    STRUCTURAL ADJUSTMENT AND AGRICULTURAL EXPORT RESPONSE IN LATIN AMERICA

    Expanding exports has been one of the principal goals of structural adjustment programs aimed at restoring external balance of payments equilibria in many developing countries. This paper analyzes the changing responsiveness of agricultural exports to price and exchange rate variation for selected crops in eight Latin American countries over the period 1961-1990. The results show that: (1) commodity and country disaggregation in estimation generates much higher export response elasticities than previously estimated; (2) real exchange rate changes dominate price changes in stimulating export response; and (3) statistical tests confirm structural change in export response elasticities in over half of the equations estimated. Overall, the evidence suggests that price and exchange rate changes accompanying stabilization and adjustment reforms have had significant though non-uniform effects in stimulating agricultural export expansion in Latin America.International Relations/Trade,

    Biochemical Properties of a Decoy Oligodeoxynucleotide Inhibitor of STAT3 Transcription Factor.

    Cyclic STAT3 decoy (CS3D) is a second-generation, double-stranded oligodeoxynucleotide (ODN) that mimics a genomic response element for signal transducer and activator of transcription 3 (STAT3), an oncogenic transcription factor. CS3D competitively inhibits STAT3 binding to target gene promoters, resulting in decreased expression of proteins that promote cellular proliferation and survival. Previous studies have demonstrated antitumor activity of CS3D in preclinical models of solid tumors. However, prior to entering human clinical trials, the efficiency of generating the CS3D molecule and its stability in biological fluids should be determined. CS3D is synthesized as a single-stranded ODN and must have its free ends ligated to generate the final cyclic form. In this study, we report a ligation efficiency of nearly 95 percent. The ligated CS3D demonstrated a half-life of 7.9 h in human serum, indicating adequate stability for intravenous delivery. These results provide requisite biochemical characterization of CS3D that will inform upcoming clinical trials

    The diamond nitrogen-vacancy (NV) center is a leading platform for quantum information science due to its optical addressability and room-temperature spin coherence. However, measurements of the NV center's spin state typically require averaging over many cycles to overcome noise.     Design of internal support structures for an inflatable lunar habitat

    NASA has a long range goal of constructing a fully equipped, manned lunar outpost on the near side of the moon by the year 2015. The proposed outpost includes an inflatable lunar habitat to support crews during missions longer that 12 months. A design for the internal support structures of the inflatable habitat is presented. The design solution includes material selection, substructure design, assembly plan development, and concept scale model construction. Alternate designs and design solutions for each component of the design are discussed. Alternate materials include aluminum, titanium, and reinforced polymers. Vertical support alternates include column systems, truss systems, suspension systems, and lunar lander supports. Horizontal alternates include beams, trusses, floor/truss systems, and expandable trusses. Feasibility studies on each alternate showed that truss systems and expandable trusses were the most feasible candidates for conceptual design. The team based the designs on the properties of 7075 T73 aluminum. The substructure assembly plan, minimizes assembly time and allows crews to construct the habitat without the use of EVA suits. In addition to the design solutions, the report gives conclusions and recommendations for further study of the inflatable habitat design

    Heuristic Spike Sorting Tuner (HSST), a framework to determine optimal parameter selection for a generic spike sorting algorithm

    Extracellular microelectrodes frequently record neural activity from more than one neuron in the vicinity of the electrode. The process of labeling each recorded spike waveform with the identity of its source neuron is called spike sorting and is often approached from an abstracted statistical perspective. However, these approaches do not consider neurophysiological realities and may ignore important features that could improve the accuracy of these methods. Further, standard algorithms typically require selection of at least one free parameter, which can have significant effects on the quality of the output. We describe a Heuristic Spike Sorting Tuner (HSST) that determines the optimal choice of the free parameters for a given spike sorting algorithm based on the neurophysiological qualification of unit isolation and signal discrimination. A set of heuristic metrics are used to score the output of a spike sorting algorithm over a range of free parameters resulting in optimal sorting quality. We demonstrate that these metrics can be used to tune parameters in several spike sorting algorithms. The HSST algorithm shows robustness to variations in signal to noise ratio, number and relative size of units per channel. Moreover, the HSST algorithm is computationally efficient, operates unsupervised, and is parallelizable for batch processing

Just as Mr. Caustin comes up to the Science Center, people come up from the development laboratories and keep us very much in touch with the real world. We occasionally go down and talk to them, too. The interaction between the two places leads to some interesting things. In fact, I\u27d like to talk to you about one such interaction today
