The Implementation of the European Pillar of Social Rights (EPSR) in the Post-Pandemic Era
The European Pillar of Social Rights (EPSR) was to be implemented in a growth and stability period, once the financial crisis was overcome. However, an unexpected and bigger social and economic crisis has developed with the COVID-19 pandemic. The lack of employment opportunities, the precarious working conditions and the intensification of vulnerabilities predict that this crisis will be more harmful to European cohesion than its predecessor. In response to these challenges, the EU institutions have proposed extraordinary funding instruments and have transformed the former economic governance rules aiming at improving employment and growth, environment, but also of the resilience of a more inclusive and fairer society. Our research question refers to how this context can affect the implementation of the European Pillar and Social Rights. To answer this question, first, we will review the instruments provided in the EPSR for its implementation. Second, we will consider how this implementation is conditioned by the transformation of the economic governance rules from the 2008 crisis to the current crisis. Third, we will examine the Action Plan for the implementation of the European Pillar of Social Rights launched during the European Council Porto Summit
Nuevos planteamientos de justicia social en la UE en el marco de la estrategia 2020
Este trabajo parte del an谩lisis de los datos sobre la creciente situaci贸n de pobreza y exclusi贸n social en la UE y las consecuencias de los recortes en las pol铆ticas sociales. En medio de esta situaci贸n, atendemos a c贸mo entiende actualmente la Uni贸n Europea el concepto de econom铆a social de mercado y al equilibrio o no de los aspectos de est铆mulo de la competitividad, frente a la justicia social. Para ello nos detenemos especialmente en algunas iniciativas europeas recientes que consideramos especialmente ilustrativas de este enfoque, tales como las referidas a las empresas sociales, a la innovaci贸n social, a la responsabilidad social corporativa o la inversi贸n social
El Estado Social de Derecho en una nueva constituci贸n para Chile: Experiencia europea hacia la Justicia Social
L'Estat social 茅s un tipus hist貌ric d'Estat que ha aprofundit i ampliat el vessant social dels Estats liberals, i la seva efic脿cia i profunditat depenen de la regulaci贸 constitucional i els valors i principis de l'estrat猫gia econ貌mica. Aix铆, des de la crisi financera de 2008, la UE ha intensificat la pres猫ncia i rellev脿ncia dels objectius socials en la seva estrat猫gia econ貌mica, presentant-los com a necessaris per a l'猫xit econ貌mic i pol铆tic del projecte europeu. Entre les lli莽ons apreses destaca el canvi de paradigma fiscal i la mobilitzaci贸 d'instruments per a corregir les desigualtats, encara que es necessita una major coordinaci贸 dels Estats membres. En aquest sentit, es proposa el refor莽 de la governan莽a social i la implementaci贸 del Pilar Europeu de Drets Socials i la reforma del Semestre Europeu. A l'hora de mesurar, en els 煤ltims 30 anys s'han creat 铆ndexs per a mesurar el benestar, el desenvolupament hum脿, la felicitat i la qualitat de vida de les persones, i s'ha proposat un mesurament de la just铆cia social sobre la base de la prevenci贸 de la pobresa, l'acc茅s a l'educaci贸 i al mercat laboral, la inclusi贸 social i no discriminaci贸, la salut i la just铆cia intergeneracional. Xile es va incorporar a aquest mesurament en 2019 i t茅 marge de millora en algunes dimensions. Aquestes dades poden ajudar a sustentar una legislaci贸 adequada i una bona acci贸 de govern, davant una futura reforma constitucional al pa铆s.The social state is a historical type of state that has deepened and broadened the social aspect of liberal states, and its effectiveness and depth depend on constitutional regulation and the values and principles of economic strategy. Thus, since the 2008 financial crisis, the EU has intensified the presence and relevance of social objectives in its economic strategy, presenting them as necessary for the economic and political success of the European project. Among the lessons learned, the change in the fiscal paradigm and the mobilization of instruments to correct inequalities stand out, although greater coordination of the Member States is needed. In this regard, the strengthening of social governance and the implementation of the European Pillar of Social Rights and the reform of the European Semester are proposed. When it comes to measurement, in the last 30 years some indexes have been created to measure well-being, human development, happiness and quality of life of people, and a measurement of social justice has been proposed based on poverty prevention, access to education and labor market, social inclusion and non-discrimination, health and intergenerational justice. Chile joined this measurement in 2019 