The principles of the green economy in the context of agglomeration: Evidence from Big Ekaterinburg

    Get PDF
The authors consider an urban agglomeration as a more integral informal economic subject uniting economic interests of its municipalities and expressing interests of the territory which can become a driver of the "green economy" strategy. High level of social and economic development of an agglomeration kernel, and high capabilities related to minimization of environmental risks and multiplying natural capital of the small cities allows synchronization of economic growth, optimal use of natural resources and decreasing decoupling effect. Using Big Ekaterinburg as an example of urban agglomerations the authors have shown that strategic planning documents on the municipal level require cardinal revision in the context of complex development of the territory, "green" economy principles implementation and harmonization of relations among the economy, society, and environment. © 2018 Institute of Physics Publishing. The provision of high-quality professional psychological selection of candidates for higher education with specific learning conditions to improve the professional level of specialists in the police of Ukraine has been studied. Psychological selection as a type of professional selection has been considered in the context of socio-psychological, psycho-physiological and actually psychological normative characteristics of the profession. A systematic analysis of existing approaches to the study of the problem of psychological selection in higher educational institutions of the system of the Ministry of Internal Affairs in science and practice. The author has carried out theoretical and methodological study of the main forms of psychological selection (scientific and methodical, organizational, personnel and logistical), each of them determines the possibility of effective functioning of selection as a system, while having its own methodological, methodical and organizational specifics. The motivational component of professional psychological selection has been studied through the prism of complexity and dynamism of the motivational sphere of personality, as well as the lack of a reliable method of its evaluation. The author has specified and studied three levels of requirements for education in higher educational institutions of the Ministry of Internal Affairs: 1) requirements due to educational activities in the higher educational institutions with specific learning conditions; 2) requirements due to the general features of the law enforcement system; 3) requirements due to the specifics of the future professional activity of an individual in the units of the National Police. Three main stages of psychological selection in the higher educational institutions have been considered (the first is carried out by psycho-diagnostic centers and laboratories at the military medical commission and has a pronounced psychiatric orientation, the second is carried out by the employees of the psychological support service of the Ministry of Internal Affairs of Ukraine in regions, the third is carried out by psychologists of higher educational institutions) and “weak spots” in each of them have been identified. The problems that arise in the scientific and methodological, organizational, personnel and logistical forms of psychological selection of candidates for higher education in the Ministry of Internal Affairs have been determined and researched. The author has offered a number of successive measures to solve them.Рассмотрены проблемы профессионального психологического отбора кандидатов на обучение в вузы системы МВД. Temperature sensitivity of soil respiration is dependent on readily decomposable C substrate concentration

International audienceTemperature acclimation of soil organic matter (SOM) decomposition is one of the major uncertainties in predicting soil CO2 efflux by the increase in global mean temperature. A reasonable explanation for an apparent acclimation proposed by Davidson and colleagues (2006) based on Michaelis-Menten kinetics suggests that temperature sensitivity decreases when both maximal activity of respiratory enzymes (Vmax) and half- saturation constant (Ks) cancel each other upon temperature increase. We tested the hypothesis of the canceling effect by the mathematical simulation of the data obtained in the incubation experiments with forest and arable soils. Our data confirm the hypothesis and suggest that concentration of readily decomposable C substrate as glucose equivalent is an important factor controlling temperature sensitivity. The highest temperature sensitivity was observed when C substrate concentration was much lower than Ks. Increase of substrate content to the half-saturation constant resulted in temperature acclimation associated with the canceling effect. Addition of the substrate to the level providing respiration at a maximal rate Vmax leads to the acclimation of the whole microbial community as such. However, growing microbial biomass was more sensitive to the temperature alterations. This study improves our understanding of the instability of temperature sensitivity of soil respiration under field conditions, explaining this phenomenon by changes in concentration of readily decomposable C substrate. It is worth noting that this pattern works regardless of the origin of C substrate: production by SOM decomposition, release into the soil by rhizodeposition, litter fall or drying-rewetting events

Learning analytics in massive open online courses as a tool for predicting learner performance

Learning analytics in MOOCs can be used to predict learner performance, which is critical as higher education is moving towards adaptive learning. Interdisciplinary methods used in the article allow for interpreting empirical qualitative data on performance in specific types of course assignments to predict learner performance and improve the quality of MOOCs. Learning analytics results make it possible to take the most from the data regarding the ways learners engage with information and their level of skills at entry. The article presents the results of applying the proposed learning analytics algorithm to analyze learner performance in specific MOOCs developed by Ural Federal University and offered through the National Open Education Platform. © 2018, National Research University Higher School of Economics. This study was support- ed by financial assis- tance provided under the Resolution of the Government of the Rus sian Federation No. 211, Contract No. 02.
