Stärkung der Integration von Klimaanpassung an Hitze und Starkregen in die kommunale Planung
Damit eine Stadt gegenüber dem fortschreitenden Klimawandel gewappnet ist, sind die Integration von Klimaanpassungsmaßnahmen in kommunale Planungsprozesse und die Schaffung von konkreten Planungs- und Handlungsgrundlagen wesentlich. Dieses politische Empfehlungspapier fasst für Bund, Länder und Kommunen zwölf Handlungsempfehlungen zusammen, die zur Stärkung der Integration von Klimaanpassung an Hitze und Starkregen in die kommunale Planung beitragen. Es verfolgt dabei zwei Ziele: Erstens sollen die Rahmenbedingungen zur Integration von Klimaanpassungsbelangen in die Stadtplanung auf Bundes- und Landesebene verbessert werden. Zweitens sollen Klimaanpassungsbelange insgesamt stärker und angemessener in die formelle und informelle Planung der kommunalen Ebene integriert werden.
Die Empfehlungen richten sich an politische Entscheidungsträgerinnen und Akteurinnen, die direkt oder indirekt bei der Integration von Klimaanpassung in kommunale Planungsprozesse mitwirken und mitentscheiden. Dies sind insbesondere politische Entscheidungsträgerinnen auf Bundes-, Landes- und kommunaler Ebene, die kommunale Verwaltung, Klimaanpassungsmanagerinnen, Landschafts- und Städteplanerinnen, sowie Multiplikatorinnen wie der Landkreistag und der Städte- und Gemeindebund. Die Handlungsempfehlungen wurden im Rahmen des Forschungsprojektes "ExTrass: Urbane Resilienz gegenüber extremen Wetterereignissen — Typologien und Transfer von Anpassungsstrategien in kleinen Großstädten und Mittelstädten" (als Teil der BMBF-Leitinitiative Zukunftsstadt) im engen Austausch zwischen kommunalen Fachplanerinnen, weiteren kommunalen Vertreterinnen und Wissenschaftlerinnen erarbeitet
Urban public health, a multidisciplinary approach
Urban environment is a highly complex interactive socio-physical system, with competing expectations and priorities. Public health interventions have always had a fundamental role in the control of diseases in cities. WHO considers urbanization as one of the key challenges for public health in the twenty-first century, since cities offer significant opportunities to improve public health if health-enhancing policies and actions are promoted. A multidisciplinary approach is required, but the basic differences existing between technical and health disciplines make the interaction difficult. The multidisciplinary collaboration is still at a very early stage of development, and needs to be further understood and planned. The author concludes stressing the need for a transversal training, but also for sharing knowledge, instruments and methods, involving all the actors in the planning process, to develop a real multidisciplinary approach

Instrumente und Maßnahmen der kommunalen Klimaanpassung: Empirische Befunde für einen erfolgreichen Transfer
Der vorliegende Bericht untersucht Lern- und Transferprozesse zwischen sowie innerhalb von Städten sowie das Transferpotenzial konkreter Wissenstransfer-Medien, Instrumente und Maßnahmen. Damit wird das Ziel verfolgt, ein besseres Verständnis dieser Prozesse zu entwickeln und einen Beitrag zur Verbesserung des Transfers von kommunalen Klimaanpassungsaktivitäten zu leisten. Er baut dabei auf einer vorangegangenen Analyse des Forschungsstands zum Transfer von Policies durch Haupt et al. (2021) auf und versucht, den bereits generierten Wissensstand auf der Ebene von Policies nun um die Ebene konkreter Instrumente und Maßnahmen zu ergänzen sowie durch empirische Befunde zu ausgewählten Maßnahmen zu untermauern. Die Wissens- und Datengrundlage dieses Berichts umfasst einen Mix aus verschiedenen (Online)-Befragungen und Interviews mit Vertreter:innen relevanter Akteursgruppen, vor allem Vertreter:innen von Stadtverwaltungen, sowie den Erfahrungswerten der drei Projekt-Fallstudienstädte Potsdam, Remscheid und Würzburg

Urbane Resilienz gegenüber extremen Wetterereignissen: Gemeinsamer Verbundabschlussbericht des Forschungsprojektes ExTrass
Das Projekt ExTrass hatte zwei Ziele: Das erste Ziel war es, Klimaresilienz in den drei Fallstudienstädten Potsdam, Remscheid und Würzburg messbar zu stärken. Das zweite Ziel war es, Transferpotenziale zwischen Groß- und Mittelstädten in Deutschland zu identifizieren und besser nutzbar zu machen, sodass die Wirkung von Pilotvorhaben über die direkt involvierten Städte hinausgehen kann. Dies sollte in enger Zusammenarbeit mit den Stadtverwaltungen sowie zivilgesellschaftlichen Akteur:innen des Katastrophenschutzes erfolgen.
