The first year of implementation of the EU Action Plan on Integration: An evaluation of European policy coordination on migrant integration. Policy Brief Issue 2017/02 • July 2017

In June 2016, the European Commission launched the ‘EU Action Plan on Integration of third country nationals’. The Action Plan provides a common policy framework for integration policies in the Member States and aims to promote cooperation and policy coordination in the field of migrant integration. Due to the multilevel and cross-sectoral character of migrant integration, policy coordination is crucial to an effective policy strategy in this area of policymaking. In this policy brief, we take the one year anniversary of the Action Plan as an occasion to evaluate the role of the European Commission in European policy coordination on migrant integration. We discuss the relevant European tools for policy coordination that have been put into place over the last decade and recommend an evaluation of the effect of these tools on the policy responses and outcomes in the Member States

The “last days” of the migrant and refugee camp of Calais

This article describes a research visit to the Calais and Norrent-Fontes immigrant and refugee camps, both located in the department of Pas-de-Calais, northern France, between September 19th and 20th, 2016. The visit took place a few days before the French government carried out the dismantling of the Calais camp, also known as the “Jungle of Calais” (Jungle de Calais), on October 26th, 2016. After briefly presenting the history of the camps, we describe our impressions of the visits and discuss their current situation.Este relato descreve uma visita de pesquisa aos acampamentos de imigrantes e refugiados de Calais e de Norrent-Fontes, ambos localizados no departamento de Pas-de-Calais, região norte da França, entre os dias 19 e 20 de setembro de 2016. A visita ocorreu alguns dias antes que o governo francês realizasse o desmantelamento do acampamento de Calais, também conhecido como a “Selva de Calais” (Jungle de Calais), em 26 de outubro de 2016. Educar para o mundo: experiência extensionista popular para direitos humanos e migrações

Educar para o Mundo is a collective work aimed at rethinking how the area of International Relations could be studied and acted upon, especially regarding the academic outreach initiatives in the area. It is mostly inspired by authors that think critically about how the academic area relates with the society it belongs to. Following the work of Paulo Freire, we decided to go beyond the classrooms to actively work with the reality lived by Latin-American immigrants in the city of São Paulo. We have begun our work in a public school whose student body includes a significant number of Bolivian-origin children and faced many difficulties in dealing with this group. After years of a proficuous relationship, albeit difficult and demanding, we realised that the traditional educational model presented more barriers than pathways to expand our work with migrant groups and opted to strengthen our presence in public spaces and together with organized migrant social movements. We understand that dialog with active interlocutors offers great chances of doing a communicative outreach work. This article presents our main results in our six years of existence and debates opportunities for popular outreach in the area of International Relations.A proposta do Educar para o Mundo é repensar a forma como se estuda e se atua na área de Relações Internacionais, especialmente nos projetos de extensão da área, inspirados em autores que pensam criticamente sobre a forma como a área acadêmica se relaciona com a sociedade à qual pertence. A exemplo de Paulo Freire, decidimos ir além da sala de aula para nos inserirmos na realidade dos imigrantes latino-americanos em São Paulo. Iniciamos nosso trabalho em uma escola pública que abrigava uma porcentagem significativa de crianças bolivianas e que tinha uma dificuldade considerável em lidar com este grupo. Após anos de uma relação profícua, porém difícil e desgastante, percebemos que o modelo de escola tradicional com que trabalhávamos oferecia mais barreiras do que novos caminhos para expandir nossa atuação com os migrantes e optamos por fortalecer nossa presença nos espaços públicos e junto aos movimentos organizados de imigrantes. Entendemos que o diálogo com interlocutores ativos e dispostos oferece grandes possibilidades de realizar o trabalho de extensão comunicativa popular. Este artigo apresenta os principais resultados alcançados por nosso coletivo em seus seis anos de existência e debate os caminhos da extensão popular para a área de Relações Internacionais

A reatividade negativa oriunda da poliquimioterapia imposta na Hanseníase

Introdução: A hanseníase é uma doença infectocontagiosa, que devido às repercussões clínicas e aos dados epidemiológicos é considerada de notificação compulsória. Contudo, esse transtorno quando é precocemente identificado e adequadamente manejado, evita consideravelmente o círculo vicioso de contágio e as manifestações clínicas que tornam a doença tão alvo de estigma. Objetivo: Descrever a reação negativa oriunda da poliquimioterapia imposta na hanseníase. Metodologia: Trata-se de uma revisão narrativa de literatura, fundamentada nas plataformas do Scielo, Pubmed, Lilacs e demais literaturas pertinentes ao tema, utilizando-se os seguintes descritores: Reação Hansênica, Efeitos Adversos e Poliquimioterapia, no período de janeiro de 2023. Resultados e Discussão:  Atualmente, o protocolo terapêutico voltado para a Hanseníase é a poliquimioterapia e possui boa eficácia e tolerância pela maioria dos pacientes.  No advém, a minoria destes apresenta reações adversas que variam de leve a exacerbadas e que devem ser devidamente classificados e orientados para outras opções farmacológica, objetivando impedir que o paciente abandone o tratamento, junto às enormes repercussões oriundas deste, e propiciar melhor qualidade de vida. Conclusão: Estima-se que o tratamento da Hanseníase é algo importante e indispensável para evitar problemas de saúde pública, mas este se baseia em uma alta carga associada de remédios potentes, a qual alguns portadores possuem sensibilidade e se orientados, podem continuar o tratamento até o alcance da cura.&nbsp

