    The article is devoted to identifying the role and importance of the national world perception in the context of the priorities of the multipolar world in the modern digital era. The main goal of the article is to analyze the status of national philosophy in the era of global transformations. The authors draw attention to a number of interrelated conceptual and methodological problems. The methodological strategy involves the principle of social and cultural determination, activity approach, “enactivism. In the article, the authors give the analysis of the hypotheses, suggesting that the basic programs of human behavior are reflected in the plots of works of fiction through the artistic images, which allows to enter the inner laboratory of the human mentality.El artículo está dedicado a identificar el papel y la importancia de la percepción nacional del mundo en el contexto de las prioridades del mundo multipolar en la era digital moderna. El objetivo principal del artículo es analizar el estado de la filosofía nacional en la era de las transformaciones globales. Los autores llaman la atención sobre una serie de problemas conceptuales y metodológicos interrelacionados. La estrategia metodológica implica el principio de determinación social y cultural, enfoque de actividad, "enactivismo".     Impacts of extreme 2013–2014 winter conditions on Lake Michigan's fall heat content, surface temperature, and evaporation

    Since the late 1990s, the Laurentian Great Lakes have experienced persistent low water levels and above average over‐lake evaporation rates. During the winter of 2013–2014, the lakes endured the most persistent, lowest temperatures and highest ice cover in recent history, fostering speculation that over‐lake evaporation rates might decrease and that water levels might rise. To address this speculation, we examined interseasonal relationships in Lake Michigan's thermal regime. We find pronounced relationships between winter conditions and subsequent fall heat content, modest relationships with fall surface temperature, but essentially no correlation with fall evaporation rates. Our findings suggest that the extreme winter conditions of 2013–2014 may have induced a shift in Lake Michigan's thermal regime and that this shift coincides with a recent (and ongoing) rise in Great Lakes water levels.     System of Monitoring and Response to Public Health Emergencies of Sanitary-Epidemiological Character in the CIS Countries

    The most important component of strengthening the potential for responding to biological threats both at the national and interstate levels is the formation of a unified system for monitoring and responding to emergencies (ES) of sanitary-epidemiological nature in the CIS territory.The aim of the work was to review the systems for monitoring and responding to emergencies of sanitary-epidemiological character in the CIS countries by the example of the Russian Federation, the Republic of Belarus, the Republic of Kazakhstan and the Kyrgyz Republic, to characterize the main areas of international cooperation on countering biological threats and coordinating international response measures in the CIS countries.Materials and methods. Information and analytical materials provided by organizations responsible for epidemiological surveillance and control in the CIS countries, Internet sources, and publications were used for the study.Results and discussion. The organization and functioning of the systems for monitoring and responding to emergencies in the CIS countries is a state function. It includes, as a rule, the national, regional (sub-national) and territorial (local) levels, which have horizontal and vertical connections. The legal framework is made up of documents of the legislative level. Interdepartmental interaction in response to emergencies is carried out both at the republican level and in administrative territories; the basis for interaction is the integrated planning of preventive and anti-epidemic measures and the functioning of the relevant organizational structures on an ongoing basis. Since 2015, with the support of the Government of the Russian Federation, programs have been implemented aimed at assisting partner countries in the implementation of the International Health Regulations (2005) in order to increase national response capacity and form a unified sanitaryepidemiological emergency response system in the CIS countries. The main areas of collaboration are strengthening the material and technical base and human resources of specialized institutions and scientific cooperation. As a result of the program implementation, a unified system for monitoring and prompt response to emergencies in the field of public health of sanitary-epidemiological nature has essentially been formed in the CIS countries to date, uniting more than 15 specialized institutions from 8 CIS countries

    Rapid and highly variable warming of lake surface waters around the globe

    In this first worldwide synthesis of in situ and satellite-derived lake data, we find that lake summer surface water temperatures rose rapidly (global mean = 0.34°C decade−1) between 1985 and 2009. Our analyses show that surface water warming rates are dependent on combinations of climate and local characteristics, rather than just lake location, leading to the counterintuitive result that regional consistency in lake warming is the exception, rather than the rule. The most rapidly warming lakes are widely geographically distributed, and their warming is associated with interactions among different climatic factors—from seasonally ice-covered lakes in areas where temperature and solar radiation are increasing while cloud cover is diminishing (0.72°C decade−1) to ice-free lakes experiencing increases in air temperature and solar radiation (0.53°C decade−1). The pervasive and rapid warming observed here signals the urgent need to incorporate climate impacts into vulnerability assessments and adaptation efforts for lakes.Peer reviewe
