    Use and abuse of statistics in tobacco industry-funded research on standardised packaging

    In this commentary we consider the validity of tobacco industry-funded research on the effects of standardised packaging in Australia. As the first country to introduce standardised packs, Australia is closely watched, and Philip Morris International has recently funded two studies into the impact of the measure on smoking prevalence. Both of these papers are flawed in conception as well as design but have nonetheless been widely publicised as cautionary tales against standardised pack legislation. Specifically, we focus on the low statistical significance of the analytical methods used and the assumption that standardised packaging should have an immediate large impact on smoking prevalence

    The Propagation and Survival of Interstellar Grains

    In this paper we discuss the propagation of dust through the interstellar medium (ISM), and describe the destructive effects of stellar winds, jets, and supernova shock waves on interstellar dust. We review the probability that grains formed in stellar outflows or supernovae survive processing in and propagation through the ISM, and incorporate themselves relatively unprocessed into meteoritic bodies in the solar system. We show that very large (radii >= 5 micron) and very small grains (radii <= 100 Angstrom) with sizes similar to the pre-solar SiC and diamond grains extracted from meteorites, can survive the passage through 100\kms shock waves relatively unscathed. High velocity (>= 250 km/s) shocks destroy dust efficiently. However, a small (~10%) fraction of the stardust never encountered such fast shocks before incorporation into the solar system. All grains should therefore retain traces of their passage through interstellar shocks during their propagation through the ISM. The grain surfaces should show evidence of processing due to sputtering and pitting due to small grain cratering collisions on the micron-sized grains.     Inducing Private Wildfire Risk Mitigation: Experimental Investigation of Measures on Adjacent Public Lands

    Increasing private wildfire risk mitigation is an important part of the larger forest restoration policy challenge. Data from an economic experiment are used to evaluate the effectiveness of providing fuel treatments on public land adjacent to private land to induce private wildfire risk mitigation. Results show evidence of “crowding out” where public spending can decrease the level of private risk mitigation. However, a policy prescription that ameliorates this crowding out is identified. Participants undertake more mitigation when fuel treatments on publicly owned lands are conditional on a threshold level of private mitigation effort and information describing each participant’s spending is provided.     Post-Foucauldian governmentality: what does it offer critical social policy analysis?

    This article considers the theoretical perspective of post-Foucauldian governmentality, especially the insights and challenges it poses for applied researchers within the critical social policy tradition. The article firstly examines the analytical strengths of this approach to understanding power and rule in contemporary society, before moving on to consider its limitations for social policy. It concludes by arguing that these insights can be retained, and some of the weaknesses overcome, by adopting a ‘realist governmentality’ approach (Stenson 2005, 2008). This advocates combining traditional discursive analysis with more ethnographic methods in order to render visible the concrete activity of governing, and unravel the messiness, complexity and unintended consequences involved in the struggles around subjectivity

    Regulating Scotland's social landlords: localised resistance to technologies of performance management

    Influenced by Foucault's later work on governmentality, this paper explores the regulation of social landlords as a 'technology of performance' concerned with governing the conduct of dispersed welfare agencies and the professionals within them. This is a mode of power that is both voluntary and coercive; it seeks to realise its ambitions not through direct acts of intervention, but by promoting the responsible self-governance of autonomous subjects. Through an analysis of the regulatory framework for social landlords in Scotland, this paper highlights the creation of a performance culture that seeks to mobilise housing organisations to reconcile their local management systems and service provision to external standards, whilst simultaneously wielding punitive interventions for non-compliance. However, housing professionals are not passive in all of this, and indeed, actively challenged and resisted these top-down attempts to govern them at arm's-length

    AbstractAmblyopia is usually associated with the presence of anisometropia, strabismus or both early in life. We set out to explore quantitative relationships between the degree of anisometropia and the loss of visual function, and to examine how the presence of strabismus affects visual function in observers with anisometropia. We measured optotype acuity, Pelli-Robson contrast sensitivity and stereoacuity in 84 persons with anisometropia and compared their results with those of 27 persons with high bilateral refractive error (isoametropia) and 101 persons with both strabismus and anisometropia. All subjects participated in a large-scale study of amblyopia (McKee et al., 2003). We found no consistent visual abnormalities in the strong eye, and therefore report only on vision in the weaker, defined as the eye with lower acuity. LogMAR acuity falls off markedly with increasing anisometropia in non-strabismic anisometropes, while contrast sensitivity is much less affected. Acuity degrades rapidly with increases in both hyperopic and myopic anisometropia, but the risk of amblyopia is about twice as great in hyperopic than myopic anisometropes of comparable refractive imbalance. For a given degree of refractive imbalance, strabismic anisometropes perform considerably worse than anisometropes without strabismus – visual acuity for strabismics was on average 2.5 times worse than for non-strabismics with similar anisometropia. For observers with equal refractive error in the two eyes there is very little change in acuity or sensitivity with increasing (bilateral) refractive error except for one extreme individual (bilaterally refractive error of –15D). Most pure anisometropes with interocular differences less than 4D retain some stereopsis, and the degree is correlated with the acuity of the weak eye. We conclude that even modest interocular differences in refractive error can influence visual function