Legal recognition and social esteem in public policies for migrant integration at the local level in São Paulo and Brussels

Esta pesquisa visa compreender alguns aspectos do processo de integração de grupos imigrantes, focando nas políticas de nível municipal para garantir os direitos dos imigrantes e para promover a estima social desses grupos, e analisando seus impactos na integração das populações imigrantes. Sob esse ponto de vista, interessa-me observar como o Estado se organiza para integrar os diversos grupos imigrantes, assim como para mediar o relacionamento entre esses e outros grupos sociais. Entendo que essa forma de organização é estruturada pelas percepções sociais sobre imigração e, por sua vez, tem um valor estruturante sobre essas próprias percepções. Nesta pesquisa, realizo um trabalho de sistematização das políticas públicas voltadas para imigrantes na Bélgica e no Brasil e relaciono-as com a integração dos grupos imigrantes. Proponho uma análise da legislação e da regulamentação de entrada, permanência e saída de pessoas de cada país para verificar a situação de populações imigrantes nos dois países. Similarmente, proponho analisar políticas públicas municipais em suas duas maiores cidades (Bruxelas e São Paulo), especialmente aquelas voltadas para os grupos imigrantes (políticas para imigrantes recém-chegados e de participação política, por exemplo), a fim de identificar diferentes iniciativas governamentais para o reconhecimento legal e para a promoção de estima social positiva para as populações imigrantes.This research aims at understanding and shedding light over some aspects of the immigrant integration process, focusing on the policies developed at local level to guarantee the rights of immigrants and to promote their social esteem, verifying the impact of those two elements in their integration. From this point of view, I observed how a government organises itself to integrate the different immigrant groups, as well as, to mediate the relationship between these groups and other social groups. I argue that this organisation is structured by social perceptions over immigration and, by its turn, exercises a structuring force on the social perceptions. For this research, I worked at the systematization of public policies focused at immigrants in Belgium and Brazil and search for a relationship with the integration of immigrant groups. For this means, I analysed the legislation for entry, permanence and exit in each country to verify the situation of migrant populations in these countries. Similarly, I analysed public policies aimed at immigrant groups (e. g. reception of recently arrived immigrants or political participation policies) to identify different government initiatives for the legal recognition of migrants and the promotion of social esteem for these population. I chose to analyse the immigration and integration policies that are organised by the local and regional authorities in the cities with the biggest migrant communities in both countries, Brussels and São Paulo

Public policy and media frames: the debate over migration in Brazil

The main goal of this article is to provide a good basis to assess the way media frames are embedded in a wider social scenario, and how public and political preferences can be researched through media debate. The methodology adopted allows for an analysis of newspaper articles that can show broader trends of the debate and serve as a thermometer to measure public debate. It can further highlight details and enable in-depth analyses of media discourse. The article explores the interconnectedness of media debate and policy-making process by means of the analysis of articles published in a Brazilian newspaper between 2009 and 2010. Quantitative and qualitative methodologies are employed to identify the frames used in media and to offer insights of their relationship with the political debate. The ongoing political debate has raised attention to the issue of migration, with a great numbers of actors expressing very diverse points of view. A broader public debate has been initiated and some portions of it find voice in different means of communication. The paper argues that changes in the public and in the media debate are a response to changes in the political debate, while at the same time the first two also help to outline the latter

The media debate over migration public policy in Austria, Germany and Switzerland

Esta pesquisa investiga o relacionamento entre as políticas públicas de imigração e o debate midiático sobre o tema, a fim de reconhecer os possíveis elos entre o debate público e o debate político em democracias modernas. O objetivo é verificar como se dá o processo de formação de políticas públicas através dos discursos apresentados por países envolvidos em organizações de integração regional. A pesquisa buscar apontar atores, instituições e temas mais relevantes para a definição das políticas de imigração através da análise de políticas públicas de imigração criadas na Alemanha, Áustria, Suíça e na União Europeia após 1999 e da análise do debate midiático em jornais da Alemanha e da Áustria em 1999 e 2009. As discussões indicam que os debates públicos e político e o debate midiático se encontram interligados nos países estudados e o debate midiático pode ser compreendido como um espaço de discussão com possibilidades de alimentar as discussões políticas. A pesquisa também aponta que as políticas públicas de imigração abrigam tendências para a cooperação internacional e para ações unilaterais. Da mesma forma, evidencia-se que a questão da imigração se localiza no ponto de encontro entre questões de segurança nacional e direitos humanos nos debates políticos contemporâneos.This research investigates the relationship between migration public policies and the media debate over the issue of migration, aiming on recognizing connections between the public and political debate in modern democracies. Its main objective is to examine the construction process of public policies through the discourses presented by countries immersed in regional integration organizations. The research searches for the most relevant actors, institutions and themes in the definition of public policies by means of analyzing migration public policies in Austria, Germany, Switzerland and at the European Union from 1999 on and examining the media debate in newspapers in Germany and Austria in 1999 and 2009. The discussion indicates that public and political debates are intertwined with media debate and that it can be further understood as a forum for discussion with great chances of providing arguments for political discussions. It further points out that migration public policy shelters both tendencies for international cooperation and unilateral actions by countries. Likewise, it evinces that migration is found at a focal point between concerns about national security and human rights in the contemporary political debate
