Chapter 7 : Use of Assessments to Inform Educational Policies in French-Speaking Belgium
In French-speaking Belgium, the national assessments developed only lately, and there are not yet national assessments developed by professionals that can be used to evaluate trends. Therefore, the only tools available to rigorously evaluate trends are international assessments. French-speaking Belgium has participated in international assessments since the early 1970s and their results are highly valued by policy-makers. Their level of awareness of the strengths and weaknesses of the education system can be considered as good. However, until recently, the impact of international assessments on education policies has been limited. Only scattered initiatives have been taken. From 2014, an extremely ambitious plan called Pacte pour un enseignement d’excellence has been launched. The Pact tackles most of the systemic weaknesses of the education system in FS Belgium and addresses at the same time structural change (lowering grade repetition, moving to a comprehensive lower secondary education), curricular changes and governance in a long-term perspective. A significant reform of the system of national assessments is currently under discussion
Ground state of the Kagome-like S=1/2 antiferromagnet, Volborthite Cu3V2O7(OH)2.2H2O
Volborthite compound is one of the very few realizations of S=1/2 quantum
spins on a highly frustrated kagome-like lattice. Low-T SQUID measurements
reveal a broad magnetic transition below 2K which is further confirmed by a
peak in the 51V nuclear spin relaxation rate (1/T1) at 1.4K0.2K. Through
51V NMR, the ground state (GS) appears to be a mixture of different spin
configurations, among which 20% correspond to a well defined short range order,
possibly of the type. While the freezing involve all
the Cu spins, only 40% of the copper moment is actually frozen which
suggests that quantum fluctuations strongly renormalize the GS.Comment: 4 pages, 4 figures, to appear in PR
Stress-driven instability in growing multilayer films
We investigate the stress-driven morphological instability of epitaxially
growing multilayer films, which are coherent and dislocation-free. We construct
a direct elastic analysis, from which we determine the elastic state of the
system recursively in terms of that of the old states of the buried layers. In
turn, we use the result for the elastic state to derive the morphological
evolution equation of surface profile to first order of perturbations, with the
solution explicitly expressed by the growth conditions and material parameters
of all the deposited layers. We apply these results to two kinds of multilayer
structures. One is the alternating tensile/compressive multilayer structure,
for which we determine the effective stability properties, including the effect
of varying surface mobility in different layers, its interplay with the global
misfit of the multilayer film, and the influence of asymmetric structure of
compressive and tensile layers on the system stability. The nature of the
asymmetry properties found in stability diagrams is in agreement with
experimental observations. The other multilayer structure that we study is one
composed of stacked strained/spacer layers. We also calculate the kinetic
critical thickness for the onset of morphological instability and obtain its
reduction and saturation as number of deposited layers increases, which is
consistent with recent experimental results. Compared to the single-layer film
growth, the behavior of kinetic critical thickness shows deviations for upper

Scaling and the Metal-Insulator Transition in Si/SiGe Quantum Wells
The existence of a metal-insulator transition at zero magnetic field in two-
dimensional electron systems has recently been confirmed in high mobility
Si-MOSFETs. In this work, the temperature dependence of the resistivity of
gated Si/SiGe/Si quantum well structures has revealed a similar metal-
insulator transition as a function of carrier density at zero magnetic field.
We also report evidence for a Coulomb gap in the temperature dependence of
the resistivity of the dilute 2D hole gas confined in a SiGe quantum well.
In addition, the resistivity in the insulating phase scales with a single
parameter, and is sample independent. These results are consistent with the
occurrence of a metal-insulator transition at zero magnetic field in SiGe
square quantum wells driven by strong hole-hole interactions.Comment: 3 pages, 3 figures, LaTe
Proposing new variables for the identification of strategic groups in franchising
The identification of strategic groups in the Spanish franchising area is the
main aim of this study. The authors have added some new strategic variables (not
used before) to the study and have classified franchisors between sectors and
distribution strategy. The results reveal the existence of four perfectly differentiated
strategic groups (types of franchisors). One of the major implications of this study is
that the variables that build a strategic group vary depending on the respective sector the network operates in and its distribution strategy. This fact indicates that including sector and distribution strategy is absolutely necessary to achieve good classifications of franchisor type
Age-appropriate services for people diagnosed with young onset dementia (YOD): a systematic review.
BACKGROUND: Literature agrees that post-diagnostic services for people living with young onset dementia (YOD) need to be age-appropriate, but there is insufficient evidence of 'what works' to inform service design and delivery.
OBJECTIVE: To provide an evidence base of age-appropriate services and to review the perceived effectiveness of current interventions.
METHODS: We undertook a systematic review including all types of research relating to interventions for YOD. We searched PubMed, CINHAL Plus, SCOPUS, EBSCO Host EJS, Social Care Online and Google Scholar, hand-searched journals and carried out lateral searches (July-October 2016). Included papers were synthesised qualitatively. Primary studies were critically appraised. RESULTS: Twenty articles (peer-reviewed [n = 10], descriptive accounts [n = 10]) discussing 195 participants (persons diagnosed with YOD [n = 94], caregivers [n = 91] and other [n = 10]) were identified for inclusion. Services enabled people with YOD to remain living at home for longer. However, service continuity was compromised by short-term project-based commissioning and ad-hoc service delivery.
CONCLUSION: The evidence on the experience of living with YOD is not matched by research and the innovation needed to mitigate the impact of YOD. The inclusion of people with YOD and their caregivers in service design is critical when planning support in order to delay institutional care
Nitrogen forms affect root structure and water uptake in the hybrid poplar
The study analyses the effects of two different forms of nitrogen fertilisation (nitrate and ammonium) on root structure and water uptake of two hybrid poplar (Populus maximowiczii x P. balsamifera) clones in a field experiment. Water uptake was studied using sap flow gauges on individual proximal roots and coarse root structure was examined by excavating 18 whole-root systems. Finer roots were scanned and analyzed for architecture. Nitrogen forms did not affect coarse-root system development, but had a significant effect on fine-root development. Nitrate-treated trees presented higher fine:coarse root ratios and higher specific root lengths than control or ammonium treated trees. These allocation differences affected the water uptake capacity of the plants as reflected by the higher sapflow rate in the nitrate treatment. The diameter of proximal roots at the tree base predicted well the total root biomass and length. The diameter of smaller lateral roots also predicted the lateral root mass, length, surface area and the number of tips. The effect of nitrogen fertilisation on the fine root structure translated into an effect on the functioning of the fine roots forming a link between form (architecture) and function (water uptake)
