Inovação no setor público : percepções sobre os resultados no processo de compras públicas no governo brasileiro

oportunidades de melhora da gestão das aquisições para o alcance da excelência das compras
públicas em relação ao atendimento à população, bem como aos fornecedores de bens e
serviços. Objetivo da presente pesquisa consiste em analisar os resultados das inovações no
processo de compras públicas no âmbito do Governo brasileiro. A partir da literatura que
discute a inovação no setor público proposta pelos autores Bloch et al. (2009), Bloch (2011) e
De Vries et al. (2016), foi realizada análise de conteúdo proveniente de entrevistas realizadas
com gestores e usuários da inovação, que revelou a oportunidade de caracterizar as inovações
desenvolvidas pelo Ministério da Economia no processo de compras públicas, bem como
identificar barreiras e facilitadores à inovação, demonstrando que o ambiente para inovação
influencia nos seus resultados e nas suas consequências, podendo servir como uma orientação
para os gestores públicos em relação a tomada de decisão em relação às capacidades de
inovação. Ademais, foi criado um banco de indicadores de inovação no processo de compras
governamentais, a fim de viabilizar a mensuração do desempenho da inovação no contexto do
Ministério da Economia.Understanding and implementing innovations, especially in the context of the public sector,
creates opportunities to improve procurement management to achieve excellence in public
procurement in terms of serving the population, as well as suppliers of goods and services. The
objective of this research is to analyze the results of innovations in the public procurement
process within the Brazilian government. Based on the literature that discusses innovation in
the public sector proposed by the authors Bloch et al. (2009), Bloch (2011) and De Vries et al.
(2016), a content analysis was carried out from interviews with managers and users of
innovation, which revealed the opportunity to characterize the innovations developed by the
Ministry of Economy in the public procurement process, as well as identify barriers and
facilitators to innovation, demonstrating that the environment for innovation influences its
results and its consequences, and can serve as an orientation for public managers in relation to
decision making in relation to innovation capabilities. Furthermore, a bank of innovation
indicators was created in the government procurement process, in order to enable the
measurement of innovation performance in the context of the Ministry of Economy
Rationale, study design, and analysis plan of the Alveolar Recruitment for ARDS Trial (ART): Study protocol for a randomized controlled trial
Background: Acute respiratory distress syndrome (ARDS) is associated with high in-hospital mortality. Alveolar recruitment followed by ventilation at optimal titrated PEEP may reduce ventilator-induced lung injury and improve oxygenation in patients with ARDS, but the effects on mortality and other clinical outcomes remain unknown. This article reports the rationale, study design, and analysis plan of the Alveolar Recruitment for ARDS Trial (ART). Methods/Design: ART is a pragmatic, multicenter, randomized (concealed), controlled trial, which aims to determine if maximum stepwise alveolar recruitment associated with PEEP titration is able to increase 28-day survival in patients with ARDS compared to conventional treatment (ARDSNet strategy). We will enroll adult patients with ARDS of less than 72 h duration. The intervention group will receive an alveolar recruitment maneuver, with stepwise increases of PEEP achieving 45 cmH(2)O and peak pressure of 60 cmH2O, followed by ventilation with optimal PEEP titrated according to the static compliance of the respiratory system. In the control group, mechanical ventilation will follow a conventional protocol (ARDSNet). In both groups, we will use controlled volume mode with low tidal volumes (4 to 6 mL/kg of predicted body weight) and targeting plateau pressure <= 30 cmH2O. The primary outcome is 28-day survival, and the secondary outcomes are: length of ICU stay; length of hospital stay; pneumothorax requiring chest tube during first 7 days; barotrauma during first 7 days; mechanical ventilation-free days from days 1 to 28; ICU, in-hospital, and 6-month survival. ART is an event-guided trial planned to last until 520 events (deaths within 28 days) are observed. These events allow detection of a hazard ratio of 0.75, with 90% power and two-tailed type I error of 5%. All analysis will follow the intention-to-treat principle. Discussion: If the ART strategy with maximum recruitment and PEEP titration improves 28-day survival, this will represent a notable advance to the care of ARDS patients. NEOTROPICAL ALIEN MAMMALS: a data set of occurrence and abundance of alien mammals in the Neotropics
Biological invasion is one of the main threats to native biodiversity. For a species to become invasive, it must be voluntarily or involuntarily introduced by humans into a nonnative habitat. Mammals were among first taxa to be introduced worldwide for game, meat, and labor, yet the number of species introduced in the Neotropics remains unknown. In this data set, we make available occurrence and abundance data on mammal species that (1) transposed a geographical barrier and (2) were voluntarily or involuntarily introduced by humans into the Neotropics. Our data set is composed of 73,738 historical and current georeferenced records on alien mammal species of which around 96% correspond to occurrence data on 77 species belonging to eight orders and 26 families. Data cover 26 continental countries in the Neotropics, ranging from Mexico and its frontier regions (southern Florida and coastal-central Florida in the southeast United States) to Argentina, Paraguay, Chile, and Uruguay, and the 13 countries of Caribbean islands. Our data set also includes neotropical species (e.g., Callithrix sp., Myocastor coypus, Nasua nasua) considered alien in particular areas of Neotropics. The most numerous species in terms of records are from Bos sp. (n = 37,782), Sus scrofa (n = 6,730), and Canis familiaris (n = 10,084); 17 species were represented by only one record (e.g., Syncerus caffer, Cervus timorensis, Cervus unicolor, Canis latrans). Primates have the highest number of species in the data set (n = 20 species), partly because of uncertainties regarding taxonomic identification of the genera Callithrix, which includes the species Callithrix aurita, Callithrix flaviceps, Callithrix geoffroyi, Callithrix jacchus, Callithrix kuhlii, Callithrix penicillata, and their hybrids. This unique data set will be a valuable source of information on invasion risk assessments, biodiversity redistribution and conservation-related research. There are no copyright restrictions.
