    The Basilicata Wealth Fund: Resource Policy and Long-Run Economic Development in Southern Italy

    This paper contributes to the growing political economy literature of within-country natural resources management, by proposing a new resource policy for the oil-rich southern Italian region of Basilicata. The policy proposal is to establish a (regional) wealth fund in which all the royalty revenues from non-renewable natural resource exploitation in Basilicata would be stored and fully converted into low-risk financial assets. The scope is to give priority to long-run investments as to better exploit revenues from large-scale extraction of natural capital. Establishing a wealth fund at the regional sub-national level is a novel approach that can be applied to other resource-rich regions in the world. I label the fund as the Basilicata Wealth Fund (BWF). The BWF would be a regionally owned investment fund, however independently administered from national authorities (for instance, as an independent legal entity under the jurisdiction of the Bank of Italy). In addition, the paper posits a transparent and clear-cut spending fiscal rule in order to let regional authorities use the resource revenues to finance economic policy. The clear advantage from the BWF would be the stronger focus on long-run economic development and the higher accountability, hence avoiding misuse of resource revenues for myopic fiscal spending

    Converted phase identification and retrieval of Vp/Vs ratios from move-out reflection analysis: application to the Campi Flegrei caldera

    Here, we propose a method for the determination of Vp/Vs ratios in a horizontally layered propagation media using maximization of a coherency function along theoretical travel-times of PS reflected phases. The theoretical travel-times are computed using the information about the propagation media that is extracted by velocity analysis or by topographic analysis performed on the first arrivals. The method is also a valid tool for the identification of the PS phases associated with a fixed seismic reflector, and it is particularly suitable for data that is stored in common mid-point and common conversion point bin- ning; for this kind of data the hypothesis of horizontally and layered media can usually be verified. We applied the method to both simulated and real datasets. The use of the real data that was acquired in the Campi Flegrei caldera (southern Italy) allowed us to estimate a relatively high Vp/Vs ratio (3.5 ± 0.6) for a very shallow layer (maximum depth, 600 m). This hypothesis has been tested by theoretical rock physical modeling of the Vp/Vs ratios as a function of porosity, suggesting that the shallow layer appears to be formed of unconsolidated, water-saturated, volcanic and marine sediments that filled Pozzuoli Bay during the post-caldera activity

    Methods for Estimating the Economic Impacts of Transportation Improvements: An Interpretive Review

    This chapter reviews several methods of evaluating the economic impacts of transportation improvements. We begin with a discussion of basic project-based methods, such as benefit- cost analysis, and discuss some issues which may complicate the accurate estimation of user benefits over the life of a project, especially the dynamic and recursive relationship between transportation networks and land development. We discuss the possible role of capitalized land value changes as an alternate source of estimated user benefits. We then move on to a discussion of regional economic analysis models as a tool for examining the effects of large- scale projects or packages of transportation improvements. Their linkages with non-traditional sources of benefits, such as agglomeration effects, and also network effects is considered. Lastly, we consider aggregate analysis methods. These include production function analy- ses, cliometric studies, and other types of empirical investigations of the relationship between transportation and econometric growth at an aggregate scale. We close by commenting on the merits of each approach, and where and how they might usefully be applied

    Comparison between adult and foetal adnexa derived equine post-natal mesenchymal stem cells

    Background Little is known about the differences among adult and foetal equine mesenchymal stem cells (MSCs), and no data exist about their comparative ultrastructural morphology. The aim of this study was to describe and compare characteristics, immune properties, and ultrastructural morphology of equine adult (bone marrow: BM, and adipose tissue: AT) and foetal adnexa derived (umbilical cord blood: UCB, and Wharton's jelly: WJ) MSCs. Results No differences were observed in proliferation during the first 3 passages. While migration ability was similar among cells, foetal MSCs showed a higher adhesion ability, forming smaller spheroids after hanging drop culture (P < 0.05). All MSCs differentiated toward adipogenic, chondrogenic and osteogenic lineages, only tenogenic differentiation was less evident for WJ-MSCs. Data obtained by PCR confirmed MHC1 expression and lack of MHC2 expression in all four cell types. Foetal adnexa MSCs were positive for genes specific for anti-inflammatory and angiogenic factors (IL6, IL8, IL beta 1) and WJ-MSCs were the only positive for OCT4 pluripotency gene. At immunofluorescence all cells expressed typical mesenchymal markers (alpha-SMA, N-cadherin), except for BM-MSCs, which did not express N-cadherin. By transmission electron microscopy, it was observed that WJ-MSCs had a higher (P < 0.05) number of microvesicles compared to adult MSCs, and UCB-MSCs showed more microvesicles than BM-MSCs (P < 0.05). AT-MSCs had a lower number of mitochondria than WJ-MSCs (P < 0.05), and mitochondrial area was higher for WJ-MSCs compared to UCB and AT-MSCs (P < 0.05). Conclusions Results demonstrate that MSCs from adult and foetal tissues have different characteristics, and foetal MSCs, particularly WJ derived ones, seem to have some charactestics that warrant further investigation into potential advantages for clinical application

    Molecular mechanisms of mitotane action in adrenocortical cancer based on in vitro studies

