Climate and society in 20th century Mexico
Mexican agriculture has been greatly transformed by the widespread introduction of 'Green Revolution' technologies (irrigation, chemical fertilizers, and improved seeds), through land reform, and by land use policies oriented to export crops and grain production. Drought prone Mexico provides an excellent case to study how technological and social changes alter the impact of drought on food and agricultural system. A goal is to document and understand how relationships between climate and agriculture in Mexico have changed in the last fifty years. The results for several locations will be interpreted in light of the prospects of regional climate change due to global warming. This analysis will be complimented by four case studies of vulnerability to drought which will use local records and interviews to try and show how environmental, technological, and social changes may have altered the impacts of climate on local agricultural systems
Building a framework for process-oriented evaluation of Regional Climate Outlook Forums
In many regions around the world, Regional Climate Outlook Forums (RCOFs) provide seasonal climate information and forecasts to decision-makers at regional and national levels. Despite having two decades of experience, the forums have not been systematically monitored or evaluated. To address this gap, and to better inform nascent and widespread efforts in climate services, the authors propose a process-oriented evaluation framework derived from literature on decision support and climate communication around the production and use of scientific information.The authors apply this framework to a case study of the Caribbean RCOF (CariCOF), where they have been engaged in a collaborative effort to integrate climate information and decision processes to enhance regional climate resilience. The authors’ examination of the CariCOF shows an evolution toward the use of more advanced and more diverse climate products, as well as greater awareness of user feedback. It also reveals shortfalls of the CariCOF, including a lack of diverse stakeholder participation, a need for better understanding of best practices to tailor information, undeveloped market research of climate products, insufficient experimentation and vetting of communication mechanisms, and the absence of a way to steward a diverse network of regional actors. The authors’ analysis also provides insight that allowed for improvements in the climate services framework to include mechanisms to respond to changing needs and conditions. The authors’ process-oriented framework can serve as a starting point for evaluating RCOFs and other organizations charged with the provision of climate services

Identifying a Safe and Just Corridor for People and the Planet
Keeping the Earth system in a stable and resilient state, to safeguard Earth's life support systems while ensuring that Earth's benefits, risks, and related responsibilities are equitably shared, constitutes the grand challenge for human development in the Anthropocene. Here, we describe a framework that the recently formed Earth Commission will use to define and quantify target ranges for a “safe and just corridor” that meets these goals. Although “safe” and “just” Earth system targets are interrelated, we see safe as primarily referring to a stable Earth system and just targets as being associated with meeting human needs and reducing exposure to risks. To align safe and just dimensions, we propose to address the equity dimensions of each safe target for Earth system regulating systems and processes. The more stringent of the safe or just target ranges then defines the corridor. Identifying levers of social transformation aimed at meeting the safe and just targets and challenges associated with translating the corridor to actors at multiple scales present scope for future work