Dabei standen folgende Leitfragen im Fokus:
• Wie verbreitet sind Klimaanpassungsaktivitäten in Großstädten und größeren kreisfreien Mittelstädten in Deutschland?
• Welche hemmenden und begünstigenden Faktoren beeinflussen die Klimaanpassung?
• Welche Maßnahmen der Klimaanpassung werden tatsächlich umgesetzt, und wie kann die Umsetzung verbessert werden? Was behindert?
• Inwiefern lassen sich Beispiele guter Praxis auf andere Städte übertragen, adaptieren oder weiterentwickeln
IL-17 Expression in the Time Course of Acute Anti-Thy1 Glomerulonephritis
Background Interleukin-17 (IL-17) is a new pro-inflammatory cytokine involved
in immune response and inflammatory disease. The main source of IL-17 is a
subset of CD4+ T-helper cells, but is also secreted by non-immune cells. The
present study analyzes expression of IL-17 in the time course of acute anti-
thy1 glomerulonephritis and the role of IL-17 as a potential link between
inflammation and fibrosis. Methods Anti-thy1 glomerulonephritis was induced
into male Wistar rats by OX-7 antibody injection. After that, samples were
taken on days 1, 5, 10 (matrix expansion phase), 15 and 20 (resolution phase).
PBS-injected animals served as controls. Proteinuria and histological matrixes
score served as the main markers for disease severity. In in vitro
experiments, NRK-52E cells were used. For cytokine expressions, mRNA and
protein levels were analyzed by utilizing RT-PCR, in situ hybridization and
immunofluorescence. Results Highest IL-17 mRNA-expression (6.50-fold vs. con;
p<0.05) was found on day 5 after induction of anti-thy1 glomerulonephritis
along the maximum levels of proteinuria (113 ± 13 mg/d; p<0.001), histological
glomerular-matrix accumulation (82%; p<0.001) and TGF-β1 (2.2-fold; p<0.05),
IL-6 mRNA expression (36-fold; p<0.05). IL-17 protein expression co-localized
with the endothelial cell marker PECAM in immunofluorescence. In NRK-52E
cells, co-administration of TGF-β1 and IL-6 synergistically up-regulated IL-17
mRNA 4986-fold (p<0.001). Conclusions The pro-inflammatory cytokine IL-17 is
up-regulated in endothelial cells during the time course of acute anti-thy1
glomerulonephritis. In vitro, NRK-52E cells secrete IL-17 under pro-fibrotic
and pro-inflammatory conditions
Southern African Large Telescope Spectroscopy of BL Lacs for the CTA project
In the last two decades, very-high-energy gamma-ray astronomy has reached maturity: over 200 sources have been detected, both Galactic and extragalactic, by ground-based experiments. At present, Active Galactic Nuclei (AGN) make up about 40% of the more than 200 sources detected at very high energies with ground-based telescopes, the majority of which are blazars, i.e. their jets are closely aligned with the line of sight to Earth and three quarters of which are classified as high-frequency peaked BL Lac objects. One challenge to studies of the cosmological evolution of BL Lacs is the difficulty of obtaining redshifts from their nearly featureless, continuum-dominated spectra. It is expected that a significant fraction of the AGN to be detected with the future Cherenkov Telescope Array (CTA) observatory will have no spectroscopic redshifts, compromising the reliability of BL Lac population studies, particularly of their cosmic evolution. We started an effort in 2019 to measure the redshifts of a large fraction of the AGN that are likely to be detected with CTA, using the Southern African Large Telescope (SALT).
