Participación, sostenibilidad e intervención: limitaciones para la sociedad civil en la gestión pública del estado neoliberal chileno

La sociedad civil en Chile se ha destacado históricamente por realizar servicios de asistencia social. Actualmente, se realizan diferentes prestaciones sociales, desde los albergues para el invierno hasta la entrega de servicios educacionales. En estas prestaciones, destaca la relación meramente económica que el Estado ha mantenido con ellas y el constante límite impuesto hacia la participación ciudadana, pese a los avances en la democratización y los ajustes menores al modelo económico durante la Transición. Si bien hoy existe normativas que hablan de la participación en la gestión pública, es objeto de críticas desde diferentes sectores de la sociedad civil, debido a la poca vinculación de dicha participación en las decisiones finales. Este artículo busca conocer el vínculo que el Estado chileno neoliberal y la sociedad civil organizada han mantenido desde la postdictadura (a partir de 1990) hasta nuestros días. Específicamente, se enfatiza en los dispositivos estatales y se usa como ejemplo el caso de las organizaciones de personas viviendo con VIH

A Fuzzy Control Heuristic Applied to Non-linear Dynamic System Using a Fuzzy Knowledge Representation

This paper presents the design of a fuzzy control heuristic that can be applied for modeling nonlinear dynamic systems using a fuzzy knowledge representation. Nonlinear dynamic systems have been modeled traditionally on the basis of connections between the subsystems that compose it. Nevertheless, this model design does not consider some of the following problems: existing dynamics between the subsystems; order and priority of the connection between subsystems; degrees of influence or causality between subsystems; particular state of each subsystem and state of the system on the basis of the combination of the diverse states of the subsystems; positive or negative influences between subsystems. In this context, the main objective of this proposal is to manage the whole system state by managing the state combination of the subsystems involved. In the proposed design the diverse states of subsystems at different levels are represented by a knowledge base matrix of fuzzy intervals (KBMFI). This type of structure is a fuzzy hypercube that provides facilities operations like: insert, delete, and switching. It also allows Boolean operations between different KBMFI and inferences. Each subsystem in a specific level and its connectors are characterized by factors with fuzzy attributes represented by membership functions. Existing measures the degree of influence among the different levels are obtained (negatives, positives). In addition, the system state is determined based on the combination of the statements of the subsystems (stable, oscillatory, attractor, chaos). It allows introducing the dynamic effects in the calculation of each output level. The control and search of knowledge patterns are made by means of a fuzzy control heuristic. Finally, an application to the co-ordination of the activities among different levels of the operation of an underground mine is developed and discussed

Efectos del tape mcconnell y taping neuromuscular en la rehabilitación de pacientes con síndrome de dolor patelofemoral

86 p.El Síndrome de Dolor Patelofemoral (SDPF) es un término para una variedad de patologías o anomalías anatómicas que conducen a dolor anterior de rodilla. Se ha reportado una incidencia del 25% de la población con SDPF. Sigue siendo un tema controversial el manejo efectivo para esta patología, en la actualidad las tasas de fracaso de los tratamientos continúan siendo altas. Dentro de las técnicas vigentes utilizadas para el tratamiento del SDPF está el uso del Taping neuromuscular y el Tape McConnell. Las técnicas de taping patelar y/o tape son de bajo costo, fácil de utilizar y frecuentemente utilizadas. Por lo general las cintas son aplicadas directamente sobre la piel en la zona anterior de la rodilla con una variedad de métodos y técnicas, conjuntamente con variaciones en el tipo de cinta (elástica o rígida), la dirección y número de capas utilizadas en la aplicación. Con el propósito de determinar los efectos del tratamiento con Tape McConnell y Taping neuromuscular en la rehabilitación de pacientes con SDPF se concretó el proceso investigativo mediante una búsqueda y revisión de la literatura de las técnicas mencionadas.Los resultados obtenidos tras la investigación arrojaron, entre otros que no existe suficiente evidencia clínica que respalde las aplicaciones tanto de Taping neuromuscular como de Tape McConnell utilizadas en el SDPF

Positional Encodings for Light Curve Transformers: Playing with Positions and Attention

We conducted empirical experiments to assess the transferability of a light curve transformer to datasets with different cadences and magnitude distributions using various positional encodings (PEs). We proposed a new approach to incorporate the temporal information directly to the output of the last attention layer. Our results indicated that using trainable PEs lead to significant improvements in the transformer performances and training times. Our proposed PE on attention can be trained faster than the traditional non-trainable PE transformer while achieving competitive results when transfered to other datasets.Comment: In Proceedings of the 40th International Conference on Machine Learning (ICML), Workshop on Machine Learning for Astrophysics, PMLR 202, 2023, Honolulu, Hawaii, US

El aula como sistema complejo: hacia una formalización de la organización de la vida del aula

