Regionale Ordnungen in politischen RĂ€umen. Ein Beitrag zur Theorie regionaler Ordnungen
Seit einiger Zeit stehen Regionen (wieder) auf der Agenda der Theoriediskussionen in den Internationalen Beziehungen. Es ist u.a. von einer âemerging regional architecture of world politicsâ die Rede und von der Zukunft eines âmultiregional system of international relationsâ oder sogar einer âworld of regionsâ. In dieser Perspektive geht es gegenwĂ€rtig nicht mehr allein um die Frage, welche Strukturvorgaben des internationalen Systems fĂŒr eine neue Weltpolitik zu berĂŒcksichtigen sind. Vielmehr ist mit Blick auf die regionalen Ordnungen erforderlich zu fragen, wann und unter welchen UmstĂ€nden die Strukturen und Akteurskonstellationen fĂŒr regionale Kontexte ĂŒberhaupt Bedeutung haben. Allerdings ist der politiktheoretische Status der Regionen in den Internationalen Beziehungen alles andere als klar. Mit diesem Beitrag werden zwei Ziele verfolgt: Einerseits wird die bisherige Diskussion mithilfe von drei SchlĂŒsselkonzepten â Kooperation, Regionale Sicherheitskomplexe und ExternalitĂ€ten â strukturiert; andererseits wird das konzeptionelle VerhĂ€ltnis von Regionen, politischen RĂ€umen und regionalen Ordnungen diskutiert. Dabei werden Kriterien â geografische Lage, politische Entscheidungen, Drittwirkungen dieser Entscheidungen â vorgestellt, die eine weiterfĂŒhrende Analyse verschiedener Typen regionaler Ordnungen ermöglichen.regionale Ordnung, Region/Regionalismus, Theorien Internationaler Beziehungen
Regel und Ausnahme: zu einer Leitunterscheidung der Politischen Ethik
'Der zentrale Gegenstand der Politischen Ethik ist die LegitimitĂ€t politischen Handelns, die im Verfassungsstaat wesentlich durch die Hegung des politischen Prozesses in Form von Institutionen, Prinzipien und Verfahren erreicht wird. In auĂergewöhnlichen Lagen stellt sich jedoch auch fĂŒr solche Ordnungen die Frage nach den Grenzen des Rechtsstaats, jĂŒngst erst wieder infolge der Bedrohung durch den internationalen Terrorismus. Anhand von Beispielen nimmt sich der Beitrag des Problems eines angemessenen Umgangs mit Ausnahmen an und geht dabei in der Auseinandersetzung mit Immanuel Kant, Carl Schmitt und Giorgio Agamben der Frage nach, wie sich der Begriff der Ausnahme im juridischen sowie im ethischen Kontext bestimmen und wie sich die Gewichtung des VerhĂ€ltnisses zwischen Regel und Ausnahme begrĂŒnden lĂ€sst. Auf dieser theoretischen Grundlage werden Problemfelder in der Auslegung und Anwendung von Prinzipien sichtbar (z.B. 'framing' oder 'Autoimmunisierung'), in denen die Politische Ethik qua kompetenter Urteilskraft fĂŒr AufklĂ€rung sorgen kann.' (Autorenreferat)'The quest for legitimacy of political decisions is the main subject of political ethics, and the answer to it is usually seen in a constitutional framework of the democratic decision-making process and the rule of law. Yet, in crisis situations, for instance caused by terrorist threats, this framework is put to the test: Is it possible to justify exceptions from the rule of law? The purpose of this article is to discuss various forms of exceptions and to learn from the comparison of different approaches - Immanuel Kant, Carl Schmitt, and Giorgio Agamben - how to define exceptions in law and ethics and how to deal with them. Based on these interpretations and illustrated by a variety of examples political ethics can provide insights into the specific components of sound political judgement, and by thus avoiding negative processes of 'framing' or 'auto-immunity'.' La ley constitucional en el Estado social de derecho
El artĂculo analiza la nociĂłn de ley constitucional en el Estado social de derecho a partir de una conferencia de Hermann Heller titulada âEl concepto de ley en la ConstituciĂłn del Reichâ, que fue pronunciada en 1927 en las jornadas de la AsociaciĂłn de Profesores Alemanes de teorĂa jurĂdica del Estado. En esa conferencia, Heller ejecuta una aguda crĂtica a las implicancias polĂticas de la doctrina que distingue un concepto formal y uno material de ley. El artĂculo se ocupa de describir los fundamentos de esta doctrina y de reconstruir sus antecedentes teĂłricos e histĂłricos. AdemĂĄs, se recupera la crĂtica que hace Heller a esa doctrina y su apuesta por un concepto unificado de ley, que se corresponde con el concepto constitucional de ley parlamentaria. Se repara, a su vez, en el debate que suscitĂł la conferencia entre Heller y Kelsen. Por Ășltimo, se analizan las potencialidades de dicha concepciĂłn para pensar el vĂnculo entre democracia y teorĂa social en el Estado social de derecho
Von der Mischverfassung zur komplexen Demokratie: die Transformation des Republikanismus in der Französischen Revolution