    SIMPLE SUMMARY: Mitotane is the only approved drug for the treatment of advanced adrenocortical carcinoma and for postoperative adjuvant therapy. It is known that mitotane destroys the adrenal cortex impairing steroidogenesis, although its exact molecular mechanism is still unclear. However, confounding factors affecting in vitro experiments could reduce the relevance of the studies. In this review, we explore in vitro studies on mitotane effects, highlighting how different experimental conditions might contribute to the controversial findings. On this basis, it may be necessary to re-evaluate the experiments taking into account their potential confounding factors such as cell strains, culture serum, lipoprotein concentration, and culture passages, which could hide important molecular results. As a consequence, the identification of novel pharmacological molecular pathways might be used in the future to implement personalized therapy, maximizing the benefit of mitotane treatment while minimizing its toxicity. Mitotane action involves the deregulation of cytochromes P450 enzymes, depolarization of mitochondrial membranes, and accumulation of free cholesterol, leading to cell death. Although it is known that mitotane destroys the adrenal cortex and impairs steroidogenesis, its exact mechanism of action is still unclear. The most used cell models are H295-derived cell strains and SW13 cell lines. The diverging results obtained in presumably identical cell lines highlight the need for a stable in vitro model and/or a standard methodology to perform experiments on H295 strains. The presence of several enzymatic targets responsive to mitotane in mitochondria and mitochondria-associated membranes causes progressive alteration in mitochondrial structure when cells were exposed to mitotane. Confounding factors of culture affecting in vitro experiments could reduce the significance of any molecular mechanism identified in vitro. To ensure experimental reproducibility, particular care should be taken in the choice of culture conditions: aspects such as cell strains, culture serum, lipoproteins concentration, and culture passages should be carefully considered and explicated in the presentation of results. We aimed to review in vitro studies on mitotane effects, highlighting how different experimental conditions might contribute to the controversial findings. If the concerns pointed out in this review will be overcome, the new insights into mitotane mechanism of action observed in-vitro could allow the identification of novel pharmacological molecular pathways to be used to implement personalized therapy

    Codevelopment Between Key Personality Traits and Alcohol Use Disorder From Adolescence Through Young Adulthood

    ObjectivePersonality traits related to negative emotionality and low constraint are strong correlates of alcohol use disorder (AUD), but few studies have evaluated the prospective interplay between these traits and AUD symptoms from adolescence to young adulthood.MethodThe Minnesota Twin Family Study (N = 2,769) was used to examine the developmental interplay between AUD symptoms and three personality measures of constraint, negative emotionality, and aggressive undercontrol from ages 17 to 29.ResultsResults from random‐intercept, cross‐lagged panel models showed that low constraint and aggressive undercontrol predicted subsequent rank‐order increases in AUD symptoms from ages 17 to 24. AUD symptoms did not predict rank‐order change in these traits from ages 17 to 24. There was support for both cross‐effects from ages 24 to 29. Biometric analysis of the twin data showed genetic influences accounted for most of the phenotypic correlations over time.ConclusionResults are consistent with the notion that personality traits related to low constraint and aggressive undercontrol are important vulnerability/predisposition factors for the development of early adult AUD. In later young adulthood, there is more evidence for the simultaneous codevelopment of personality and AUD.     Entropy, Triangulation, and Point Location in Planar Subdivisions

    A data structure is presented for point location in connected planar subdivisions when the distribution of queries is known in advance. The data structure has an expected query time that is within a constant factor of optimal. More specifically, an algorithm is presented that preprocesses a connected planar subdivision G of size n and a query distribution D to produce a point location data structure for G. The expected number of point-line comparisons performed by this data structure, when the queries are distributed according to D, is H + O(H^{2/3}+1) where H=H(G,D) is a lower bound on the expected number of point-line comparisons performed by any linear decision tree for point location in G under the query distribution D. The preprocessing algorithm runs in O(n log n) time and produces a data structure of size O(n).     A comparison of twin birthweight data from Australia, the Netherlands, the United States, Japan and South Korea: are genetic and environmental variations in birthweight similar in Caucasians and East Asians?

    Birthweight has implications for physical and mental health in later life. Using data from Caucasian twins collected in Australia, the Netherlands and the United States, and from East Asian twins collected in Japan and South Korea, we compared the total phenotypic, genetic and environmental variances of birthweight between Caucasians and East Asians. Model-fitting analyses yielded four major findings. First, for both males and females, the total phenotypic variances of birthweight were about 45% larger in Caucasians than in East Asians. The larger phenotypic variances were mainly attributable to a greater shared environmental variance of birthweight in Caucasians (ranging from 62% to 67% of variance) than Asians (48% to 53%). Second, the genetic variance of birthweight was equal in Caucasians and East Asians for both males and females, explaining a maximum of 17% of variance. Third, small variations in total phenotypic variances of birthweight within Caucasians and within East Asians were mainly due to differences in nonshared environmental variances. We speculate that maternal effects (both genetic and environmental) explain the large shared environmental variance in birthweight and may account for the differences in phenotypic variance in birthweight between Caucasians and East Asians.
