    Policy Innovation, Convergence and Divergence: Considering the Policy Transfer Regulating Privacy and Data Protection in Three European Countries

    This article examines policy activity surrounding the implementation of privacy regulations in three European countries, Denmark, Sweden and the UK, following the ratification of the 1995 European Union Directive on Data Protection. It highlights the convergence and divergence of policy embedded in the policy transfer process and stresses not only the complexity of policy transfer, but also the degree to which policy innovation is shaped by existing institutional settings and the processes associated with policy implementation. The article uses Dolowitz and Marsh’s ‘Policy Transfer Model’ as an analytical tool to unpack the regulatory environment surrounding the governance of privacy. This illuminates the main features of the policy process in each of the three case study countries and also the tendency to focus on policy formation at the expense of policy implementation. In the case of the 1995 European Union Directive on Data Protection the three cases examined here demonstrate that multiple regulatory regimes and policy divergence are embedded in the harmonisation (or convergence) process, and that different countries approach the regulation of privacy and data protection in quite different ways

    Imported Fire Ant Infestation of Soybean Fields in the Southern United States

    Moderate to heavy infestations of the imported fire ants (IFA), Solenopsis invicta Buren and S. richteri Forel, have reduced soybean production in the southern United States. In early surveys of crop damage, Wilson & Eads (1949) attributed a loss of about three percent of the soybean crop in three south Alabama counties to the ants. Adams et al. (1976, 1977) reported that 16.8 to 49.1 kg/ha of soybeans in Georgia and North Carolina were not harvested because of physical interference of S. invicta mounds with combine operation. Subsequent studies in Florida and Mississippi showed that IFA feeding on the germinating seed reduced the plant stand with an ultimate reduction of up to 600 kg/ha in soybean yield (Lofgren and Adams 1981, Adams et al. 1983). Apperson & Powell (1983) found that increased numbers of IFA correlated positively with reduced soybean yield in North Carolin

    O'Leary et al. (O'Leary et al. 2013 Science 339, 662-667. (doi:10.1126/science.1229237)) performed a fossil-only dating analysis of mammals, concluding that the ancestor of placentals post-dated the Cretaceous-Palaeogene boundary, contradicting previous palaeontological and molecular studies that placed the ancestor in the Cretaceous. They incorrectly used fossil ages as species divergence times for crown groups, while in fact the former should merely form minimum-age bounds for the latter. Statistical analyses of the fossil record have shown that crown groups are significantly older than the oldest ingroup fossil, so that fossils do not directly reflect the true ages of clades. Here, we analyse a 20 million nucleotide genome-scale alignment in conjunction with a probabilistic interpretation of the fossil ages from O'Leary et al. Our combined analysis of fossils and molecules demonstrates that Placentalia originated in the Cretaceous.This work was financially supported by BBSRC grant no. BB/J009709/1

    The six Apollo surface missions returned 2,196 individual rock and soil samples, with a total mass of 381.6 kg. Samples were collected based on visual examination by the astronauts and consultation with geologists in the science back room in Houston. The samples were photographed during collection, packaged in uniquely-identified containers, and transported to the Lunar Module. All samples collected on the Moon were returned to Earth. NASA's upcoming return to the Moon will be different. Astronauts will have extended stays at an out-post and will collect more samples than they will return. They will need curation and analysis facilities on the Moon in order to carefully select samples for return to Earth
