Growth Strategy with social Capital and Physical Capital- Theory and Evidence: the Case of Vietnam

In our theoretical model, there exists a critical value such that firm will not invest in social capital if its saving is lower than the critical value and otherwise. Moreover, the output depends positively and non-linearly on the social capital. Our empirical model that captures the impact of physical capital, human capital, and social capital using the database from Survey of Small and Medium Scale Manufacturing Enterprises (SMEs) in Vietnam 2011, confirms the conclusions of the theoretical model.Dans ce papier, nous étudions l'impact du capital social dans un modèle simple à la fois théorique et empirique. L'hypothèse cruciale est que le coût du capital physique, grâce aux contacts sociaux diminue par rapport aux dépenses en capital social. Dans le modèle théorique, nous montrons qu'il existe un seuil critique de l'épargne destinée aux dépenses en capital social. Les firmes dont l'épargne est inférieur à ce seuil ne vont pas investir en capital social. Nous montrons de plus que les productions dépendent positivement des dépenses en capital social. Les résultats du modèle empirique, en utilisant les données de Survey of Small and Medium Scale Manufacturing Enterprises du Vietnam de l'année 2011, confirment les résultats du modèle théorique
Public Investment Management of Higher Education in Vietnam : Current Issues and Policy Recommendations
Purpose: The aim of the paper is to provide a comprehensive insight on public investment management practices in higher education and experiences of developed countries, to analyse the current approaches to public investment management in Vietnam and to propose applicablepolicy recommendations.Design/methodology/approach: Case study based on literature of public investment in higher education and analysis of legal documents, reports and data regarding Vietnam’s current practices in the field.Findings: Public investment management practices of Vietnam still follow the traditional approach, which has shown various weaknesses and drawbacks in terms of efficiency, lack of unification, and incapability of higher education institutions to seek for autonomy and alternative operational resources.Research and practical limitations/implications: Lack of quantitative data and survey tools to enhance the practical implementation of the study.Originality/value: This paper can become a reference resource for policy makers in terms of promoting reforms in the public investment system for higher education in the future.Paper type: Case study

Efficacy of Neural Prediction-Based NAS for Zero-Shot NAS Paradigm
In prediction-based Neural Architecture Search (NAS), performance indicators
derived from graph convolutional networks have shown significant success. These
indicators, achieved by representing feed-forward structures as component
graphs through one-hot encoding, face a limitation: their inability to evaluate
architecture performance across varying search spaces. In contrast, handcrafted
performance indicators (zero-shot NAS), which use the same architecture with
random initialization, can generalize across multiple search spaces. Addressing
this limitation, we propose a novel approach for zero-shot NAS using deep
learning. Our method employs Fourier sum of sines encoding for convolutional
kernels, enabling the construction of a computational feed-forward graph with a
structure similar to the architecture under evaluation. These encodings are
learnable and offer a comprehensive view of the architecture's topological
information. An accompanying multi-layer perceptron (MLP) then ranks these
architectures based on their encodings. Experimental results show that our
approach surpasses previous methods using graph convolutional networks in terms
of correlation on the NAS-Bench-201 dataset and exhibits a higher convergence
rate. Moreover, our extracted feature representation trained on each
NAS-Benchmark is transferable to other NAS-Benchmarks, showing promising
generalizability across multiple search spaces. The code is available at:

On the two-filter approximations of marginal smoothing distributions in general state space models
International audienceA prevalent problem in general state space models is the approximation of the smoothing distribution of a state conditional on the observations from the past, the present, and the future. The aim of this paper is to provide a rigorous analysis of such approximations of smoothed distributions provided by the two-filter algorithms. We extend the results available for the approximation of smoothing distributions to these two-filter approaches which combine a forward filter approximating the filtering distributions with a backward information filter approximating a quantity proportional to the posterior distribution of the state given future observations
An improved performance routing protocol based on delay for MANETs in smart cities
Mobile ad-hoc networks (MANETs) is a set of mobile devices that can self-configuration, self-established parameters to transmission in-network. Although limited inability, MANETs have been applied in many domains to serve humanity in recent years, such as disaster recovery, forest fire, military, intelligent traffic, or IoT ecosystems. Because of the movement of network devices, the system performance is low. In order to MANETs could more contribution in the future of the Internet, the routing is a significant problem to enhance the performance of MANETs. In this work, we proposed a new delay-based protocol aim enhance the system performance, called performance routing protocol based on delay (PRPD). In order to analyze the efficiency of the proposed solution, we compared the proposed protocol with traditional protocols. Experiment results showed that the PRPD protocol improved packet delivery ratio, throughput, and delay compared to the traditional protocols