Moving towards a concept of education that connotes and defines the educational from the dynamics exhibited by the organization of learning in the classroom requires the use of the sciences of complexity. Assuming the theory of non-linear dynamical systems to understand the phenomena of learning interactions as a history of molecular, sensory and relational coherence is the great challenge of the cognitive sciences. The present study makes a theoretical-empirical review of studies in dynamic systems based on describing the organization of living beings, human life and classroom life. It is proposed that the classroom is a complex system of learning interactions where the semiotic mediation acts as linguistic homeostasis determining the future of the system. In particular, fuzzy set theory is proposed as a mathematical tool of non-linear dynamics to formalize the organization of learning in the classroom.Avanzar hacia un concepto de educación que connote y defina lo educativo a partir de la dinámica que exhibe la organización del aprendizaje en el aula requiere del uso las ciencias de la complejidad. Asumir la teoría de sistemas dinámicos no-lineales para comprender los fenómenos de interacciones de aprendizaje como una historia de coherencias moleculares, sensoriales y relacionales es el gran desafío de las ciencias cognitivas. El presente estudio realiza una revisión teórica-empírica respecto a estudios en sistemas dinámicos basados en describir la organización de los seres vivos, la vida humana y la vida en el aula. Se propone que el aula es un sistema complejo de interacciones de aprendizaje donde la mediación semiótica actúa como homeostasis lingüística determinando el devenir del sistema. Particularmente se propone a la teoría fuzzy set como herramienta matemática de dinámica no-lineal para formalizar la organización del aprendizaje en el aula.

La representación de las mujeres deportistas en periódicos deportivos: análisis de contenido de dos medios locales y dos nacionales

Background: Studies about sportswomen's representation in mass media have grown in quantity, and among these, content analysis stands out as the preferred technique used by researchers when studying sportswomen’s mass media coverage. The goal of this investigation is to identify the coverage that sports media gives to female sports, from amateur to professional levels, in various disciplines, to determine how they are showcased when space is given, if there is any difference compared to masculine coverage, and the focus that is treated when the information is about women in sports. Sample: Four sports print media were analyzed: two with national distribution (Récord & ESTO) and the other two with local distribution in Monterrey city (El Norte & El Horizonte). The analysis unit was the report, and the selection criteria were information that approached women in sports. The sample took about a natural week, from August 23rd to August 29th, 2022, and for its analysis, a coding manual was designed. The data was divided into 11 categories. Results: During the said span, the analyzed media published a total of 758 reports, of which only 84 covered sportswomen's activities, representing barely 11%; these were the main ones used for the research. Women were the protagonists in 71 of these reports, while men shared the rest. Sports-wise, soccer was the most popular, followed by tennis. 60 News showed women as winners, 13 as specialists, 7 as victims, and 3 as losers. Credit-wise, 51 notes were credited by a proper name, 28 to a man and 23 to a woman; 19 were published by the staff, 4 were from an agency, and 10 had no credit at all. Conclusions: Although there’s been development in women’s sports activities, mass media doesn’t offer spaces equitably compared to men. There’s still a majority of news about men’s sports, even if women participate in the same activity. The only two sports that make an exception are women's soccer and tennis, so these take up most of the media’s limited space. The space given to women who practice sports is still reduced because it is barely one-third of that used in male sports.Antecedentes: Los estudios acerca de la representación de las mujeres deportistas en los medios de comunicación han aumentado, y entre estos, destaca la preferencia por el análisis de contenido como la técnica que utilizan los investigadores interesados en estudiar cómo es la cobertura de los medios hacia las mujeres deportistas. Este estudio tiene el objetivo de identificar la cobertura que conceden los medios deportivos a las mujeres que practican deportes, tanto a nivel profesional como amateur, en las diversas disciplinas, a fin de establecer cómo aparece cuando se le concede espacio, si existe alguna diferencia cuando la cobertura la realiza un hombre o una mujer, y el tipo de enfoque que se le da a la información que se maneja sobre las mujeres deportistas. Muestra:  Se analizaron cuatro medios deportivos impresos, dos de circulación nacional (Récord y el ESTO) y dos de circulación local en Monterrey, Nuevo León (El Norte y El Horizonte). La unidad de análisis fue la noticia y el criterio de selección fue que aborde información sobre una mujer deportista. La muestra abarcó una semana natural, del 23 de agosto al 29 de agosto de 2022 y para su análisis se diseñó un Manual de Codificación con datos tomando en cuenta 11 categorías. Resultados: Durante el periodo analizado se publicó un total de 758 notas en los medios analizados, de las cuales solo 84 notas cubrieron actividades de las mujeres deportistas, lo que representa apenas el 11%.  De esas 84 notas, en 71 las mujeres fueron protagonistas, el resto fue compartido. El deporte a partir del cual se mencionó más a la mujer fue el fútbol, seguido del tenis. 60 publicaciones mostraban a las mujeres como ganadoras, 13 como especialistas, 7 como víctimas y 3 como perdedoras. En cuanto al crédito de la nota, 51 notas estaban acreditadas a un nombre propio, siendo 28 a hombres y 23 a mujeres; mientras 19 eran del staff de cada periódico, 4 de una agencia y 10 no tenían crédito alguno. Conclusiones: A pesar del avance que han tenido las mujeres en el desarrollo de actividades deportivas, los medios de comunicación no ofrecen espacios de manera equitativa con relación a los hombres. Sigue marcando mayoría la cantidad de notas y reportajes dedicados a los hombres, aunque el mismo deporte sea jugado por mujeres. Los únicos dos deportes que marcan la excepción y por consecuencia son esta mayoría dentro del limitado espacio en los medios deportivos para las mujeres son el fútbol femenil y el tenis femenil. El espacio que se les da a las mujeres que practican o comunican el deporte sigue siendo muy poco, ya que la mayoría de las pocas noticias encontradas miden apenas un tercio de espacio con respecto al deporte varonil
