    Competências para o cumprimento da Agenda de Objetivos de Desenvolvimento Sustentável: um estudo multimétodo

    As competências para o cumprimento da Agenda 2030 dos Objetivos de Desenvolvimento Sustentável (ODS) das Organizações das Nações Unidas (ONU) são um desafio presente na literatura de administração, bem como na prática administrativa das organizações. As competências gerenciais são fatores fundamentais para o desenvolvimento sustentável e para a preservação de padrões de civilização desejados para as gerações futuras. Mesmo diante de uma vasta quantidade de trabalhos que abordam a gestão de competências na área de administração, ainda há escassos resultados de como desenvolver competências específicas ao cumprimento da Agenda 2030, levando em conta as questões contextuais e organizacionais desse processo. Por apresentarem diferentes e novas questões de engajamento com stakeholders, criatividade, pensamento sistêmico, uso racional de recursos organizacionais e empreendedorismo, o desenvolvimento dessas competências tece um novo panorama de conhecimentos, habilidades e atitudes necessárias aos gestores. Sendo assim, esta tese busca propor um modelo de educação gerencial para o cumprimento da Agenda 2030, tendo como exemplo as organizações municipais brasileiras. O método de pesquisa foi construído a partir dos sete passos da metodologia Soft System Methodology (SSM) absorvendo dados primários e secundários por meio do uso de três diferentes ferramentas metodológicas: revisão sistemática de literatura, método Delphi e survey (levantamento). O trabalho busca o estado da arte da literatura, bem como a opinião e validação de especialistas. Os resultados apontam para um modelo formado pela tríade qualificação-aptidão-propósito operacionalizado por metodologias ativas. Avança-se teoricamente no sentido da aproximação de metodologias sistêmicas para intervenção nas organizações, propondo soluções viáveis e superando o aspecto metafórico comumente utilizado nos trabalhos que citam a abordagem sistêmica. Além disso, a teoria de competências é complementada ao se discutir propósito como um dos elementos essenciais para atender aos objetivos de desenvolvimento sustentável. Para as organizações, este trabalho sugere um modelo validado para o treinamento dos recursos humanos, contribuindo para o alinhamento do mindset dos gestores para a sustentabilidade.The competencies to fulfill the 2030 Agenda of the Sustainable Development Goals (SDGs) of the United Nations (UN) organizations are a challenge present in the administration literature, as well as in the administrative practice of the organizations. Managerial competencies are fundamental factors for sustainable development and for the preservation of desired civilization patterns for future generations. Even in the face of a vast amount of work that addresses the management of competences in the administration area, there are still few results on how to develop specific competences to fulfill the 2030 Agenda, taking into account the contextual and organizational issues of this process. As they present different and new issues of engagement with stakeholders, creativity, systemic thinking, rational use of organizational resources, and entrepreneurship, the development of these competencies weaves a new panorama of knowledge, skills, and attitudes needed by managers. Therefore, this thesis seeks to propose a model of managerial education for the fulfillment of Agenda 2030, using Brazilian municipal organizations as an example. The research method was built from the seven steps of the Soft System Methodology (SSM) methodology, absorbing primary and secondary data through the use of three different methodological tools: systematic literature review, Delphi method, and survey. The work seeks the state of the art of literature, as well as the opinion and validation of experts. The results point to a model formed by the qualification-aptitude-purpose triad operationalized by active methodologies. Theoretically, advances are made towards approaching systemic methodologies for intervention in organizations, proposing viable solutions, and overcoming the metaphorical aspect commonly used in the works that cite the systemic approach. In addition, competency theory is complemented by discussing purpose as one of the essential elements to meet sustainable development objectives.     INDIGENOUS SUSTAINABLE FINANCE AND SUSTAINABLE DEVELOPMENT GOALS: CONTRIBUTIONS FROM REDD+ IN BRAZIL

    Indigenous sustainable finance has emerged as a promising research field to understand how indigenous communities can address sustainable governance and economic development issues based on their relationship with the land and cultural aspects. Furthermore, the SDGs have offered a development guide for economies worldwide whilst it pushes forward the applied efforts in pursuing a sustainable future based on its 17 principles. Indigenous territories, in this case, can be understood as an essential asset that can contribute to maintaining biodiversity and remunerating communities for preserving forests, with REDD+ projects constituting a vital initiative to encourage compensation processes for economic activities. This study describes a case of Indigenous Sustainable Finance in Brazil using REDD++ and provides linkages to the Sustainable Development Goals Agenda. Results reveal that new parameters that can contribute to REDD+ processes developed by indigenous communities in Brazil should be set, facilitating the organizational strategy, credit access and territory governance status. Implications for sustainable finance are centred on developing successful constellations of stakeholder action towards social good through green, transitional and heritage bonds

    Organization Performance Evaluation Using System Thinking: A Study in Brazilian Chemical Organizations Models

