Quantitative isoperimetric inequalities in H^n

In the Heisenberg group H^n, we prove quantitative isoperimetric inequalities for Pansu's spheres, that are known to be isoperimetric under various assumptions. The inequalities are shown for suitably restricted classes of competing sets and the proof relies on the construction of sub-calibrations

L'esclusione della legittimazione ad agire degli enti locali nell'azione risarcitoria in tema di danno ambientale: la negazione del "federalismo ambientale"

Il saggio si occupa della legittimazione ad agire e dell’intervento nei giudizi di risarcimento del danno ambientale, ponendo una particolare attenzione all’esclusione da tale legittimazione degli enti locali. Il tema solleva oggi profili di criticità, dovendo leggere quanto disposto dall’art. 311, d.lg. n. 152 del 2006 alla luce di disposizioni comunitarie e costituzionali, nonché di norme di rango primario, quale il d.lg. n. 85 del 2010, in tema di federalismo demaniale, il quale ha riconosciuto, nel rispetto dei principi di sussidiarietà e di leale collaborazione, una centralità di competenze e di funzioni agli enti locali nella gestione del proprio territorio, centralità allo stesso tempo negata dalle forti spinte Stato-centriche del Codice del 2006 che contribuiscono solo alla riduzione della tutela dell’ambiente

Il saggio si occupa del diritto di accesso ai documenti amministrativi, previsto dall'art. 22 ss., l. n. 241/1990, con particolare riguardo per i soggetti attivi del diritto di accesso e tra questi la pubblica amministrazione, le associazioni dei consumatori e i consiglieri comunali e provinciali. La rilevanza del tema non trova una giusta corrispondenza nelle diverse disposizioni di legge che disciplinano le differenti modalità di accesso in riferimento ai tre soggetti attivi oggetto di analisi, creando un sistema normativo poco omogeneo e non adeguatamente orientato ai principi costituzionali e dell'Unione europea

Extremal polynomials in stratified groups

We introduce a family of extremal polynomials associated with the prolongation of a stratified nilpotent Lie algebra. These polynomials tre related to a new algebraic characterization of abnormal sub-Riemannian extremals in stratified nilpotent Lie groups. They satisfy a set of remarkable structure relations that are used to integrate the adjoint equations, in both normal and abnormal case

Partial breast irradiation: Targeting volume or breast molecular subtypes?

The eligibility criteria for partial breast irradiation (APBI) are mainly based on histopathological factors, which not always explain the clinical behaviour of breast cancers. International guidelines represent useful platform to collect data for continued refinement of patient selection, but the clinical applicability to APBI series showed some limitations, particularly among the intermediate and high-risk groups. The heterogeneity of APBI techniques, along with the heterogeneity of breast cancer, generates clinical results, where the predictive value of the histopathological factors can assume different weight. There is a need of further refinement and implementation of risk factors. Currently, the impact of breast cancer subtype on local control is matter of investigation, and treatment decision about radiotherapy is generally made without regard to the breast cancer subtype. However, receptor status information is easily available and some histopathological factors have not a definite role, there is no uniform interpretation. As molecular classification becomes more feasible in the clinical practice, it will provide added value to conventional clinical tumour characteristics in predicting local recurrence in breast cancer and may play an important role as predictor of eventual patient outcomes

Phenomenology at the LHC of composite particles from strongly interacting Standard Model fermions via four-fermion operators of NJL type

A new physics scenario shows that four-fermion operators of Nambu-Jona-Lasinio (NJL) type have a strong-coupling UV fixed point, where composite fermions $F$ (bosons $\Pi$) form as bound states of three (two) SM elementary fermions and they couple to their constituents via effective contact interactions at the composite scale $\Lambda \approx {\cal O}$(TeV). We present a phenomenological study to investigate such composite particles at the LHC by computing the production cross sections and decay widths of composite fermions in the context of the relevant experiments at the LHC with $pp$ collisions at $\sqrt{s}={\rm 13}$ TeV and $\sqrt{s}={\rm 14}$ TeV. Systematically examining all the different composite particles $F$ and the signatures with which they can manifest, we found a vast spectrum of composite particles $F$ that has not yet been explored at the LHC. Recasting the recent CMS results of the resonant channel $pp\rightarrow e^+F \rightarrow e^+e^- q\bar{q}'$, we find that the composite fermion mass $m_F$ below 4.25 TeV is excluded for $\Lambda$/$m_F$ = 1. We further highlight the region of parameter space where this specific composite particle $F$ can appear using 3 ab$^{-1}$, expected by the High-Luminosity LHC, computing 3 and 5 $\sigma$ contour plots of its statistical significance.Comment: To appear in EPJC. Extremal curves in nilpotent Lie groups

We classify extremal curves in free nilpotent Lie groups. The classification is obtained via an explicit integration of the adjoint equation in Pontryagin Maximum Principle. It turns out that abnormal extremals are precisely the horizontal curves contained in algebraic varieties of a specific type. La nota commenta l’ordinanza n. 787/2022 del T.A.R. Lombardia, Brescia, che solleva la questione di legittimità costituzionale dell'art. 5 della l.r. Lombardia n. 30/2006, nella parte in cui attribuisce alle Amministrazioni comunali le funzioni amministrative, in materia di bonifica dei siti inquinati, che il legislatore statale ha attribuito, con l’art. 242 del d. lgs. n. 152/2006, alle Regioni. Alla luce di tali considerazioni, si sottopone alla Corte costituzionale la questione di legittimità costituzionale concernente il contrasto dell’art. 5 della l.r. n. 30/2006, con l’art. 117, c. 2, lett. s), Cost.
