    Bureaucratic and political relations in Indonesia has always been volatile. During the New Order, with monoloyality policy, bureaucracy always used as a political machine by the regime power for political mobilization , in order to support the power of the status quo . After the regime fell and was replaced by the era of the Reformation in 1998, there was a fundamental political system , especially the central and local relations . From the pattern of centralized , become more autonomous and decentralized . Likewise, the local elections were originally selected by the DPRD , be elected directly by the people . This change on the one hand gives the positive sense that is to increase the political participation of the people , but on the other hand is causing civil into practical politics. This study seeks to explain why the politicization of the bureaucracy in the elections of regional heads Siak in 2011 and what their impact on government and the bureaucracy . For qualitative research method was chosen by the technique of collecting data through in-depth interviews, which is the key informants in this study is a good class of people who work as civil servants , party officials or politicians , community leaders , entrepreneurs , which have an understanding of the information needed. The results of this study showed that the process of the Election Siak in 2011 , there has been politicization of the bureaucracy in the form of the mobilization of civil servants as a political machine that is used by the regional head candidates who will be contesting the General Election with access to bureaucratic power . Many violations and civil servants involved in practical politics , so the lawsuit and reap Election results do not lead to the creation of bureaucratic neutrality . Bureaucratic politics as a tool or instrument to collect political support for prospective candidates to seize power , It certainly has damaged the spirit of the general election free and fair in the democratic principles contained.Keywords : Politicization, Bureaucracy , civil servants mobilizatio

    The purpose of this present research was to analyze the Regulation of Geng Motor in Pekanbaru Year 2012-2013 (Study of City Government at Public Policy Procedure). Cruelness which was done by geng motor in Pekanbaru really fidgety society and rise victims, so the researcher interested to analyze the regulation of geng motor. The problems in this research were; what factor because geng motor show up, why perda number 5 year 2002 did not optimal, and why perda was not synergy to prevent public procedure.Qualitative research was used in this research. The collected data were analyzed by descriptive. This research used observation document and interview with informant. The data was primary and secondary from observation and interview.Based on this research of regulation of geng motor in Pekanbaru year 2012-2013 (study of city government at public policy procedure) is suggest that happen because identity crisis of teen, bad influence from age friend, weak of self-control, community and bad environment. Problem of geng motor not only classing public procedure but also include in law area and have to act undoubtful by officers in this problem is policy.     Structure of rabbit liver fructose 1,6-bisphosphatase at 2.3 Ă… resolution

    The three-dimensional structure of the R form of rabbit liver fructose 1,6-bisphosphatase (Fru-1,6-Pase; E.C. 3.1.3.11) has been determined by a combination of heavy-atom and molecular-replacement methods. A model, which includes 2394 protein atoms and 86 water molecules, has been refined at 2.3 Ă… resolution to a crystallographic R factor of 0.177. The root-mean-square deviations of bond distances and angles from standard geometry are 0.012 Ă… and 1.7°, respectively. This structural result, in conjunction with recently redetermined amino-acid sequence data, unequivocally establishes that the rabbit liver enzyme is not an aberrant bisphosphatase as once believed, but is indeed homologous to other Fru-1,6-Pases. The root-mean-square deviation of the C atoms in the rabbit liver structure from the homologous atoms in the pig kidney structure complexed with the product, fructose 6-phosphate, is 0.7 Ă…. Fru-1,6-Pases are homotetramers, and the rabbit liver protein crystallizes in space group I222 with one monomer in the asymmetric unit. The structure contains a single endogenous Mg<sup>2+</sup> ion coordinated by Glu97, Asp118, Asp121 and Glu280 at the site designated metal site 1 in pig kidney Fru-1,6-Pase R-form complexes. In addition, two sulfate ions, which are found at the positions normally occupied by the 6-phosphate group of the substrate, as well as the phosphate of the allosteric inhibitor AMP appear to provide stability. Met177, which has hydrophobic contacts with the adenine moiety of AMP in pig kidney T-form complexes, is replaced by glycine.     Non-relativistic Lee Model on two Dimensional Riemannian Manifolds

    This work is a continuation of our previous work (JMP, Vol. 48, 12, pp. 122103-1-122103-20, 2007), where we constructed the non-relativistic Lee model in three dimensional Riemannian manifolds. Here we renormalize the two dimensional version by using the same methods and the results are shortly given since the calculations are basically the same as in the three dimensional model. We also show that the ground state energy is bounded from below due to the upper bound of the heat kernel for compact and Cartan-Hadamard manifolds. In contrast to the construction of the model and the proof of the lower bound of the ground state energy, the mean field approximation to the two dimensional model is not similar to the one in three dimensions and it requires a deeper analysis, which is the main result of this paper.Comment: 18 pages, no figure

    The Lippmann–Schwinger Formula and One Dimensional Models with Dirac Delta Interactions

    We show how a proper use of the Lippmann–Schwinger equation simplifies the calculations to obtain scattering states for one dimensional systems perturbed by N Dirac delta equations. Here, we consider two situations. In the former, attractive Dirac deltas perturbed the free one dimensional Schrödinger Hamiltonian. We obtain explicit expressions for scattering and Gamow states. For completeness, we show that the method to obtain bound states use comparable formulas, although not based on the Lippmann–Schwinger equation. Then, the attractive N deltas perturbed the one dimensional Salpeter equation. We also obtain explicit expressions for the scattering wave functions. Here, we need regularisation techniques that we implement via heat kernel regularisation
