We show that the selected area diffraction patterns presented in a recent
paper (T. Liu et al. Sci. Rep. 2015 5, 15331) do not prove the existence of a
new hexagonal phase in martensitic steels. They can be actually simulated by

Coopetition spectrum trading in cognitive radio networks
Spectrum trading is a promising method to improve spectrum usage efficiency. Several issues must be addressed, however, to enable spectrum trading that goes beyond conservative trading idle bands and achieve cooperation between primary and secondary users. In this paper, we argue that spectrum holes should be explicitly endogenous and negotiated by spectrum trading participants. To this end, we proposed an a Vickery auction based, coopetive framework to foster cooperation, while allowing competition for spectrum sharing. Incentive schemes and penalty for revocable spectrum are proposed to increase the spectrum access opportunities for SUs while protecting PUs spectrum value. A simultation study shows that the proposed framework outperforms conservative trading approaches, in a variety of scenarios with different levels of cooperation and bidding strategies. © 2013 IEEE

New Superconvergent Dispersion Relations for the Forward πN Crossing-Even Amplitude
A Liu-Okubo-type dispersion relation is derived for the crossing-even pion-nucleon forward elastic scattering amplitude T(+). Two subtractions are made, one at the physical scattering threshold and the other at a previously determined zero of T(+) on the imaginary axis of the complex ω (pion lab energy) plane. The dispersion relation is well satisfied over the whole allowed range of the Liu-Okubo parameter. Moreover, it is nearly saturated by low-energy scattering for a considerable range of the parameter. It should thus serve as an extremely sensitive test of the low-energy scattering data when such data become more accurately known
Contract Rights Under the I-864 Affidavit of Support: Seventh Circuit\u27s Reasoning Binds Courts\u27 Hands in a Shifting Landscape for Public Charge Doctrine

Courts are currently split on the issue of whether a mitigation of damages defense is available to sponsors to the Affidavit. Leading cases, including Liu, rely upon the unique nature of the form to assert that such defenses are precluded. This Note will argue that the I-864 should be treated under the same principles as a typical common-law contract. Part I of this Note will trace the history of the I-864 form, primarily focusing on the legislation and case law rendering the form an enforceable contract. Part II will discuss Liu v. Mund, focusing extensively on the United States Court of Appeals for the Seventh Circuit’s legal and policy arguments, and how other courts have responded in its wake. Subsequently, Part III will respond to the arguments in Liu, offering novel arguments. Finally, Part III will offer analysis of the Affidavit in light of recently proposed executive action, making this Note the first to tie these executive actions directly to parties’ contract rights. Ultimately, this Note argues that treating the I-864 form as a common-law contract is not only a proper reading of the authorizing statutes, but also that diverging from Liu will give courts flexibility to ensure just outcomes in litigation

MĂ©todos de plano crĂtico para el análisis de fatiga multiaxial en el acero inoxidable 316
El presente trabajo estudia la capacidad de predicciĂłn de los modelos de plano crĂtico para casos de fatiga multiaxial. El material que se estudia es un acero inoxidable 316. Los caminos de carga aplicados son uniaxiales y biaxiales en la superficie de la probeta. El siguiente estudio realiza una comparativa de las predicciones de vida a fatiga y ángulo de grieta de los modelo Wang-Brown, Fatemi-Socie, Liu I y Liu II.