In der politischen Ideengeschichte des Republikanismus kommt der Französischen Revolution keine groĂe Bedeutung zu. Hannah Arendts These, dass der französische SouverĂ€nitĂ€tsgedanke die Ausbildung einer republikanischen Politiktradition verhindert habe, prĂ€gt die Rezeption bis heute. DemgegenĂŒber wird in diesem Beitrag die These vertreten, dass die beiden wichtigsten Denker einer revolutionĂ€ren politischen Neuordnung in Frankreich, SieyĂšs und Condorcet, das republikanische Erbe auf der Grundlage von Rousseaus Theorie einer demokratischen GrĂŒndung aufgreifen und transformieren. Das Charakteristikum ihres Republikanismus ist die Idee einer institutionellen Hegung der demokratisch erzeugten SouverĂ€nitĂ€t. Der klassisch-republikanische Gedanke der Moderation politischer Macht durch eine Mischverfassung wird durch das moderne Konzept der Binnendifferenzierung des politischen Prozesses in einer komplexen Demokratie ersetzt.In the intellectual history of republicanism the French Revolution plays only a minor role. Hannah Arendtâs thesis that the French idea of sovereignty has prevented the formation of a republican political tradition, characterizes the reception to this day. In contrast, this article argues that the two most important thinkers of the revolutionary political order in France, SieyĂšs and Condorcet, take up and transform the republican heritage on the basis of Rousseauâs theory of a democratic foundation. The characteristic of their republicanism is the idea of an institutional bracketing of democratic sovereignty. The classical republican idea of moderation of political power by a mixed constitution is replaced by the modern concept of internal differentiation of the political process in a complex democracy
Doctors under the microscope: the birth of medical audit
In 1989 a UK government White Paper introduced medical audit as a comprehensive and statutory system of assessment and improvement in quality of care in hospitals. A considerable body of research has described the evolution of medical audit in terms of a struggle between doctors and National Health Service managers over control of quality assurance. In this paper we examine the emergence of medical audit from 1910 to the early 1950s, with a particular focus on the pioneering work of the American surgeons Codman, MacEachern and Ponton. It is contended that medical professionals initially created medical audit in order to articulate a suitable methodology for assessing individual and organisational performance. Rather than a means of protecting the medical profession from public scrutiny, medical auditing was conceived and operationalised as a managerial tool for fostering the active engagement of senior hospital managers and discharging public accountability. These early debates reveal how accounting was implicated in the development of a system for monitoring and improving the work of medical professionals, advancing the quality of hospital care, and was advocated in ways, which included rather than excluded managers
Germany: The AfDâs Staggering between Reason and Resistance
This chapter argues that the AfD has not been able to capture the mediaâs attention and display itself as the centre of protest against the governmentâs COVID-19 policies. One of the key reasons is that the AfD has limited its critique to highlighting the failures in prevention and to stressing mistakes made in effectively managing the crisis. Consequently, the AfD could not exert the same radical critique as for example during the migration crisis. To be sure, the AfD has refused to participate in the overall COVID-19 consensus by politicizing the issue. It also tried to radicalize its critique by switching from a âsafety firstâ strategy to a strategy of âindividual rights firstâ. But with no avail. It seems that the party has been suffering from some âoutbiddingâ by forms of extra-parliamentary opposition (APO), which are much more radical and in some ways also more populist than the AfD itself
Structural features of archaebacterial cell envelopes
Regularly arrayed surface (glyco) proteins--often referred to as S layers--are a common feature of the cell envelopes of almost all archaebacteria. We have selected some examples (Halobacterium, Sulfolobus, Thermoproteus, Pyrobaculum, Staphylothermus), and we describe the structure of their surface layers as revealed primarily by electron crystallography. In spite of a considerable diversity in shapes and dimensions, some common structural features emerge from the comparison. The glycoprotein arrays are composed of oligomeric units which are anchored in the plasma membrane; extended spacer or linker domains maintain the bulk of the more or less porous surface layers at a constant distance above the membrane surface, thus creating a quasi-periplasmic compartment. Functions ascribed to surface layers, such as compartmentalization, shape maintenance and determination, and adhesion are discussed. [References: 43
