    Hercules AS4 graphite fiber, unsized, or with EPON 828, PVA, or polysulfone sizing, was combined with three different polymer matrices. These included Hercules 3501-6 epoxy, Hercules 4001 bismaleimide, and Hexcel F155 rubber toughened epoxy. Unidirectional composites in all twelve combinations were fabricated and tested in transverse tension and axial compression. Quasi-isotropic laminates were tested in axial tension and compression, flexure, interlaminar shear, and tensile impact. All tests were conducted at both room temperature, dry and elevated temperature, and wet conditions. Single fiber pullout testing was also performed. Extensive scanning electron microphotographs of fracture surfaces are included, along with photographs of single fiber pullout failures. Analytical/experimental correlations are presented, based on the results of a finite element micromechanics analysis. Correlations between matrix type, fiber sizing, hygrothermal environment, and loading mode are presented. Results indicate that the various composite properties were only moderately influenced by the fiber sizings utilized

    Program for refan JT8D engine design, fabrication and test, phase 2

    The objective of the JT8D refan program was to design, fabricate, and test certifiable modifications of the JT8D engine which would reduce noise generated by JT8D powered aircraft. This was to be accomplished without affecting reliability and maintainability, at minimum retrofit cost, and with no performance penalty. The mechanical design, engine performance and stability characteristics at sea-level and altitude, and the engine noise characteristics of the test engines are documented. Results confirmed the structural integrity of the JT8D-109. Engine operation was stable throughout the airplane flight envelope. Fuel consumption of the test engines was higher than that required to meet the goal of no airplane performance penalty, but the causes were identified and corrected during a normal pre-certification engine development program. Compared to the baseline JT8D-109 engine, the acoustically treated JT8D-109 engine showed noise reductions of 6 PNdB at takeoff and 11 PNdB at a typical approach power setting

    A comparison of reflector antenna designs for wide-angle scanning

    Conventional reflector antennas are typically designed for up to + or - 20 beamwidths scan. An attempt was made to stretch this scan range to some + or - 300 beamwidths. Six single and dual reflector antennas were compared. It is found that a symmetrical parabolic reflector with f/D = 2 and a single circular waveguide feed has the minimum scan loss (only 0.6 dB at Theta sub 0 = 8 deg, or a 114 beamwidths scan). The scan is achieved by tilting the parabolic reflector by an angle equal to the half-scan angle. The f/D may be shortened if a cluster 7 to 19 elements instead of one element is used for the feed. The cluster excitation is adjusted for each new beam scan direction to compensate for the imperfect field distribution over the reflector aperture. The antenna can be folded into a Cassegrain configuration except that, due to spillover and blockage considerations, the amount of folding achievable is small

    A Conceptual Design Study on the Application of Liquid Metal Heat Transfer Technology to the Solar Thermal Power Plant

    Alkali metal heat transfer technology was used in the development of conceptual designs for the transport and storage of sensible and latent heat thermal energy in distributed concentrator, solar Stirling power conversion systems at a power level of 15 kWe per unit. Both liquid metal pumped loop and heat pipe thermal transport were considered; system configurations included: (1) an integrated, focal mounted sodium heat pipe solar receiver (HPSR) with latent heat thermal energy storage; (2) a liquid sodium pumped loop with the latent heat storage, Stirling engine-generator, pump and valves located on the back side of the concentrator; and (3) similar pumped loops serving several concentrators with more centralized power conversion and storage. The focus mounted HPSR was most efficient, lightest and lowest in estimated cost. Design confirmation testing indicated satisfactory performance at all angles of inclination of the primary heat pipes to be used in the solar receiver

    Charge Offset Stability in Si Single Electron Devices with Al Gates

    We report on the charge offset drift (time stability) in Si single electron devices (SEDs) defined with aluminum (Al) gates. The size of the charge offset drift (0.15 ee) is intermediate between that of Al/AlOx_x/Al tunnel junctions (greater than 1 ee) and Si SEDs defined with Si gates (0.01 ee). This range of values suggests that defects in the AlOx_x are the main cause of the charge offset drift instability

    Judging Aggregate Settlement

    While courts historically have taken a hands-off approach to settlement, judges across the legal spectrum have begun to intervene actively in “aggregate settlements”—repeated settlements between the same parties or institutions that resolve large groups of claims in a lockstep manner. In large-scale litigation, for example, courts have invented, without express authority, new “quasi-class action” doctrines to review the adequacy of massive settlements brokered by similar groups of attorneys. In recent and prominent agency settlements, including ones involving the SEC and EPA, courts have scrutinized the underlying merits to ensure settlements adequately reflect the interests of victims and the public at large. Even in criminal law, which has lagged behind other legal systems in acknowledging the primacy of negotiated outcomes, judges have taken additional steps to review iterant settlement decisions routinely made by criminal defense attorneys and prosecutors. Increasingly, courts intervene in settlements out of a fear commonly associated with class action negotiations—that the “aggregate” nature of the settlement process undermines the courts’ ability to promote legitimacy, loyalty, accuracy and the development of substantive law. Unfortunately, when courts step in to review the substance of settlements on their own, they may frustrate the parties’ interests, upset the separation of powers, or stretch the limits of their ability. The phenomenon of aggregate settlement thus challenges the judiciary’s duty to preserve the integrity of the civil, administrative, and criminal justice systems. This Article maps the new and critical role that courts must play in policing aggregate settlements. We argue that judicial review should exist to alert and press other institutions—private associations of attorneys, government lawyers, and the coordinate branches of government—to reform bureaucratic approaches to settling cases. Such review would not mean interfering with the final outcome of any given settlement. Rather, judicial review would instead mean demanding more information about the parties’ competing interests in settlement, more participation by outside stakeholders, and more reasoned explanations for the trade-offs made by counsel on behalf of similarly situated parties. In so doing, courts can provide an important failsafe that helps protect the procedural, substantive, and rule-of-law values threatened by aggregate settlements
