Invariant measures on multimode quantum Gaussian states
We derive the invariant measure on the manifold of multimode quantum Gaussian
states, induced by the Haar measure on the group of Gaussian unitary
transformations. To this end, by introducing a bipartition of the system in two
disjoint subsystems, we use a parameterization highlighting the role of
nonlocal degrees of freedom -- the symplectic eigenvalues -- which characterize
quantum entanglement across the given bipartition. A finite measure is then
obtained by imposing a physically motivated energy constraint. By averaging
over the local degrees of freedom we finally derive the invariant distribution
of the symplectic eigenvalues in some cases of particular interest for

Stakeholder discourse and water management ? implementation of the participatory model CATCH in a Northern Italian alpine sub-catchment
International audienceThe Water Framework Directive (WFD, directive 2000/60/EC) was created to ensure the sustainable use of water resources in the European Union. A central guideline included throughout the directive is a call for the participation of stakeholders in the management of these resources. Involving stakeholders is an important step to ensure that catchment management plans take into consideration local experience in the development of these plans and the impact of the plans on local interests. This paper describes and analyses the results of a series of workshops to facilitate implementation of the WFD at a catchment level based on the stakeholder participation model, CATCH. To test the usefulness of the CATCH model, developed for water management in a catchment area, a sub-catchment in an alpine valley in the north-east of Italy, the Alta Valsugana in the Province of Trento, was chosen as the setting for a series of workshops. In this valley water is fundamental for activities associated with agriculture, domestic use, energy production, sports and recreation. In the recent past the valley has had serious problems related to water quality and quantity. Implementation of water management plans under the WFD may lead to conflicts within the catchment between different stakeholder interest groups. Including stakeholders in the development of management plans not only follows the guidelines of the WFD but also could result in a more locally adapted and acceptable plan for the catchment. A new stakeholder analysis methodology was developed and implemented in order to identify the relevant stakeholders of the area and then two sets of workshops involving the key stakeholders identified were conducted in Spring 2006. The CATCH meetings were a new experience for the participants, who had to deal with both the principles of the WFD in general and the participation requirement in particular. During the meetings, the CATCH model played a very important role in structuring the participatory process. It provided a general framework consisting of a sequence of steps that helped the participants to reach the goal of the process: the identification and evaluation of measures to improve water management in the catchment. This test of the CATCH model showed it to be a dynamic and flexible tool, useful for structuring and guiding the participation process, without imposing undue restrictions on influencing the outcome of stakeholder participation in a small catchment
Quantum limits to incoherent imaging are achieved by linear interferometry
We solve the general problem of determining, through imaging, the three-dimensional positions of N weak incoherent pointlike emitters in an arbitrary spatial configuration. We show that a structured measurement strategy in which a passive linear interferometer feeds into an array of photodetectors is always optimal for this estimation problem, in the sense that it saturates the quantum Cramér-Rao bound. We provide a method for the explicit construction of the optimal interferometer. Further explicit results for the quantum Fisher information and the optimal interferometer design that attains it are obtained for the special case of one and two incoherent emitters in the paraxial regime. This work provides insights into the phenomenon of superresolution through incoherent imaging that has attracted much attention recently. Our results will find a wide range of applications over a broad spectrum of frequencies, from fluorescence microscopy to stellar interferometry

The Planetary- and Synoptic-Scale Interactions in a Southeast Pacific Blocking Episode Using PV Diagnostics
The synoptic- and planetary-scale forcing in two blocking anticyclones occurring over the southeast Pacific Ocean was examined using potential vorticity diagnostics. While many studies have examined the dynamic and thermodynamic forcing associated with blocking events in the Northern Hemisphere (NH), very few studies have examined blocking in the Southern Hemisphere (SH). Climatological analysis suggests SH blocking events in the Pacific region have similar characteristics to their NH counterparts. However, the occurrence of blocking is rare elsewhere in the SH, and these events are relatively short-lived. Some studies of NH blocking dynamics have also shown that the extent to which the planetary- and synoptic-scale and planetary-synoptic-scale interaction forcing that contribute to the genesis and maintenance of Pacific and Atlantic region events can be different. Thus, a study of the relevant atmospheric dynamics associated with blocking events in the SH was carried out in order to determine whether or not these events are associated with similar dynamic mechanisms to those in the NH. Using the National Center for Atmospheric Research and National Centers for Environmental Prediction (NCAR-NCEP) reanalyses dataset and applying a low-pass filter to the relevant variables, the authors examined the scale interactions associated with two blocking events that occurred during July and August 1986 and applied potential vorticity diagnostics. Results demonstrate that blocking in the southeast Pacific was associated with similar synoptic features, and the forcing mechanisms on the planetary, synoptic scales, and interactions were more similar to North Pacific blocking events rather than those occurring over the NH Atlantic region. However, these results also demonstrated that blocking events in the NH were associated with synergistically interacting synoptic- and planetary-scale waves, while in the SH, blocking events resulted from the superposition of synoptic and planetary waves. This result may explain the paucity of blocking occurrences and their tendency to be weaker and less persistent over much of the SH

Performance analysis of elite lifesavers during competition: effects related to gender, turn of competition, and age category
The aim of this study was to analyse elite lifesavers' official performances according to specific intermediate times recorded during each speciality, and comparing them in relation to genders, turns of competition (qualifications; finales), and age (seniors; youths) categories. For this purpose, the intermediate times of 825 (female: 423, male: 402) individual performances were recorded by means of the official stopwatch of championship and two video cameras synchronised with the official stopwatch of competition. A linear mixed-effects model was applied to verify subgroup differences (p <= 0.05). For single specialty, differences emerged for each observed variables (p <= 0.001). Differences (p range: <0.001-0.03) were confirmed for the interactions with specific intermediate times, excepting for those in "Manikin Tow with Fins - 100 m" with each variable, in "Manikin Carry with Fins - 100 m" with age, and in "Obstacle Swim - 200 m" with gender and age. Therefore, elite lifesaving coaches will be able to benefit from the results of this study, considering specific performances, avoiding any generalisation, and promoting more aware training sessions
