Federalism and Health Care in Canada: A Troubled Romance?
Canadian federalism fragments health system governance. Although the Constitution has been interpreted as providing shared jurisdiction over health generally, with respect to health care, the courts have interpreted it as giving direct jurisdiction to the provinces. The federal role in health care is therefore indirect, but nevertheless potentially powerful. For example, the federal government has used its spending powers to establish the Canada Health Act (CHA), which commits funding to provinces on condition they provide first-dollar public coverage of hospital and physician services. However, in recent times, as federal contributions have declined, the CHA has been weakly enforced. Further, the failure to broaden the CHA to include prescription drugs, dentistry, and other important aspects of health care have contributed to Canada’s abysmal record on Aboriginal health and its increasingly poor rankings in international comparisons. Progress requires enforcement of an adequately funded CHA, national pharmacare, and concerted action on Aboriginal health
Local Avian Density Influences Risk of Mortality from Window Strikes
Up to a billion birds die per year in North America as a result of striking windows. Both transparent and reflective glass panes are a cause for concern, misleading birds by either acting as invisible, impenetrable barriers to desired resources, or reflecting those resources over a large surface area. A high number of window strikes occur during migration, but little is known about the factors of susceptibility, or whether particular avian taxa are more vulnerable than others. We report on a study of window strikes and mist-netting data at the Virginia Zoological Park (Norfolk, Virginia, USA), conducted in the autumn of 2013 and 2014. We focused on three factors likely to contribute to an individual\u27s predisposition to collide with windows: (i) taxonomic classification, (ii) age, and (iii) migrant vs. resident status. Thrushes, dominated by the partial migrant American Robin (Turdus migratorius), were significantly less likely to strike glass than be sampled in mist nets (χ2 = 9.21, p = 0.002), while wood-warblers (Parulidae) were more likely to strike than expected (χ2 = 13.55, p \u3c 0.001). The proportion of juveniles striking windows (45.4%) was not significantly different (χ2 = 0.05, p = 0.827) than the population of juvenile birds naturally occurring at the zoo (48.8%). Migrants, however, were significantly more susceptible to window strikes than residents (χ2 = 6.35, p = 0.012). Our results suggest that resident birds are able to learn to avoid and thus reduce their likelihood of striking windows; this intrinsic risk factor may help explain the apparent susceptibility of certain taxa to window strikes

Histopathologic and Biochemical Responses in Arctic Marine Bivalve Molluscs Exposed to Experimentally Spilled Oil
Following two experimental spills of chemically dispersed and undispersed crude oil in shallow bays on the northwest coast of Baffin Island, Canadian Arctic, the bivalve molluscs Mya truncata and Macoma calcarea accumulated significant amounts of petroleum hydrocarbons in bays receiving dispersed oil and in those receiving crude oil alone (Boehm et all., 1987). Following the spills, Mya released accumulated hydrocarbons more rapidly than Macoma. ... The results of the biochemical analyses indicate that Mya from the four bays were not severely stressed by either dispersed oil or oil alone. Immediately after the spill, clams from the dispersal oil bays were nearly normal, while those from the bay receiving oil alone appeared stressed. High level software for 4.8 GHz LHC Schottky system
The performance of the LHC depends critically on the accurate measurements of
the betatron tunes. The betatron tune values of each LHC beam may be measured
without excitation using a newly installed transverse Schottky monitor. A
high-level software package written in Java has been developed for the Schottky
system. The software allows end users to monitor and control the Schottky
system, and provides them with non-destructive and continuous bunch-by-bunch
measurements for the tunes, momentum spreads, chromaticities and emittances of
the LHC beams. It has been tested with both proton and lead ion beams at the

General distress, hopelessness-suicidal ideation and worrying in adolescence:concurrent and predictive validity of a symptom-level bifactor model for clinical diagnoses
BACKGROUND:
Clinical disorders often share common symptoms and aetiological factors. Bifactor models acknowledge the role of an underlying general distress component and more specific sub-domains of psychopathology which specify the unique components of disorders over and above a general factor.
METHODS:
A bifactor model jointly calibrated data on subjective distress from The Mood and Feelings Questionnaire and the Revised Children's Manifest Anxiety Scale. The bifactor model encompassed a general distress factor, and specific factors for (a) hopelessness-suicidal ideation, (b) generalised worrying and (c) restlessness-fatigue at age 14 which were related to lifetime clinical diagnoses established by interviews at ages 14 (concurrent validity) and current diagnoses at 17 years (predictive validity) in a British population sample of 1159 adolescents.
RESULTS:
Diagnostic interviews confirmed the validity of a symptom-level bifactor model. The underlying general distress factor was a powerful but non-specific predictor of affective, anxiety and behaviour disorders. The specific factors for hopelessness-suicidal ideation and generalised worrying contributed to predictive specificity. Hopelessness-suicidal ideation predicted concurrent and future affective disorder; generalised worrying predicted concurrent and future anxiety, specifically concurrent generalised anxiety disorders. Generalised worrying was negatively associated with behaviour disorders.
LIMITATIONS:
The analyses of gender differences and the prediction of specific disorders was limited due to a low frequency of disorders other than depression.
CONCLUSIONS:
The bifactor model was able to differentiate concurrent and predict future clinical diagnoses. This can inform the development of targeted as well as non-specific interventions for prevention and treatment of different disorders
