Working and Studying in Rural Latin America: Critical Decisions of Adolescence
This paper evaluates the determinants of school attendance and work of rural adolescents between 10 and 18 years old in 1997-1998 for a sample of Latin American countries. Rural adolescents are quite disadvantaged relative to their urban counterparts. The share of rural adolescents studying while concurrently working part-time is significantly higher, household income is significantly lower, “supply-side” issues are an important factor in rural non-attendance, and to the extent that the educational attainment of the parents creates inter-generational persistence we find that rural youth are starting from a disadvantaged position. We present some statistical analysis that highlights these problems and also perform bivariate binary estimation to identify the determinants of these decisions. We find that for most countries critical determinants for making these choices are household income and parental education as well as household composition. Further, we find that there is evidence of a significant “trade-off” between working and studying. Finally, inter-generational factors allow for both a virtuous cycle and a vicious cycle.

Esta publicación y el estudio en el que se sostiene se llevaron a cabo con la ayuda de Una subvención del Centro Internacional de Investigaciones para el Desarrollo, Canadá, en el marco de la Iniciativa Think Tank.En ese entonces, al revisar la literatura internacional sobre el tema, descubrimos que las docentes perdemos credibilidad y autoridad al promover la participación y la colaboración de colegas mujeres en la conducción de las clases y los programas de estudio. ¡Vaya! Nuestro esfuerzo corría el riesgo de quedar descalificado antes de comenzar. Descubrimos, además, que la misma pérdida de autoridad se produce cuando las docentes sonríen demasiado

igualdad en nuestro contexto. Con el objetivo de hacer una contribución desde los
feminismos y el trabajo social, en este trabajo llevamos a cabo un análisis comparativo,
por un lado, de las políticas dirigidas a mujeres presas y, por el otro, de
aquellas destinadas a mujeres víctimas de violencia de género. Basándonos en
nuestro trabajo de campo desde hace más de diez años en Andalucía, así como en
el análisis de texto de documentos programáticos y leyes, cuestionamos la supuesta
separación entre el control y la protección social, resaltando la existencia de lógicas
punitivas de género en ambos ámbitos. En concreto, analizamos el control
social al que están sujetas las mujeres al tener que responder, por un lado, a la
imagen social de la “buena víctima” y, por otro, al de la “buena madre”.In this article, we reflect upon the carceral drifts adopted by gender equality poli -
cies in Spain. With the aim of making a contribution from feminisms and social
work perspectives, this work carries out a comparative analysis on carceral policies
addressed to women, on the one hand, and, on the other hand, on protection
policies for women victims of gender-based violence. Based on our fieldwork in
Andalusia (Spain) for more than 10 years, as well as on legal and programmatical
text analysis, we question the alleged control/protection separation, highlighting

Final Report - Learning to monitor think tanks impact: Three experiences from Africa, Asia and Latin America
The impact of think tanks has received increasing attention in the literature, especially amongst those working in the international development community. Accordingly, stakeholders, such as donors, policy makers, academia representatives, think tanks themselves, among others, are increasingly aware of the importance of monitoring and evaluating think tanks’ impact and many think tanks worldwide are working on identifying their impact areas and on developing mechanisms to estimate it. In this context, the objective of this study is to provide elements for an analytical framework to monitor and assess the impact of think tanks working in less developed contexts. This includes reflections about the very possibility of measuring impact. This is done by integrating different impact definitions and indicators, variables, contexts and approaches based on a literature review. This literature review informed the development of an analytical framework that was applied to all three think tank case studies. The objective of the study is also to understand the difficulties of measuring the impact of thinks tanks in the different spheres of their work, i.e. policy influence, contribution to academic field of research, public agenda, etc., and to learn from the experiences of the selected cases. One of the main conclusions of the exercise, particularly after its discussion at the South Africa TTI Exchange, is that it is possible and relatively easier to estimate impact if output (visibility) indicators are considered. More difficult and subjective is to monitor and estimate impact through the use of reputational and research use indicators such as surveys and citations. However, what seems more relevant but also more difficult is to estimate final impact (influence) because this can only be done through subjective, qualitative, contextual example based instruments, and it is hard to attribute a clear causality between ideas and actual changes