and has margin for improvement in some dimensions. These data can help to support adequate legislation and good government action, in view of a future constitutional reform in the country.El Estado social es un tipo hist贸rico de Estado que ha profundizado y ampliado la vertiente social de los Estados liberales, y su eficacia y profundidad dependen de la regulaci贸n constitucional y los valores y principios de la estrategia econ贸mica. As铆, desde la crisis financiera de 2008, la UE ha intensificado la presencia y relevancia de los objetivos sociales en su estrategia econ贸mica, present谩ndolos como necesarios para el 茅xito econ贸mico y pol铆tico del proyecto europeo. Entre las lecciones aprendidas destaca el cambio de paradigma fiscal y la movilizaci贸n de instrumentos para corregir las desigualdades, aunque se necesita una mayor coordinaci贸n de los Estados miembros. En este sentido, se propone el refuerzo de la gobernanza social y la implementaci贸n del Pilar Europeo de Derechos Sociales y la reforma del Semestre Europeo. A la hora de medir, en los 煤ltimos 30 a帽os se han creado 铆ndices para medir el bienestar, el desarrollo humano, la felicidad y la calidad de vida de las personas, y se ha propuesto una medici贸n de la justicia social en base a la prevenci贸n de la pobreza, el acceso a la educaci贸n y al mercado laboral, la inclusi贸n social y no discriminaci贸n, la salud y la justicia intergeneracional. Enplegu banaketaren esperientzia krisian: Gipuzkoako kasua, gizarte ekonomia azpimarratuz
We are currently faced with an unequal distribution of employment opportunities, which has led to a rethinking of the Employment Sharing measures, as a means of reallocating in a balanced way job opportunities really available to all jobseekers. This involves: rearranging working time, leading to a new work distribution; adapting a greater number of working people to this new time of work; ensuring quality of employment and wages; and protecting quality of life and well-being of working people. Nowadays we recognize two types of measures that contribute to distribution of employment: On the one hand, measures of pure distribution, creating new employment; on the other, distribution measures in order to maintain existing employment. All of them classified into four main sections on the Map of Measures for the Distribution of Employment we have designed. La consideraci贸n de la pobreza en la actual estrategia de coordinaci贸n y supervisi贸n econ贸mica de la UE
This article deals with new instruments of the European Union strategy to address poverty in the current context of crisis. With this aim, we assess the main characteristics of poverty in the EU, emphasizing its connection with the objectives of the integration process. Among them, special attention is given to new reinforced economic governance, what we consider a determining factor of current poverty. In this context we outline the contributions of the initiatives given by the Commission to address poverty since the break out of the crisis. To assess the effectiveness of these proposals in the national policies, we evaluate the role of the European Semester, its incorporation of indicators of poverty and supervision of State Members actions.Este art铆culo analiza los aspectos novedosos en el abordaje de la pobreza por parte de la Uni贸n Europea tras la crisis financiera iniciada en 2008. Para ello se valoran los rasgos de la pobreza tal y c贸mo se manifiesta actualmente en la UE, prestando una especial atenci贸n a su relaci贸n con los objetivos del proceso de integraci贸n. Un aspecto de especial atenci贸n dentro de este 煤ltimo es la nueva gobernanza econ贸mica reforzada, a la que situamos como uno de los condicionantes de la actual pobreza. En este contexto se extraen las aportaciones de las iniciativas europeas desplegadas para hacer frente a la pobreza durante la crisis. El examen de en qu茅 medida se concretan estas propuestas en la pol铆tica de los Estados Miembros nos lleva a valorar la inclusi贸n de indicadores de pobreza en el Semestre Europeo y la supervisi贸n de las actuaciones de los gobiernos a trav茅s de este mecanism
El comercio internacional como instrumento para alcanzar los Objetivos de Desarrollo del Milenio
This article deals with the novelties set up by the Millennium Development Goals (MDGs) to promote a change of international trade rules. First, we evidence the role given to trade as a driver of economic development and to eliminate poverty. Second, we systematize the remaining issues in international negotiations intended to achieve progress towards a commercial framework conducive to development; among them we underline issues concerning market access, trade in services, intellectual property, trade preferences formulas and new barriers to trade. Finally the main developments and controversial issues in the final negotiations within the World Trade Organization are analyzed
