coupled to a firn model, to assess the various contributions to the meteoric freshwater budget of the WAP for 1979–2014: precipitation (snowfall and rainfall), meltwater runoff to the ocean, and glacial discharge. Snowfall is the largest component in the atmospheric contribution to the freshwater budget, and exhibits large spatial and temporal variability. The highest snowfall rates are orographically forced and occur over the coastal regions of the WAP (View the MathML source>2000mm water equivalent (w.e.) y−1y−1) and extend well onto the ocean up to the continental shelf break; a minimum View the MathML source(∼500mmw.e.y−1) is reached over the open ocean. Rainfall is an order of magnitude smaller, and strongly depends on latitude and season, being large in summer, when sea ice extent is at its minimum. For Antarctic standards, WAP surface meltwater production is relatively large View the MathML source(>50mmw.e.y−1), but a large fraction refreezes in the snowpack, limiting runoff. Only at a few more northerly locations is the meltwater predicted to run off into the ocean. In summer, we find a strong relationship of the freshwater fluxes with the Southern Annular Mode (SAM) index. When SAM is positive and occurs simultaneously with a La Niña event there are anomalously strong westerly winds and enhanced snowfall rates over the WAP mountains, Marguerite Bay and the Bellingshausen Sea. When SAM coincides with an El Niño event, winds are more northerly, reducing snowfall and increasing rainfall over the ocean, and enhancing orographic snowfall over the WAP mountains. Assuming balance between snow accumulation (mass gain) and glacial discharge (mass loss), the largest glacial discharge is found for the regions around Adelaide Island View the MathML source(10Gty−1), Anvers Island View the MathML source(8Gty−1) and southern Palmer Land View the MathML source(12Gty−1), while a minimum View the MathML source(<2Gty−1) is found in Marguerite Bay and the northern WAP. Glacial discharge is in the same order of magnitude as the direct freshwater input into the ocean from snowfall, but there are some local differences. The spatial patterns in the meteoric freshwater budget have consequences for local productivity and carbon drawdown in the coastal ocean

    Deformation and failure of the ice bridge on the Wilkins Ice Shelf, Antarctica

    A narrow bridge of floating ice that connected the Wilkins Ice Shelf, Antarctica, to two confining islands eventually collapsed in early April 2009. In the month preceding the collapse, we observed deformation of the ice bridge by means of satellite imagery and from an in situ GPS station. TerraSAR-X images (acquired in stripmap mode) were used to compile a time series. The ice bridge bent most strongly in its narrowest part (westerly), while the northern end (near Charcot Island) shifted in a northeasterly direction. In the south, the ice bridge experienced compressive strain parallel to its long axis. GPS position data were acquired a little south of the narrowest part of the ice bridge from 19 January 2009. Analysis of these data showed both cyclic and monotonic components of motion. Meteorological data and re-analysis of the output of weather-prediction models indicated that easterly winds were responsible for the cyclic motion component. In particular, wind stress on the rough ice melange that occupied the area to the east exerted significant pressure on the ice bridge. The collapse of the ice bridge began with crack formation in the southern section parallel to the long axis of the ice bridge and led to shattering of the southern part.     Changes in the firn structure of the western Greenland Ice Sheet caused by recent warming

    Atmospheric warming over the Greenland Ice Sheet during the last 2 decades has increased the amount of surface meltwater production, resulting in the migration of melt and percolation regimes to higher altitudes and an increase in the amount of ice content from refrozen meltwater found in the firn above the superimposed ice zone. Here we present field and airborne radar observations of buried ice layers within the near-surface (0–20 m) firn in western Greenland, obtained from campaigns between 1998 and 2014. We find a sharp increase in firn-ice content in the form of thick widespread layers in the percolation zone, which decreases the capacity of the firn to store meltwater. The estimated total annual ice content retained in the near-surface firn in areas with positive surface mass balance west of the ice divide in Greenland reached a maximum of 74 ± 25 Gt in 2012, compared to the 1958–1999 average of 13 ± 2 Gt, while the percolation zone area more than doubled between 2003 and 2012. Increased melt and column densification resulted in surface lowering averaging −0.80 ± 0.39 m yr−1 between 1800 and 2800 m in the accumulation zone of western Greenland. Since 2007, modeled annual melt and refreezing rates in the percolation zone at elevations below 2100 m surpass the annual snowfall from the previous year, implying that mass gain in the region is retained after melt in the form of refrozen meltwater. If current melt trends over high elevation regions continue, subsequent changes in firn structure will have implications for the hydrology of the ice sheet and related abrupt seasonal densification could become increasingly significant for altimetry-derived ice sheet mass balance estimates

    Regional climate of the Larsen B embayment 1980–2014

    Understanding the climate response of the Antarctic Peninsula ice sheet is vital for accurate predictions of sea-level rise. However, since climate models are typically too coarse to capture spatial variability in local scale meteorological processes, our ability to study specific sectors has been limited by the local fidelity of such models and the (often sparse) availability of observations. We show that a high-resolution (5.5 km × 5.5 km) version of a regional climate model (RACMO2.3) can reproduce observed interannual variability in the Larsen B embayment sufficiently to enable its use in investigating long-term changes in this sector. Using the model, together with automatic weather station data, we confirm previous findings that the year of the Larsen B ice shelf collapse (2001/02) was a strong melt year, but discover that total annual melt production was in fact ~30% lower than 2 years prior. While the year before collapse exhibited the lowest melting and highest snowfall during 1980–2014, the ice shelf was likely pre-conditioned for collapse by a series of strong melt years in the 1990s. Melt energy has since returned to pre-1990s levels, which likely explains the lack of further significant collapse in the region (e.g. of SCAR Inlet)