    System thinking allows companies to use subjective constructs indicators like recursiveness, cause-effect relationships and autonomy to performance evaluation. Thus, the question that motivates this paper is: Are Brazilian companies searching new performance measurement and evaluation models based on system thinking? The study investigates models looking for system thinking roots in their framework. It was both exploratory and descriptive based on a multiple four case studies strategy in chemical sector. The findings showed organizational models have some characteristics that can be related to system thinking as system control and communication. Complexity and autonomy are deficiently formalized by the companies. All data suggest, inside its context, that system thinking seems to be adequate to organizational performance evaluation but remains distant from the management proceedings

    O Planejamento Estratégico é uma ferramenta administrativa muito utilizada em organizações na atualidade. O ambiente acirrado e a profissionalização dos setores têm feito as pequenas empresas, principalmente as familiares, a refletirem sobre sua implantação. Este trabalho investiga a viabilidade e as dificuldades de implantação do Planejamento Estratégico em uma pequena empresa familiar do ramo alimentício. Por meio de um estudo de caso com entrevista e observações assistemáticas, foi possível entender que os gestores valorizam a ferramenta, mas sua implantação esbarra na necessidade de mudança, comunicação maior controle sobre o processo. Isso vai contra a estrutura horizontalizada que a pequena empresa familiar apresenta, encerrando o processo de Planejamento Estratégico.Palavras-chave: Planejamento Estratégico.     O presente estudo focará na análise da possibilidade de recuperação judicial do produtor rural, com base na LEFRJ. Verificar-se-á se esta figura tem de seguir os requisitos gerais para o deferimento de RJ ou se a este existem diferenças para aquele. O foco será na análise doutrinária, legal e especialmente jurisprudencial, a qual, em movimento, hoje vem fixando dois requisitos, os quais seriam: a comprovação do exercício da atividade de mais de 2 (dois) anos e a regularidade, a qual se manifesta pela inscrição no Registro no Comercial com antecedência ao requerimento do processo recuperatório.The presente study will focus on the analysis of the possibility of judicial recovery of the rural producer, based  on BJRL.     The reorganization of the energy matrix is the aim of several countries that heavily invest in sources of renewable energy. The bioelectricity generated from sugarcane residues in Brazil can be considered as an alternative for the shortage of hydric resources that occurs during periods of drought due to its climate characteristics. The objective of the present study was to evaluate the Brazilian market of electrical energy co-generated from sugarcane biomass by analyzing its macro-environment and competitive forces, thus highlighting the system's main threats and opportunities in terms of political-legal (institutional), economic, environmental, socio-cultural and technological variables. The main result of this study demonstrated that there are important issues to be solved in order to develop this new market, highlighting the creation of a strategic agenda to overcome challenges and to take advantage of opportunities in the Brazilian sector

    The micro, small and medium enterprises (MSME), as a result of globalization and its impositions, have been seeking ways to achieve competitive advantage for survival in the market. Currently, many of them seek to associate themselves in local networks such as clusters and Local Productive Arrangements (APLs) as a way to combat competition with large companies. The present article studies, by means of a theoretical essay, which are the advantages of this association registered in the national and international literature. In conclusion, fourteen advantages were detected, which are divided into advantages of agglomeration power and advantages of sharing activities and processes. The archetype carried out will serve as a basis for empirical studies in order to illustrate its suitability to the reality of the companies participating in this type of network

    CAPITAL GOODS INDUSTRY IN BRAZIL UNDER A SYSTEMIC PERSPECTIVE: Challenges and Strategic Agenda

    The capital goods industry is the great responsible for the technological diffusion in the industry in general. A well-developed capital goods sector means quicker access to new technologies and, consequently, a greater efficacy of the industry. Therefore, the capital goods industry acts like a propeller towards the national economic development. This sector is fundamental to boost the national industry and economy, thus being among the strategic sectors of the national policy for industry, technology and foreign trade (PITFT). The importance of this sector justifies a study of which challenges are being currently faced and which strategic agenda might be proposed to allow the national capital goods industry to overcome these challenges and to help strengthen the local industry. As a means of achieving the expected results, this work conducted a survey on the capital goods sector in Brazil by specifying its current situation. A macro-environmental analysis was performed based on a systemic approach by using the Soft Systems Methodology (SSM) to better understand the problem faced by the sector. As the main result, one can highlight that it is important for the sector to reduce its dependence on palliative measures by the government. To achieve this, it is necessary that the sector strengthens itself. This strengthening can be achieved by means of long-term governmental measures (that are beneficial to the sector) rather than the current short-term measures. These long-term measures would include improvement of the infrastructure to decrease the production costs as well as modernisation, innovation and technological improvement of the capital goods industry, enabling the sector to be more competitive by manufacturing cheaper and better quality products
